SPECIAL CITY COUNCIL MEETING
CARNEGIE FORUM, 305 WEST PINE STREET
TUESDAY, AUGUST 26, 2003
A. CALL TO ORDER / ROLL CALL
The Special City Council meeting of August 26, 2003, was called to order by Mayor Hitchcock at
7:00 a.m.
Present: Council Members — Beckman, Hansen, Howard, Land, and Mayor Hitchcock
Absent: Council Members — None
Also Present: City Manager Flynn, Deputy City Attorney Schwabauer, and City Clerk Blackston
CITY COUNCIL CALENDAR UPDATE
City Clerk Blackston reviewed the weekly calendar (filed).
DISCUSSION
In reference to scheduling a team building session, as directed by Council on August 6, 2003, City
Manager Flynn suggested that a committee of two Council Members be formed to interview
potential facilitators and make a recommendation to Council on the selection. In addition, he
would like the same procedure followed for selecting a firm to provide another opinion on the
PCE/TCE litigation issue.
Discussion ensued regarding possible avenues to seek qualified environmental firms. Mr. Flynn
stated that he would compile a list of candidates, including those who Council Members
recommend, and schedule interviews if Council chooses to pursue this matter.
Council Member Hansen announced that he would be attending a Northern California Power
Agency (NCPA) meeting in Washington, D.C. from September 2 to 5 and consequently, he would
be absent at the September 2 Shirtsleeve Session and September 3 regularly scheduled City
Council meeting.
Mr. Flynn reported that he was also attempting to schedule a presentation with a representative of
Lehman Brothers to review the City's PCE/TCE financing obligations. In light of Mr. Hansen's
attendance at the NCPA meeting, Mr. Flynn stated that he would schedule this presentation for
the September 17 regularly scheduled City Council meeting. A closed session would also be
scheduled on September 17 for Council to consider whether or not to seek another opinion on the
PCE/TCE issue.
Mayor Hitchcock stated that she would like the team building session facilitator to focus on the
topic of appreciating differences in people. Council Member Land preferred that the session
include information on how meetings should be handled, closed session confidentiality
regulations, council member roles, and representing the council as a whole to the community.
Council Members Hansen and Land volunteered to serve on the committee to interview potential
facilitators for the team building session. Council Member Land suggested that Dale Edwards of
Century Assembly Church and Antonio Pizano of the San Joaquin County Housing Authority be
considered as facilitators.
B. CLOSED SESSION
At 7:15 a.m., Mayor Hitchcock adjourned the Special City Council meeting to a Closed Session to
discuss the following matter:
B-1 Conference with Labor Negotiator, Human Resources Director Joanne Narloch, regarding
Lodi Professional Firefighters and Association of Lodi City Employees concerning General
Services and Maintenance and Operators pursuant to Government Code §54957.6

C. RETURN TO OPEN SESSION / DISCLOSURE OF ACTION
At 8:20 a.m., Mayor Hitchcock reconvened the Special City Council meeting, and Deputy City
Attorney Schwabauer disclosed the following action.
In regard to Item B-1, Council provided direction to its labor negotiator.
D. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS
None.
E. ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned at
8:20 a.m.
