CALL TO ORDER / ROLL CALL The Special City Council meeting of September 24, 2002 was called to order by Mayor Pro Tempore Hitchcock at 7:05 a.m. Present: Council Members — Hitchcock, Howard, and Nakanishi Absent: Council Members — Land and Mayor Pennino Also Present: City Manager Flynn, City Attorney Hays, and City Clerk Blackston B. REGULAR CALENDAR B-1 "Adopt resolution accepting Harney Lane and Stockton Street Frontage Improvements in Parisis Ranch, Tract No. 3111" City Manager Flynn explained that it had been planned to place this matter on the Consent Calendar for Council's last meeting; however, due to an oversight, it was not included. He stated that it is important that the improvements be accepted in order to allow the developer to put his property on the market. At the request of Mayor Pro Tempore Hitchcock, Jeffrey Kirst, owner of Tokay Development, provided a report on the item. Mr. Kirst stated that he was one of the developers of the Park Place Development, LLC. The improvements now under consideration by Council were the final phase of the development of the Parisis Ranch subdivision. He stated that all improvements have been completed except for a portion along Harney Lane, which was related to a Pacific Gas and Electric utility pole issue. In conclusion, Mr. Kirst stated that all fees have been paid to the City, the subdivision is completed, and residents are now living there. MOTION / VOTE: The City Council, on motion of Council Member Nakanishi, Howard second, adopted Resolution No. 2002-196 accepting the Harney Lane and Stockton Street frontage improvements in Parisis Ranch, Tract No. 3111. The motion carried by the following vote: Ayes: Council Members — Hitchcock, Howard, and Nakanishi Noes: Council Members — None Absent: Council Members — Land and Mayor Pennino C. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS None. D. ADJOURNMENT There being no further business to come before the City Council, the meeting was adjourned at 7:10 a.m. ATTEST: Susan J.
