SPECIAL CITY COUNCIL MEETING
CARNEGIE FORUM, 305 WEST PINE STREET
TUESDAY, JANUARY 28, 2003
A. CALL TO ORDER / ROLL CALL
The Special City Council meeting of January 28, 2003, was called to order by Mayor Hitchcock at
7:07 a.m.
Present: Council Members — Beckman, Hansen, Howard, Land, and Mayor Hitchcock
Absent: Council Members — None
Also Present: Deputy City Manager Keeter, City Attorney Hays, and City Clerk Blackston
B. CLOSED SESSION
At 7:07 a.m., Mayor Hitchcock adjourned the Special City Council meeting to a Closed Session to
discuss the following matters:
B-1 Conference with Labor Negotiator, Human Resources Director Joanne Narloch, regarding
Mid -Management Employees pursuant to Government Code §54957.6
B-2 Prospective lease of City property (approximately 2.4 acres), located at 1215 E. Thurman
Street, Lodi, CA (APN #049-250-13); the negotiating parties are CalPeak Power -Midway,
LLC and the City of Lodi; price and terms
C. RETURN TO OPEN SESSION / DISCLOSURE OF ACTION
At 7:31 a.m., Mayor Hitchcock reconvened the City Council meeting, and City Attorney Hays
disclosed the following actions.
NOTE: The following items were heard out of order as listed.
In regard to Item B-2, staff consulted with Council regarding the price and terms of the lease of
City property in an east side industrial area for the location of a power plant. Staff received
direction from the Council with regard to the terms and conditions and will continue negotiations
with an expectation that the completed lease document will be before the Council at the next
regularly scheduled meeting.
In regard to Item B-1, the City's negotiator, Joanne Narloch, reported to the Council that the Mid -
Management Employees group had ratified the agreement that was before them. Based upon
that announcement the Council agreed to the labor agreement and the formal Memorandum of
Understanding will be presented to Council in the near future.
D. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS
None.
E. ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned at
7:32 a.m.
