HomeMy WebLinkAboutMinutes - March 27, 2001 SSCITY OF LODI INFORMAL INFORMATIONAL MEETING "SHIRTSLEEVE" SESSION CARNEGIE FORUM, 305 WEST PINE STREET TUESDAY, MARCH 27, 2001 An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday, March 27, 2001 commencing at 7:05 a.m. A. ROLL CALL Present: Council Members — Hitchcock, Howard, Land, and Mayor Nakanishi Absent: Mayor Pro Tempore Pennino Also Present: City Manager Flynn, Deputy City Attorney Schwabauer and City Clerk Blackston B. CITY COUNCIL CALENDAR UPDATE City Clerk Blackston reviewed the weekly calendar (filed). C. TOPIC(S) C-1 "2001/03 Budget discussion to include the following topics: • The ranking process for Capital Improvement Projects; • Review of prior year high priority projects • Other projects currently underway • Proposed projects discussed at the March 5, 2001 Town Hall meeting" Deputy City Manager Janet Keeter reported on the status of the priority projects from the previous year as follows: Public Safety Projects: The public safety building, which includes Fire Stations #1 and #2, is currently in the design stage. Staff anticipates coming back to Council with the final design, construction, and bid documents in August. Site preparation began last year for Fire Station #4. Public Utilities: Electric Utility is in the process of studying the transmission lines and anticipates making a recommendation within six weeks to the City Manager on how to move forward on this project. Water. Wastewater, Utility Service Improvement: Sewer and water line projects on the east side of town have begun and a new engineer was hired who devotes a substantial amount of time to these projects. TCE/PCE Cleanup: In progress. Transportation: The Lower Sacramento Road widening project between Turner Road and Kettleman Lane will begin next week. The Kettleman Lane egress and ingress at Crescent Avenue has been completed. Staff continues to meet with railroad company representatives regarding the removal of the railroad tracks on Lockeford Street and Lodi Avenue. Council Member Land asked for the status of the landscape median on Hutchins Street between Harney and Kettleman Lanes. Public Works Director Prima replied that the landscaping plans are presently in the final review stage and he anticipated completion of the project, as well as a left -turn lane into the Mervyn's store driveway, by this fall. Community and Economic Development: Staff continues to work with property owners east of Highway 99 in an effort to annex a sufficient amount of property to accommodate a business park. The downtown theater is expected to open in June and the parking theater should be completed in one year. Meetings are taking place between the cities of Lodi, Stockton, and the County to develop a greenbelt policy. A preliminary plan is in process for the formation of the Redevelopment Agency and public hearings will be held this summer. Continued March 27, 2001 General Government: Last year staff completed the Citys long-term (10 -year) financial plan, which will be updated annually. Information Systems: The Fire Department has instituted a fire records management system. All City departments are on-line with the Internet. Public access to information has been expanded through the use of Fortis and the Web site. The JDEdwards financial software is being used in the Finance Department, as is the Orcom utility billing system. Ms. Keeler reported that three projects arose during mid -budget cycle: 1) a new Electric Utility facility on the east side with remodeling of the old Municipal Service Center; Public Works will request authorization this summer to go forward with the design phase; 2) the Veterans Mall is in final design and should be completed this summer; and 3) the skate board park design is complete and a meeting is scheduled with the operator next week. Council Member Howard commented that she had been informed that the obelisk has been removed from the Veterans Mall project. An individual has suggested a replacement structure such as a bronze figure of a gentleman with a small boy and girl beside him, his hands on top of their heads, with an inscription "I leave you my country in good care." Ms. Keeter continued her report, stating that the Library is considering additional space needs and is in the process of developing a master plan. Parks and Recreation Department staff are working on a draft agreement for the BMX Park. Ms. Keeter concluded by noting that at the recent Town Hall meeting the following projects were identified as possible priorities for the next two-year budget: 1) animal shelter; 2) indoor sports facility; 3) aquatics center; 4) development of DeBenedetti Park; and 5) development of the west side of Lodi Lake. Ms. Keeter explained that all projects for the 2001-03 budget will be listed today as designated by the Council. The project listing will then be submitted to staff who will make priority recommendations. With Council approval, the highest priority projects will be included in the final budget. City Manager Flynn stated that a survey of the community will be conducted to determine their support and ranking of projects. Council Member Howard asked that the White Slough upgrades be included as one of the priority projects. She suggested categorizing all projects into the following groups prior to determining priorities: 1) projects required by state or federal laws; 2) essential projects; and 3) projects to enhance the quality of life in Lodi. Council Member Land stated that it is important that the City address affordable housing issues and encouraged cooperation with religious -based groups that have expressed a desire to develop additional senior housing. Council Member Hitchcock felt that it was inappropriate to place ongoing projects necessary for running the City on the list of capital improvement projects, e.g., information systems, fire records, public access to information, JDEdwards and Orcom software, zoning ordinance, etc. She recommended an update of the City's General Plan and development impact fees. In reference to the community survey, Ms. Hitchcock recalled that it has been discussed for a considerable amount of time and should be done prior to the Council prioritizing projects. Mayor Nakanishi spoke in favor of conducting a community survey and emphasized the importance of completing a five- to six-year plan so that funding opportunities can be considered. Council Member Hitchcock pointed out that a long-range plan was already developed and included in the development impact fee study. It included a funding mechanism for the public safety building expansion, indoor sports facility, aquatics center, and DeBenedetti Park. She stated that the development impact fees were not updated as they should 2 Continued March 27, 2001 have been, and questioned the amount of money that has been collected and its current disposition. City Manager Flynn explained that impact fees only pay for the incremental increase of what growth has added. Community Development Director Bartlam stated that the City is currently 10 years into a 20 -year General Plan and is only 30% of where they had planned to be at this time in terms of growth. Public Works Director Prima noted that staff has been successful in obtaining other sources of funding for projects. Council Member Hitchcock reiterated the importance of updating and maintaining the general plan and impact fees. To illustrate, she noted that only $150,000 was available in impact fees toward the $1.5 million fire station project. Mr. Prima reported that the fire station cost more than the original estimate. Ms. Hitchcock replied that that highlights the importance of keeping the plan updated on an annual basis. D. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS • Ron Williamson, 1723 Windjammer Court, Lodi, asked for Council support on the Century Boulevard extension, west, to connect to Lower Sacramento Road. City Manager Flynn reported that the extension will occur as part of the development in that area. Mr. Prima added that the intention is to complete the extension in the next two years with the Lower Sacramento Road project. On behalf of the Lodi Sports Foundation, Mr. Williamson spoke in support of the indoor sports complex, aquatics center, and DeBenedetti Park and encouraged Council to approve completion of the central part of Lodi Lake. • Ken Sasaki, 20033 N. Kennefick Road, Acampo, stated that the Recreation Commission anticipates reporting to the Council on June 6, 2001. He reiterated the Commission's support for the indoor sports complex, aquatics center, and DeBenedetti Park. • Bob Johnson, 1311 Midvale Road, Lodi, was pleased to hear the City Manager bring up the community survey again. He emphasized the importance of describing the projects in the survey, their estimated cost, and how they will be funded, i.e., COP, General Obligation Bond, or revenue stream. • Terri Arbuckle, Animal Control Officer, pointed out that the animal shelter is a public building and a public safety issue. She urged the Council to keep the animal shelter facility as a top priority, noting that 50 to 60 members of the public come in to the shelter on a daily basis. The Animal Shelter Task Force is working diligently and are looking into possible bonds, corporate sponsors, and private money to help fund a new facility. E.
