INFORMAL INFORMATIONAL MEETING
"SHIRTSLEEVE" SESSION

TUESDAY, FEBRUARY 24, 1998
An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday,
February 24, 1998 commencing at 7:22 a.m.
ROLL CALL
Present: Council Members - Land, Mann, Pennino and Sieglock (Mayor)
Note: Warner resigned on 2-9/98
Absent: Council Members - None
Also Present. City Manager Flynn, Deputy City Manager Keeter, Electric Utility Director Vallow, City
Attorney Hays and City Clerk Reimche
Present in the audience was a representative of the Lodi News Sentinel and The Record.

City Council Calendar Update
2. Electric Utility Marketing
Council Member Pennino abstained from discussion on this matter and left the Council
table.

3. Closed Session - 8:20 a.m.
a) Conference with labor negotiator, Human Resources Director Joanne Narloch,
regarding International Brotherhood of Electrical Workers (IBEW) pursuant to
Government Code §54957.6
b) Threatened Litigation: Government Code §54956.9(b). One case. Potential suit by
Jose Fernandez against City of Lodi based on vehicle accident
c) Threatened Litigation - Government Code §54956.9(b). One case. Potential suit by
Shirley TAIT Joy against City of Lodi based on personal injury accident
d) Actual Litigation - Government Code §54956.9(a). Henry Howard v. City of Lodi et
al., San Joaquin County Superior Court No. 002379
e) Pursuant to Government Code §54956.9(c). Conference with legal counsel.
Anticipated litigation/initiation of litigation. One potential case.
f) Prospective acquisition of industrial property located at 1366-1580 East Lodi
Avenue, Lodi, California. The negotiating parties are City of Lodi and Bank of
Stockton Trust, Melba Lind and the George Gillespie family. Government Code
§54956.8
4. Return to Open Session / Disclosure of Action
No final action was taken in matters (b), (c), (d), (e) and (f). In regards to item (a), Mayor
Sieglock announced that the City Council ratified the contract approved by the
membership of the International Brotherhood of Electrical Workers (IBEW).
