HomeMy WebLinkAboutMinutes - January 6, 1960AIM CITY COUNCIL, CITY OF LODI COUNCIL CHAMBER, CITY HALL JANUARY 6, 1960 This regular meeting of the City Council of the City of Lodi held beginning at 8:00 p.m. of Wednesday, January 5, 1960; Councilmen Culbertson, Katzakian, Mitchell, Robinson and Brown (Mayor) present; none absent. City Manager Claves, Administrative Assistant Brown, City Attorne Mullen and Planning Director Rodgers present. MINUTMS Minutes of December 16, 1959 were approved as written and mailed on motion of Councilman Kat- zakian, Mitchell second. Minutes of December 17, 1959 were approved as written and mailed on motion of Councilman Katzakian, Robinson second. PLHNNING COMMISSION SCREENING OUT- The Planning Commission had recommended that the DOOR BUSINESS Commercial Use List be amended to provide for screening of outdoor type businesses which are RR3. NO. 2234 permitted in the C-1 neighborhood commercial ,'IDOPVED zone, and in accordance with the Council's reouest of December 16, 1959, a resolution incorporating such recommendation had been prepared and sent to each councilman. Councilman Mitchell recuested a definition of "gasoline service stations, (minor repairs only)", wanting to know how much mechanical work would be permitted. It was suggested that the Planning Commission determine what would be permissible as "minor repnirs". Planning Director Rodgers stated that if every small item had to be spelled out, it wculd get very involved. After further discussion, Res- olution No. 2284, amending the Commercial Use List, was adopted on motion of Councilman Kat- zakian, Culbertson second, by the following vote: AYES; Councilmen -- Culbertson, Kmtzekia% Robinson and 10mi 9OES1 Councilmen - Mitchell R-3 R;UNING The Planning Commission recommended that five ON S. FAIRMONT lots in Capell Estates, on the east side of Fair- mont Avenue in the 1100 block, be rezoned fron: R-2 one family residential to R-3 Limited multi- ple family residential.. On motion of Councilman Robinson, Katzakian second, the matter was set for public hearing on January 20, 1960. BUS SYSTEM It was requested that the bus company submit R SPORT a financial report, and Mr. :Nehrer, who wvs in the audience, said he would have one ready in three or four days. Ol1TIiIDE UTILITY Letter from Mr. W.E. Gregory stating; that he SERVICES FOR wishes to annex his property at 1341 West W.E. GREGORY Lodi Avenue to the City and that he would like to obtain utility services from. the City on a temporary basis until such time as the annexation is completed and a,_*,reeinv; that such services may he discontinued If the annexation Is not completed for any reason. On motion of Councilman Robinson., Culbertson second, the request was •ranted subject to the conditions outlined in Mr. Gregory's letter. ULYMPICS Request from the Olympic Winter Cames SNOW S`.PATli3 Pageantry Committee that the Citv sponsor a snow -like statue in Squaw Valley during the Ol,ymni.es in February, the cost of which would be $2,000. The letter was filed for reference of any interested parties on motion, of Coun- cilman Culbertson, Katzakian second. CH AT Request from the First Methodist Church METHODIST CHURCH that a bench in the City's sidewalk area in front of the church be removed. The matter was referred to the City Manager. BOUNDARY COMM. Resolution from the San Joaquin County :Moundav: RE ANNKX?VTONS Commission requesting that future annexation descriptions either include the entire road or stop short of any existing road. It was pointed out that compliance would not always he feasible, but the Planning; Director was aware of the Boundary Commission's request. LOCUST depot had moved to Lockeford Street. He recom- mended that the zones be abolished and two metered RES. NO. 2285 parking stalls be established therein. The rec- ADOPTED ommendation was approved on motion of Councilmsn Robinson, Katzakian second, by adoption of Res- olution No. 2285 abol.iehing the taxi zones and directing installation of parking meters. SPECS Specifications for new radio equipment for the POLICE RADIUS Police Department were presented. On motion of Councilman Katzakian, Mitchell second, the speci- fications were approved and advertising- for bids authorized. .4W ,ARD City Manager Glaves read the tabulation of bids CONCRETE PIPE received for the 24" end 36" concrete pipe. Two bids were received, one from Mumbert Concrete RES. NO. 2286 Pipe Company for a total of $7,649.40 and the other ADOPTED from Spiekerman Concrete Pipe Company for a total of 87,638.40. On motion of Councilman Mitchell, Culbertson second, the Council. adopted Hesoluti.on No. 2286 awarding the contract to Spiekerman Con- crete Pipe Company. Second reading was omitted after reading by title, and was then passed, adopted and ordered to print by the follow- ing vote: AYES: Councilmen - Culbertson, Katzakian, Mitchell, Robinson and Brown NOES: Councilmen - hone ABSEVT: Councilmen - None RAPORTS OF CITY MANAGER (continued) CaPITAL OUTLAY After discussing the need for a bond election, PROGHAM Councilman Robinson moved that the City Yana - Ker obtain the services of a bonding consult- ant to go over the Capital Outlay Program and to make recommendations on a bond election. The motion was seconded by Councilman Kavzakian and carried unanimously. City .attorney Mullen asked if the Council had considered in its outlay program the con- struction of a swimming; pool at the West Campus on a 50-50 basis with the School District. The City Manager stated it wa.s one of the orolects recommended by the Recreation Depart- ment, Councilman Aitchell moved that the Council go on record as being will.i.ng to dis- cuss joint construction of a swimming pool. with the School Board. Motion was seconded by Councilman Robinson and carried unanimously. The City Manager requested a decision frim the Council on the Capital Outlay Pro7ram revenue and expenditQre projections which had been presented. The Council avreed that in general the projections were hoceptable. the City Manaper stated that the next step would be to prepare a sir. -,yeas ora:*ram for presentation to the Council. TURNER ROAD 1,1r. Glaves reported that the Turner Road UNDERPASS Undernass was 11.th on the 1960 priority list for grade separations established by the Public Utilities Commission. The Public Utilities Commission does not have sufficient funds to cover the first 11 projects; however, some of these projects have only tentative financing and plans, whereas Lodi is ready to proceed, and therefore there is a possi- bility Lodi may be allocated PUC funds ahead. of these other projects.
