It was moved, seconded and carried that the petitions for St. Lights at the comer of Walnut St. and Pleasant Ave. and the Corner of Elm and School St. be taken from the table and a 32 c. p. Light placed at the region of the above places. So ordered. In re: of the application of Russill Bros. for a Saloon License: An amended petition was filed by petitioners and read by Clerk. The petition was accepted and ordered filed. Trustee Rich suggested that the Board had no knowledge that the City had the necessary number of inhabitants. Mr. VanVankern suggested that the Board appoint someone to take a census, the cost of the same to be paid by the petitioners. Mr. Steele argued that the board had no jurisdiction until they had an ordinance in force providing for a census. Mr. Van Vankern indicated the idea of the Board having to pass an ordinance claiming that an order from the Board was all that was necessary. Mr. D. W. Bird, Pres. of the civic League, addressed the Board in opposition to granting the license. The application was then referred to the Committee of the Whole. In the matter of J. W. Dougherty pumping his cesspool day times, the matter was referred back to the Board of Health. Thereupon the Board adjourned. Attest: J. M. McMahon City Clerk 244
