ROLL CALL The Special City Council meeting of January 9, 2001 was called to order by Mayor Nakanishi at 7:00 a.m. Present: Council Members — Hitchcock, Howard, Land, Pennino and Mayor Nakanishi Absent: Council Members — None Also Present: City Manager Flynn, City Attorney Hays, and City Clerk Blackston B. REGULAR CALENDAR 3-1 "Adopt resolution authorizing purchase of materials for the 60kV transmission line from Industrial Substation to Harney Lane ($97,343.34)" NOTE: Due to a potential conflict of interest, Mayor Pro Tempore Pennino abstained from discussion and voting on this matter. Al Smatsky, Senior Electrical Estimator, reported that this is an extremely time sensitive project and the transmission line is critical to Lodi's electric needs. In reply to Council Member Howard, Mr. Smatsky explained that a special meeting was called for Council to consider this matter because the purchase of materials is needed so that construction can begin as soon as possible. Electric Utility Director Vallow further explained that they are three weeks behind on the critical path schedule for this project. The second week of April is the deadline for PG&E to do appropriate cutovers in order to meet Independent System Operator of California (ISO) requirements. He stated that having this item considered today will make up one week, and two weeks will have to be made up in the construction schedule. In response to Council Member Land, Mr. Vallow stated that this project will not necessarily expedite the removal of power poles on Cherokee Lane, but will contribute toward that likelihood in the future. MOTION: The City Council, on motion of Council Member Land, Howard second, adopted Resolution No. 2001-01 awarding the purchase of various materials for the 60kV transmission line from Industrial Substation to Harney Lane to the low bidder in each category meeting the City's requirements in the total amount of $97,343.34. The motion carried by the following vote: Ayes: Council Members — Hitchcock, Howard, Land and Mayor Nakanishi Noes: Council Members — None Absent: Council Members — None Abstain: Council Members — Pennino C. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS None. Continued January 9, 2001 D.
