SPECIAL CITY COUNCIL MEETING
CARNEGIE FORUM, 305 WEST PINE STREET
TUESDAY, JULY 1, 2003
A. CALL TO ORDER / ROLL CALL
The Special City Council meeting of July 1, 2003, was called to order by Mayor Hitchcock at
7:02 a.m.
Present: Council Members — Beckman, Hansen, Howard, Land, and Mayor Hitchcock
Absent: Council Members — None
Also Present: City Manager Flynn, City Attorney Hays, and City Clerk Blackston
CITY COUNCIL CALENDAR UPDATE
City Clerk Blackston reviewed the weekly calendar (filed).
City Manager Flynn announced that 89 employees had participated in the Voluntary Time Off
program, which equates to a savings of $150,854.
B. CLOSED SESSION
At 7:06 a.m., Mayor Hitchcock adjourned the Special City Council meeting to a Closed Session to
discuss the following matter.

Conference with Labor Negotiator, Human Resources Director Joanne Narloch, regarding
Police Mid -Management, Fire Mid -Management (unrepresented), Lodi Professional
Firefighters, Association of Lodi City Employees regarding General Services and
Maintenance & Operators, and Executive Management Employees (unrepresented)
pursuant to Government Code §54957.6
The Closed Session adjourned at 7:55 a.m.
C. RETURN TO OPEN SESSION / DISCLOSURE OF ACTION
At 7:56 a.m., Mayor Hitchcock reconvened the Special City Council meeting, and City Attorney
Hays disclosed the following action.
In regard to Item B-1, Council provided direction related to Executive Management Employees
(unrepresented) and Fire Mid -Management (unrepresented), which will be voted on and
memorialized in a resolution with an effective date of July 1, 2003, at the next regularly scheduled
City Council meeting.
D. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS
None.
E. ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned at
7:56 a.m.
