RECOMMENDED ACTION: That Council, by motion action, concur with the Mayor's recommended
appointments to various boards and commissions.
BACKGROUND INFORMATION: There is currently a vacancy on the following boards and commissions.
Following review of the applications, I recommend that the following
appointments be made:

As you know, I am presently serving as the City Primary Member of the Citizens
Advisory Committee (CAC) serving the Governing Board of the San Joaquin Valley
Unified Air Pollution Control District (District). My term will expire on January 31,
1998.
I am interested in continding my service on the CAC and respectfully request
consideration for reappointment to a subsequent three-year term . Through my continued
service, I hope to assist in maintaining an equitable burden in the improvement of the air
quality in the Valley while preserving the maximum agency for Valley communities,
citizens and businesses.

TRUSTEE APPOINTMENTS
ENABLING LEGISLATION
The San Joaquin County Mosquito and Vector Control District (District) was formed pursuant to Division
3, Chapters 5, 5.5 and 8, Sections 2200-2910, of the California Health and Safety Code.
APPOINTED REPRESENTATIVES
The District is an independent special district governed by a board of trustees (Board). Trustees are not
elected, but appointed, to the Board of Trustees by both the San Joaquin County Board of Supervisors and the City
Councils of Escalon, Lathrop, Lodi, Manteca, Ripon, Stockton, and Tracy. Currently, there are five (5) trustees
appointed by the Board of Supervisors and seven (7) appointed by the cities.
TERMS OF OFFICE
Trustees are appointed to an initial two-year term, and, if re -appointed, to either a two or four year term.
Each trustee of the Board appointed by a city must be an elector and resident of that city; each trustee appointed by
the County must be an elector and resident of the county.
TRUSTEE SERVICE AND RESPONSIBILITIES
Trustees represent and serve the entire District, not just their individual appointing authority.
Collectively, trustees elect a President, Vice President and Secretary from among the Board. The Board of Trustees
meets at least monthly to oversee finance, programs and policy. Trustees serve without pay, but receive up to $50
monthly for expenses incurred in attending business meetings of the Board. The Board is responsible for the
hiring and implementation of a manager, who is responsible for the day-to-day operations of the District.
DISTRICT BOARD POWERS
Broad powers are given to the District's Board of Trustees in recognition of the need to act expeditiously
to ensure rapid vector control activities to avoid a public health hazard.
The Board may do all of the following, as outlined in the Health and Safety Code:
• Take all necessary or proper steps for the control of mosquitoes and other vectors in or outside of the District.
• Purchase, employ, and contract as pertinent.
• Build, construct, maintain and repair dikes, levees, canals, or ditches on any land, and acquire by purchase or
condemnation any land, right-of-way, easement, etc. for purposes of vector control.
• Enter properties without hindrance or notice, either in the District or reasonably adjacent to, for the purposes
of vector control.
• Borrow money and issue warrants.
• Sell, lease, or exchange any property of the District.
• Provide a civil service system for District employees.
• Abate vector nuisances, hold hearings, and assess penalties.
• File liens and foreclosures.
• Set taxes, assessments or service charges in agreement with current law.
• Do any and all things necessary or incident to the powers granted by, and to carry out the objectives specified
in the Health and Safety Code.
TRUSTEE REQUIREMENTS
Because trustees receive tremendous authority and responsibility upon being appointed to the Board of
Trustees, it is imperative that the Board of Supervisors and City Councils use diligence and sound criteria in the
trustee selection/appointing process. As stated earlier, trustees must be electors and residents from the area they
are appointed, but this is just part of the requirements needed to be an effective public representative. Citizens
contemplating service as a trustee should have the background, training, experience and time to fulfill the
requirements of an appointed member of the District's Board of Trustees.
Verifiable education, training and/or experience in agriculture, business or public administration, and
biological or environmental science is applicable to the position of Trustee.
Listed below are some of the basic capabilities and requirements needed to fulfill the position of Trustee
for the San Joaquin County Mosquito and Vector Control District:
Basic Service
Ability to attend regularly scheduled meetings, held the third Tuesday of each month at the District's main office
in Stockton. Meetings are generally held at 2:00 p.m. and last approximately two (2) hours.
Ability to participate on committees of the Board, generally for the purposes of budget and policy development.
The Budget and Policy committees meet at least three (3) times per year for approximately two (2) hours per
meeting. Other committees are created at the discretion of the Board President and meet as needed.
Ability to receive reports and correspondence at home and analyze information prior to meetings. Monthly
meeting information is sent to trustees approximately five (5) days prior to meetings and includes agendas, agenda
information, draft minutes, financial reports, operational reports, and other District communications.
Community and Public Relations
Ability to receive input and criticism from the public; ability to participate in public meetings, both in Board
meetings and other official forums.
Ability to represent the District before local, state and federal agencies; capable of participating in state and
national associations.
Fiscal
Ability to read and review financial documents such as budget reports, financial reports, spreadsheets, audit
reports, and self insurance fund reports.
Ability to interpret and respond to recommendations of staff and Board committees as to budget development,
expenditure requests, and investment policies.
Ability to analyze financial forecasts and revenue development proposals.
Ability to interpret and implement tax and assessment programs.
Policy
Ability to interpret and implement administrative and operational policies as they currently exist.
Ability to interpret policy and procedure needs of the organization and propose changes.
Ability to analyze and interpret draft policy changes from staff and committee.
Ability to implement and enforce civil and administrative action on District property owners and land managers.
Program
Ability to assist in planning, development and implementation of District vector control programs, including
biological and chemical control of vectors.
Ability to deal with multiple variables involving environmental manipulation and vector occurrence.
Ability to represent the District's position on vector development and environmental issues.
Ability to analyze the District's programs with relation to agriculture, urban and suburban development, and
environmental protection.
Ability to develop and evaluate District educational programs.
Current Issues Before the Board of Trustees
Following are just two of the many critical issues currently faced by the District's Board of Trustees:
1. Tax limitation measures such as State of California Proposition's 4, 13 and 218 have greatly
diminished the Districts ability to secure stable revenues for operations. Within San Joaquin County, taxpayers
have been reluctant to authorize local government to increase or levy taxes and assessments for local services. The
Board of Trustees is charged with securing stable sources of revenue to perform vector control well into the 21st
century. Revenue options are limited, but could come in the form(s) of a special tax proposal, the development of a
long-term benefit assessment plan, and a plan to charge vector -producing land owners for the cost of surveillance
and control. Last, but not least, the Board would need to consider the reduction or elimination of some District
services. None of these options have appeal, but would be necessary to maintain essential Districts programs.
2. There is considerable interest by environmental organizations, federal and state resource agencies, and
local landowners to create and manage thousands of acres of permanent and seasonal wetlands throughout the
District. Mosquitoes breed in, and migrate from, wetlands. Mosquitoes migrating from wetlands create both a
public health as well as general nuisance for human populations. Wetland proponents are not always agreeable to
vector control measures and recommendations. The County and cities regulate wetland development, but without
respect to vector control, and the District does not have regulatory authority over wetland development. Additional
wetland acres will without doubt tax the District's ability to provide acceptable levels of mosquito control.
The Board will be faced with many complex issues in both the near and distance future. It is important
that the Board be comprised of individuals that possess the ability to deal with fiscal, public health and
environmental issues on behalf of the citizens of the District.
