AGENDA TITLE: Approve Membership Agreement Between Northern California Joint Pole Association and City
of Lodi

RECOMMENDED ACTION: That the City Council approve the membership agreement between the Northern
California Joint Pole Association and City of Lodi and authorize the City Manager to
execute the membership application and the agreement on behalf of the City.
BACKGROUND: The Northern California Joint Pole Association (NCJPA) was established in 1913 by
various utilities to develop procedures and practices for the joint use of utility poles. Such
items as ways, means, standards, procedures and methods for joint pole use are defined
in the agreement. The objective being for two or more members to voluntarily own or occupy poles and their appurtenances
jointly so as to maintain the least number practicable for all purposes on streets, roads, highways, alleys, private property and
other places. The association also maintains records of such poles and their apparatus or equipment.
The City of Lodi until now has operated utilizing various agreements, some dating back to 1938, with other area utilities.
These practices and agreements are no longer acceptable to the other utilities and therefore, either new agreements must
be negotiated for continued joint pole construction and use or the City can join NCJPA and benefit from well established and
proven practices, procedures and cost allocations for joint pole use by utilities. The latter option is the preferred since it is
already utilized successfully between the other utilities with which the City is doing joint pole work and has proven to be an
effective method of joint pole utilization and administration.
The annual cost for membership is estimated at $2,000 for the City based on its size and anticipated utilization of the
association's staff. It is anticipated that this cost will be totally offset by the reduction in staff time as compared to past
practices for joint pole agreements, billings and record keeping.

RESOLUTION NO. 98-24
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE
MEMBERSHIP AGREEMENT BETWEEN THE NORTHERN
CALIFORNIA POWER JOINT POLE ASSOCIATION AND THE CITY OF
LODI
BE IT RESOLVED, that the Lodi City Council does hereby approve the
Membership Agreement between the Northern California Power Joint Pole Association
and the City of Lodi; and
BE IT FURTHER RESOLVED, that the City Manager is hereby authorized and
directed to execute the Membership Agreement on behalf of the City of Lodi.
