The Board of Trustees of the City of Lodi reconvened in adjournment regular session
pursuant to adjournment of the Feby. 18, 1907, President Lawrence presiding, and the
following Trustees being present: Villinger, Hale, Rich, and Blodgett.
Minutes of the previous meeting read and approved as read.
Communication of the Board of Trade stating that the Board of Trade had unanimously
endorsed the Carnegie Library project read and placed on file.
Petition for the establishment of a Free Public Library read.
Moved by J. M. Blodgett, seconded by F. 0. Hale that the petition be accepted.
Mr. G. W. Lemoin then addressed the Board on behalf of the petition.
Mr. Dilse Hipkins asked whether the petition designated whether a Carnegie Library or
not.
Mr. J. DelValle spoke in favor of the petition, as did also W. 0. Young.
The following agreement was then drawn up and executed.
This agreement made between the undersigned citizens of The City of Lodi, and the
Board of Trustees of said City of Lodi: witnesseth:
That, whereas, on the 18th day of February, 1907, a petition was presented to said Board
praying for the establishment of a free public library, and whereas, it appeared to the said
Board at the time of the presentation of said petition, that there were not available funds
sufficient to operate the said Library until a tax levy could be made for the same.
Now, therefore, we, the undersigned citizens of the City of Lodi, do, in consideration of
the acceptance of said petition, guarantee that we will collect and pay to the city of Lodi
all funds necessary for the maintenance of said Library until the said Board of Trustees
can provide for the maintenance of the same by a tax levy, which said time shall not be
later than December, 1St, 1907.
To the faithful performance of this obligation, we hereby bind ourselves, our heirs,
executors and assigns.
In Witness whereof, we hereunto set our hands and seals this 25th day of February, 1907.

The motion was then put and carried by the following vote:
Ayes; Blodgett, Hale, Villinger and Rich.
Mr. H. S. Clark, Sr. then being called upon gave the Board a lucid statement of the
Library as now conducted. Stated that the visitors for the past year had been over 7000
books borrowed during December and January had been 319.
President Lawrence than appointed the following parties as Trustees of the Public
Library:
Mr. H. F. Ellis, Dr. Elroy Williams, Mrs. J. Delvalle, Mrs. C. W. Keen, Rev. W. P.
Grand.
Moved by F. O. Hale, seconded by L.Villinger that the appointees of the President be
approved by the Board. Carried unanimously.
Mr. J. DelValle, Mrs. T .R. Lillie, and Mrs. C. L.VanBuskins then made eloquent appeals
for a Carnegie Library.
Mr. D. Hopkins, M. Chas, Millikan, and Mr. J. Millikan, while favoring a Library did not
favor a Carnegie Library.
The City Clerk was instructed to get into communication with Mr. Carnegie after
consultation with the Library Trustees, and it appeared to be the sense of the Board that
the matter of a Carnegie Library be deferred until a reply could be had from Mr.Carnegie.
Mr. W. Lancaster appeared before the Board and wished to be informed regarding
obstructions to the street complaining that D. Beronis was using a part of Pleasant
Avenue as a vegetable Garden.
Ordinance No 21 was then read.
Moved by C. A. Rich, seconded by J. M Blodgett, that Ordinance No 21 entitled "An
Ordinance Providing for the Publishing of Ordinances Nos. 6,7,13, and 18 be adopted as
read.
Carried by the following vote:
Ayes; Lawrence, Hale, Rich, Blodgett and Villinger.
Noes; None
No further business coming before the Board, an adjournment was taken to Friday
Evening, Mar. 1, 1907.
