RECOMMENDED ACTION: That the City Council approve the plans and specifications for the above project
and authorize advertising for bids.
BACKGROUND: The Industrial Substation located at 1215 East Thurman Street provides electric
service to the east and south east section of the City. The majority of the load in
this area is Commercial and Industrial. The substation was planned with an
ultimate capacity for three power transformers with the first unit being installed
when the station was placed in service in 1993. The significant Industrial growth experienced within the service
area of this station the last year and the fact that additional electric loads are being planned or are under
construction necessitates the addition of the second transformer bank at this time. The project, when initiated,
included the installation of a 12 W feeder. Due to the continued growth in the area the project has been expanded
to include an additional 12 W feeder, for a total of two. The project now consists of the installation of one 60-12
W power transformer (fumished by the City), two 60 W power circuit brakers, four 12 W power circuit breakers,
various steel structures for support of bus and equipment, various associated substation equipment, protective
relays and recording instruments as well as oil retention structures.
On August 20, 1997, the City Council authorized Power Engineers, Inc. to prepare the construction plans and
specifications, the item before the City Council at this meeting, and to assist the City through the bid evaluation and
construction contractor selection process.
The increase in the cost estimate ($121,000) for the construction contract is caused by two factors:
The expanded scope of the project, the addition of a second feeder circuit breaker as discussed above.
The necessary change in the design of the oil retention structures in order to accommodate existing facilities and
still retain working space in the substation.
Concurrent with the award of the construction contract, scheduled for the April 1, 1998, City Council meeting, the
Department intends to recommend that the agreement with Power Engineers be expanded to include construction
inspection services and commissioning (testing) of the substation.
FUNDING: Funding for this project was included in the Department's 1997-99 Financial Plan and Budget.
Sufficient funds exist within the Distribution System Improvement account to fund the increased
scope of the project without adverse effect on other projects funded from this account. Once the
actual construction contract price is known a transfer of funds from the Distribution System
Improvement account will be recommended.
