Lodi held beginninf;
at 8:00 o'clock p.m. of Wednesday, December

REPORTS OF
THE CITY MANAGER
A:•lAID
The City Manager stated that only one bid had

been received for the drilling of a new well
north of East Pine Street extension. The

bid was from Reddig and Stelzer of Lodi and

according to the Superintendent of Utilities
would :approximate $2,500 which was within his
estimate. The City ;tanager ronnended th'r.t
award be made to the bidder. He also mentioned
that a letter had been received from the
.ssociated Drilling Contractors, Sacramento,
objecting to the specifications covering the
drilling because in their estimation they
were not detailed enough to produce a satis-
factory water well and they differed from
specifications of other municipalities. In
discussing the matter with officials of the
Association and the Superintendent of Utili-
ties, the City Manager had learned that the
nssociation objected to the City's practice
of partially casing a well rather than cesia•,-
the entire well. Partial casing has been
satisfactory in Lodi and is less expensive.
He stated that hereafter writin6 more de-
tailed specifications for well drilling would
be considered. On motion of Councilman Rob-
inson, Brown second, the Council adopted
Resolution No. 2189 awarding the contract fur
well drilling to Reddig and Stelzer.

bids were from Richfield uil. Company on re„u-

lar and Signal Gil Company on Ethyl; however,

the average for both types of gasoline Was
Richfield, 21.40 cents per gallon and Signal
Oil Company, 21.58 cents per gallon. The
City Manager recommended that award be crude to
Richfield Oil Company. On motion of Council-
man Brown, Mitchell second, the Council
adopted Resolution Mo. 2190 awarding the con-
tract for gasoline to Richfield.
WERNER
The Citi Manager read a letter from Kr. 7d

Werner stating that lard had been purchased

in Lodi Industrial Park, that he expected to
be able to have the paint and phosphate rooms
completed in four months and that it would
require an additional two months to move
equipment and set up operation. He was

therefore asking for an additional six months
extension on his present variance to operate
underground painting room at his manufacturing
plant on York Street. The Eayor asked if Ar.
Werner were just moving the painting booths or
the entire operation. Mr. Werner replied that
he was only moving the paint room now as he wished
to continue his manufacturing operations at the
present location until it oras sold uacauce if it

on. Councilman Culbertson, :Brown second, moved
that an extension of six months be granted on
the variance with the stipulation that the deed
to the new site be .recorded within 30 days.
Motion carried by the following vote:

Ordinance No. 631, rezoning the property on the

northeast corner of Stockton Street and Y.ettleman
Lane from R-4 to C-2 came up for adoption having
been introduced at the meeting of.December 3.
City Manager Claves reported that he had talked
to Mr. Lester Lind who stated that negotiations
for use of the site were still pending, and he
was unable to deposit money for the fence at this
time. The ordinance had been introduced with the
condition that it would not be adopted until a
deposit fur construction of a fence between said
property and the residential area to the north
and east ha4 been made. On motion of Councilman
Mitchell, Culbertson second, Ordinance No. 631
was held over to the next meeting.

STORM DRAIN
The City Manager requested approval of a 21"

storm drain along; the Southern Pacific Co:mpan.;

right of way for removal of stern: water in the
Lake Home `'subdivision No. 4 area. He said tLat
an easement agreement with the Southern Pacific
Company had been expected for presentation to
the Council, but that it had not been received
and he recommended that the agrcem: nt be accepted

subject to approval of the City :attorney. He
ADOPTED
also stated that such a line would be conform-
ing to a previous decision of the City Coun-
cil that the north area of the City be drained
by discharging the water into the Nakelumne
River. The cost of the line is estimated at
16097. On motion of Councilman Mitchell,
Robinson second, the City Council adopted
Resolution No. 2191 authorizing the Nuyor to
execute the easement agreement with the
.`southern Pacific Company subject to approval
of the City attorney. Councilman Brown, Mit-
chell second, then moved that the pipeline t-.,

The City Manager then brought up the

The problem has been to find some means of
providing adequate drainage without going

thereon has not been reached by the Council.
The Director of Public 'forks was proposing
that an open ditch be constructed and used
for ponding the storm water. The ditch would
go along the east side of Kelly Street from
Pine to the south side of the Central Cali-
fornia Traction Line; thence :rest and parallel
with the Traction Lima to the east side of
the proposed freeway frontage road; thenc_
south along the east side of the frontal.;::
road to u point opposite Eden Street; thencs
across the proposed freeway to the .nest site
thereof; thence south along the west side of
the freeway right of way to Walnut Orchard
Subdivision. The estimated cost of such
drainage ditch would be i41,500, of which
approximately 7;24,000 would be for rights o"
way and 0,000 for severance damages. Pipe
lines along Garfield and Eden Streets would.
carry the water to the ditch. The main part
of the pipeline to beoanstructed would V,
along :den Street to the ditch and would cost
approximately *327,500. The Director of Pub-
lic Works stated that if the 'Wilsey and H;::
plan were nut adopted, the ditch could be con-
verted to fit into another plan: without too
much expense. He also suggested the construc-
tion of a ditch along Pills Avenue extended
which would parallel the Woodbridge Irrigstior:
Dist. Canal and would relieve flooding in
this area. The cost would approximate 321,000.
Councilman Culbertson moved that the Eng.ineer-
ine Department proceed with plans to relieve
drainage in the east section of the City in
accordance with those submitted and that the
Council continue study of the Piaster Stora
Drainage Plan of A ilsey and Ha_; at an early
date. The motion was seconded by Councilman
Robinson and passed unanimously. The City
Manager said the plan of the Director of
Public '.forks would be submitted to 'Wilsey and
