INFORMAL INFORMATIONAL MEETING
"SHIRTSLEEVE" SESSION

An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday,
November 25, 1997 commencing at 7:00 a.m.
ROLL CALL
Present: Council Members - Land, Mann (left at approximately 8:40 a.m.), Sieglock
(arrived at approximately 7:03 a.m.), Warner and Pennino
(Mayor)
Absent: Council Members - None
Also Present: City Manager Flynn, Deputy City Manager Keeler, City Engineer Prima, City Attorney
Hays and City Clerk Reimche
Present in the audience was a representative of the Lodi News Sentinel.

3. Comments by the public on non -agenda items
a) Mr. Wilbert Ruhl, 265 Almond Drive, Lodi, addressed the City Council stating that he
felt that any discussions by the City Council regarding property acquisitions should
be done in open session rather than in Closed Session and that he felt that doing
otherwise was a violation of the Brown Act.
City Attorney Hays explained the provision of the Brown Act as it pertained to
prospective acquisition and explained that the City Council in holding a Closed
Session pertaining to this subject was within the provisions of the law.
4. Closed Session
a) Conference with labor negotiator, Human Resources Director Joanne Nadoch,
regarding International Brotherhood of Electrical Workers (IBEW) pursuant to
Government Code §54957.6
b) Conference with labor negotiator, Human Resources Director Joanne Narloch,
regarding United Firefighters of Lodi (UFL) pursuant to Government Code §54957.6
c) Proposed Litigation: Initiation of Litigation Subdivision C §54956.9. One Case, City
of Lodi v. Wine & Roses Country Inn Limited Partnership
d) Closed Session held pursuant to Government Code §54957. Public Employment;
Positions; Graffiti Abatement Coordinator and Water Conservation Officer

e) Prospective Acquisition of Industrial Property located at 1366-1580 East Lodi
Avenue, Lodi, California. The negotiating parties are City of Lodi and Bank of
Stockton Trust, Melba Lind and the George Gillespie family. Government Code
§54956.8
4. Return to Open Session / Disclosure of Action
No final action taken in this matter.
ADJOURNMENT
No action was taken by the City Council. The meeting was adjourned at approximately 9:00 a.m.
