HomeMy WebLinkAboutMinutes - February 17, 1908Public Hall, Lodi, California, Feb. 17, 1908 The Board of Trustees of the City of Lodi convened in regular session President Geo. E. Lawrence presiding and the following Trustees being present: J. M. Blodgett, F. O. Hale, C A. Rich and L. Villinger. The Minutes of the Previous Meeting were read and approved. The following applications for Building Permits were read and granted: Ed. Hutchins, Dwelling on Lots 1 & 2 of Block 1.H. Add. Fred Bender, Dwelling on Lots 4 of Block 9 Mr. H. M. Boden then introduced Mr. C. E. Willard who took up the proposition of a Municipal Light and Water Plant. He said that the time for a City to take up such was a matter that should be taken up when the City was small. He said he paid $3.60 per month for water in Oakland. He thought that the plant should be in duplicate, both as to pumping plant and light plant. He said that for a population of 2500, the city should install a plant sufficient for 4000. He estimated the consumption of water per capita in 24 hours @ 50 gals., and that the maximum consumption would be 200 gals. He thought the best system would be to pump directly into the mains. He said the pressure in Sacramento was 55 # per inch; in San Francisco. 65 #; and that 45 # per inch was equivalent to 100 ft. elevation. Plant should be of 600 gal. Capacity. He estimated that it would take 4000 ft of 10" pipe, 4000ft. 8" pipe, 2000 ft of 4" pipe, and 1000 ft if 2" pipe: and 75 Fire Hydrants. He advised Redwood Pipe. For a Light Plant he estimated one that would carry 30 Arc Lights and 1000 to 1200 16 c.p. lights. He said a 150 H. P. Engine would suffice. That this would be sufficient for 5 years. He said that estimating the cost was like taking a jump in the dark; but that he believed that the cost would be within 50,000. He believed that a Municipal Light and Water plant was a paying proposition. He said that the Board could get an accurate estimate for 1% of the total cost. The Board asked what the people present thought of the matter of expending say $500 for an Estimate. The following persons expressed themselves as favoring the Expenditure: Geo. Greenwell, W. A. Morehead, W. F. Keeney, D. Hopkins, Levi Atwood, J. W; Dougherty, J. M. E. Murphy, Jms. C. Bewley, D. E. Flemming. The matter was then referred to the Board as a Committee of the Whole. No further business coming before the Board, the Board then on motion regularly made, seconded and carried adjourned to reconvene on Monday morning Feb. 24, 1908. Attest: J. M. McMahon City Clerk 104
