The Board of Trustees of the City of Lodi convened in adjourned regular session,
President G. E. Lawrence presiding and the following other members of the Board being
present: J. M. Blodgett, F. O. Hale, C. A. Rich and L. Villinger
The minutes of the previous meeting were read and approved.
The following Applications for Building Permits were read and granted:
W. M. Westfall, Dwelling and Studio on Lot 3 of Block 1, Larsons Pink St. Add.
S. E. Walter, Barn on 8 of Block 9 East Lodi.
A letter from P. J. Kindelon, Chief Special Agent of the S. P. R. R. Co. in regard to
"Penn, 1909," was read.
In re: the matter of Russill Bros. Application for a Retail Liquor License:
Rev. S. S. Murphy introduced Mr. D. W. Bird of the Civic League who spoke in
opposition to the granting of the License and asked that the Board give them time to
present a petition. Atty. Ed. Van Vanken spoke in behalf of the petitioner, Atty. G. M.
Steele in opposition to the granting of the License. Judge Steele contended that the
petition did not comply with the provisions of the Ordinance claiming that two of the
signers did not reside or do business in the immediate vicinity of the proposed saloon,
and contending that it was not good policy to establish another saloon in that immediate
vicinity. Atty. VanVanken replied claiming the Ordinance should be liberally construed.
Mr. Bird also spoke again in opposition.
Mr. J. W. Dougherty asked the Board to grant him permission to pump his cesspool in the
daytime. The matter was referred to the Board of Health with the instruction that the
Board of Trustees favor granting permission.
It was moved, seconded and carried that this Board adjourn to meet next Monday
evening, Nov. 29, 1909.
