Feby. 18,1907 The Board of Trustees of the City of Lodi convened in the regular session, President Lawrence presiding, and the following trustees being present; Blodgett, Hale, Villinger and Rich. Absent. None. The minutes of the previous meeting were read and approved as read. A Petition bearing the signatures of the 157 persons, presumable election of the City of Lodi, was presented to the Board by the Rev. W. P. Grant. Said petitioners requested the Board of Trustees to declare and establish a free public Library in and for the City of Lodi. The Petition was read by the Clerk and made a special order for the Monday evening, Feby. 25a'. Rev. W. P. Grant, Mrs. C. L. Van Buskin, Mrs. J. Del Valle, Dr. Elway Williams and Mr. W. H. Thompson addressed the Board on the Library question, the Rev. W. P. Grant reading from the State Law on Public Libraries. Ordinance No 20 — An Ordinance requiring all houses within the limits of the City of Lodi to be numbered and prescribing the Manner thereof read. Moved by J. M. Blodgett and seconded by L.Villinger that Ordinance No 20 be adopted as read. Carried by the following vote: Ayes; Blodgett, Villinger, Hale, and Rich. Noes; None. Ordinance No. 5 - Salaries of Officers read. Moved by F. O. Hale seconded by J. M Blodgett that Ordinance No. 5 be adopted as read. Ayes; Hale, Blodgett, Rich, and Villinger. Noes; None. Mrs. T. R. Lillie, President of the Woman's Improvement Club, on behalf of the Club requested that the board grant the Club permission to place signs upon the street comers, designating the names of the streets. Moved by F. O. Hale and seconded by J. M. Blodgett, that the request of the Woman's Improvement Club of the City of Lodi to place free of charge to the City upon the street comers, signs designating the names of the streets be granted; and that a vote of thanks be tendered to the Woman's Improvement Club of the city of Lodi for it's unselfish devotion to the welfare of the City: and that this motion be spread at large upon the minutes of this board and a copy hereof presented to the Woman's Improvement Club. Carried by Unanimous vote. Moved by C.A. Rich and seconded by L.Villinger. 34 That the Marshall be authorized to repair that part of Oak Street between Sacramento and School Streets. Carried Unanimously. The Clerk was ordered to serve upon H. L. Dickey, agent of the Southern Pacific Railroad Company, two copies of Ordinance No 17 — Regulating the speed of the Railroad Trains. No further business coming before the Board, the Board then adjourned to reconvene Monday evening Feby. 25, 1907 35
