SPECIAL CITY COUNCIL MEETING
CARNEGIE FORUM, 305 WEST PINE STREET
TUESDAY, FEBRUARY 13, 2001
A. ROLL CALL
The Special City Council meeting of February 13, 2001 was called to order by Mayor Nakanishi at
7:00 a.m.
Present: Council Members — Hitchcock, Howard, Land, Pennino (arrived at 7:03 a.m.) and Mayor
Nakanishi
Absent: Council Members — None
Also Present: City Manager Flynn, City Attorney Hays and City Clerk Blackston
City Clerk Blackston reviewed the weekly calendar (filed).
B. REGULAR CALENDAR
B-1 "Adopt resolution authorizing the City Manager to submit a Feasibility Study Grant
application to the California Department of Water Resources for grant funding in the
amount of $100,000 for groundwater recharge facilities"
Public Works Director Prima reported that a pilot project has been undertaken to study
wintertime percolation. A new report of waste discharge is being prepared for submittal to
the State Regional Board to consider two alternatives: 1) Discharge to Bishop Cut through
an outfall wetlands with reduction of flow to meet the required 20-1 dilution in Bishop Cut
and percolate the balance during the winter; or 2) entirely percolate during the winter.
Mr. Prima estimated that percolating all the wastewater during the winter would require an
additional 400 acres of land.
Mr. Prima explained that today's request is to authorize submittal of a $100,000 grant to
assist with the study of winter percolation as a means of groundwater recharge.
Investigation needs to be conducted to determine the current groundwater quality in the
area and ensure that water can be percolated near Interstate -5, to the east, without
adversely impacting the groundwater. Mr. Prima anticipated that entire cost for this study
would be $250,000.
MOTION/ VOTE:
The City Council, on motion of Council Member Land, Pennino second, unanimously
adopted Resolution No. 2001-33 authorizing the City Manager to submit a Feasibility
Study Grant application to the California Department of Water Resources for grant
funding in the amount of $100,000.
C. CLOSED SESSION
Mayor Nakanishi adjourned the City Council meeting at 7:09 a.m. to a Closed Session to discuss
the following matter:
C-1 Meeting with negotiator regarding compensation for Council Appointees, Department
Heads and United Firefighters of Lodi (UFL) (Government Code §54957.6(a))
D. RETURN TO OPEN SESSION / DISCLOSURE OF ACTION
The City Council meeting reconvened at 8:25 a.m., and City Attorney Hays announced that there
was no reportable action taken in Closed Session.
E. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS
None.

F. ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned at
8:26 a.m.
