The Board of Trustees of the City Of Lodi convened in adjourned regular session
pursuant to adjournment March 16, 1908, President George E. Lawrence presiding and
the following other members being present: J. M. Blodgett, F. O. Hale, C. A. Rich and L.
Villinger.
The minutes of the previous meeting were read and approved.
The following communications were read and placed on file and the Clerk instructed to
reply to such as necessitated a reply:
E. I. Jones, in re Election
M. B. Rodgers, offering his services to the City.
M. V. Henneman, W. W. Wilson, Allis Chalman Co., Eng. T. M. Co., Iron Agr,
Commission on Revenue and Taxation, Hix -Hauptman Lbr. Co. Dorsey Ash/
The following Applications for Building were read and granted:
W. M. Mason, Pckg. Shed, Lots 2,3, & 4, Block 22
S. Ferdin, Barn, Lot 10, Block 11
H. Adams, Barn, Block 11 & Add.
C. E. Marshal, Tank House, Lot 1, Block 49
H. N. Madison, Cement Bldg., Lot 10, Block 28

The application of Jms. Perino for permission to erect a porch on West Lockeford St. was
granted with the proviso that no porch be placed on the sidewalk.
Mr. W. H. Thompson, being present, addressed the Board, complimenting the board upon
their arduous and faithful service to the City, presented a petition asking that the
members of the present Board, for the best interests of the City, allow their names to be
placed before the people for re-election.
Rev. F. M. Washburn then arose and said that it was the wish of the people he
represented that the entire Board be continued in office.
Mr. Thompson supplemented his remarks by stating that as far as the petition had been
circulated not one opposing voice had been hear, and he believed that had he had the time
to fully circulate the petition, that the signatures of the entire electorate of the City would
have been attached to the petition.
President Geo. E. Lawrence feeling he expressed the deep appreciation of the entire
Board at this expression of confidence coming from the people. He said that at times the
duties of office had been irksome but that this act of appreciation by the people had
lightened the burden.
The petition was then referred to the Committee of the Whole.

Resolution No. 12 having been read, introduced, entered in full upon these minutes, and
laid on the table on Mar. 16, 1908 was again read, and placed on passage.
It was regularly moved, seconded that the foregoing Resolution No. 12 be adopted as
read. The motion was carried by the following vote:
Ayes: J. M. Blodgett, F. 0. Hale, G. E. Lawrence, C. A. Rich, & L. Villinger.
Noes: None Absent: None
The following resolution was then read:
Resolution No. 13
Whereas many citizens of the City of Lodi have expressed their desire to have an
expression of opinion by ballot of the qualified voters of said City upon the liquor
question, which has been agitated in this City for some months past and, whereas it is the
decision of the Board of Trustees of the City of Lodi to encourage such expression so far
as it is in their power legally so to do, that they my by future ordinance express the will of
the majority of the electors of this City: and, whereas the law makes no provision for
submitting such proposition at an authorized election, or for the expense of any
submission of such proposition to said voters; and whereas, the Board of Trustees of the
City of Lodi have at this time before them propositions calling for two elections, to -wit;
the general election required by law and a special election, the of which owing to legal
requirements cannot be held before the 28th day of April, 1908; now, therefore be it
resolved; that if on or at any time, after said 28th day of April, 1908, said Board be
furnished with sufficient funds to pay the expenses of taking the sense of said qualified
voters on said temperance question, the said Board will immediately proceed to call an
election for such purpose, said election to be held in a general way in the same manner as
authorized elections;
That the estimated cost of said election is the sum of fifty dollars, it being understood that
any moneys not expended shall be returned to the person or persons furnishing the same.
The foregoing Resolution was, at an adjourned regular meeting of the Board of
Trustees held on the 23rd day of March. 1908, introduced by Trustee J. M. Blodgett, and
upon motion regularly made by Trustee J. M. Blodgett seconded by Trustee F. 0. Hale,
the foregoing Resolution was passed and adopted this 23rd day of March, 1908, by the
following vote:
Ayes: J. M. Blodgett

Resolution No. 14
Resolved: that the President of the Board of Trustees of the City of Lodi and the City
Clerk of said City be and they are hereby authorized and directed to give notice according
to law of a General Municipal Election to be held in and for the said City on Monday the
13th day of April, 1908, the polling place to be at the building known as the City Hall and
Jail, on Sacramento Street between Lockeford and Locust Streets; the publication of said
notice to be provided in Ordinance No. 29 in the Lodi Sentinel, a news paper published in
said city.
The officers of said Election shall be as follows:
Inspectors: W. A. Young and F. J. Lease
Judges, G. H. Greenwell and G. W. LeMoin
Clerks, B. F. Woodson and O. J. Hemphill
Ballot Clerks, H. s. Clark, Sr. and John Acker
The foregoing Resolution was at an adjourned regular Board of Trustees of the City of
Lodi duly adopted and passed by the following vote:
Ayes: Trustees J. M. Blodgett, F. O. Hale, C. A. Rich and L. Villinger.
Hoes: None Absent: None
I hereby sign, approve and attest the foregoing resolution this 23rd day of March, 1908.

The matter of St. Sprinkling and Advertising for bids for same was referred to the Street
Sprinkling Committee, Hale, Rich and Villinger.
It was moved, seconded and carried that the Board do now adjourn till Monday evening,
March. 30, 1908
