SPECIAL CITY COUNCIL MEETING

TUESDAY, MARCH 26, 2002
A. CALL TO ORDER / ROLL CALL
The Special City Council meeting of March 26, 2002 was called to order by Mayor Pennino at
7:53 a.m.
Present: Council Members — Hitchcock, Howard, Land, Nakanishi, and Mayor Pennino
Absent: Council Members — None
Also Present: City Manager Flynn, City Attorney Hays, and City Clerk Blackston
B. CLOSED SESSION
B-1 Prospective lease of property located at 100 East Pine Street, Lodi, CA (APN 043-072-01);
the negotiating parties are the City of Lodi and the Lodi Adopt -A -Child Foundation, a non-
profit 501(c) 3 Community-based organization; price and terms of the lease are under
negotiation; Government Code §54956.8
NOTE. The following report on the condition of property located at 100 East Pine
Street was given in open session at the request of City Manager Flynn.
Dennis Callahan, Fleet and Facilities Manager, reported that asbestos has been found in
several locations in the building located at 100 East Pine Street. The first estimate for
removal of asbestos was $56,000. Approximately 900 square feet of roof material and
mastic was also found to contain asbestos. The estimate for roof replacement of the
building is $37,000. Lodi Adopt -A -Child Foundation has expressed concern related to the
asbestos, the leaking roof, and whether the building is structurally sound. Mr. Callahan
stated that he has contacted an engineer for the purpose of conducting a structural
evaluation of the building. Staff will report back to Council if significant dry rot is
discovered, or if the building is found to be structurally unsound. Mr. Callahan
commented that staff meets weekly with representatives of the Foundation.
Mayor Pennino asked that the matter described in Item B-1 be placed on the Council
agendas of April 2 and 3, 2002.
