AGENDA TITLE: Traffic Resolution Amendment - No -Parking Restriction on South Side of Almond Drive
at Almondwood Place
MEETING DATE: February 4, 1998

RECOMMENDED ACTION: That the City Council adopt the attached resolution amending the Traffic Resolution, 97-148,
by approving a no -parking restriction on Wednesdays during certain hours on Almond Drive
at Almondwood Place; and give the Public Works Director authority to establish and/or
change the date and time to accommodate the purpose of the restriction.
BACKGROUND INFORMATION: The Silver Creek Property Management, representing Almondwood Place Association,
requested the Public Works Department install a no -parking restriction on Almond Drive
at Almondwood Place as shown on Exhibit A. The purpose of the no -parking restriction
is to allow street access for the automated garbage trucks to pick up the homeowners'
trash containers. The complex has 26 privately -owned single-family homes. The residents are placing their trash, recycle
and garden containers on the sidewalk fronting the complex. They previously had their containers picked up on site;
however, the private street was not structurally sufficient to handle the garbage trucks. The weight of the garbage trucks
deteriorated parts of the concrete street. The street was recently reconstructed at a cost of over $20,000 and,
unfortunately, is still not capable of handling the weight of garbage trucks. The costs of the improvements were paid for by
the homeowners.
The property management has requested the parking restriction be installed between the Almondwood Place driveways.
Currently, there are no -parking zones adjacent to the driveways (twenty feet on each side). Approximately 50 feet remains
between the no -parking zones and driveways. According to Cal Waste, when vehicles are parked in this area, the trash
cannot be picked up with the automated garbage trucks. The additional 50 feet would allow room for the garbage containers.
Staff has suggested options; however, the homeowners and property management prefer the parking restriction be installed
between the driveways. Staff recommends City Council install the parking restriction. Staff contacted Cal Waste and they
feel this area is a unique problem and concur with the parking -restriction recommendation. Staff also recommends
City Council give the Public Works Director authority to establish and/or change the day and time of this restriction in the
event Cal Waste changes its schedule.
FUNDING: Funding from Almondwood Place Association to install a ig and post a cost of $175.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING A NO -PARKING RESTRICTION ON
WEDNESDAYS ON THE SOUTH SIDE OF ALMOND
DRIVE AT ALMONDWOOD PLACE, AND THEREBY
AMENDING TRAFFIC RESOLUTION NO. 97-148
BE IT RESOLVED, that the City Council of the City of Lodi does hereby approve a
No -Parking Restriction on Wednesdays on the South side of Almond Drive at
Almondwood Place from 12:00 a.m. to 5:00 p.m., as shown on Exhibit A attached and
made a part of this resolution; and
BE IT FURTHER RESOLVED, that the Public Works Director has the authority to
establish and/or change the date and time to accommodate the purpose of the restriction;
and
FURTHER RESOLVED, that City of Lodi Traffic Resolution No. 97-148, Section
3(C) "Street Parking Restrictions" is hereby amended by restricting parking on
Wednesdays on the South side of Almond Drive at Almondwood Place from 12:00 a.m. to
5:00 p.m., as shown on Exhibit A.
