In adjourned regular session. of the Board of Trustees of the City of Lodi,the following trustees being present: .T.id.Blod;ett. G.E.Lawrence,C.A.Rich and L.Villinger. Absent: Trustee P.G.Rale. ?resident Lawrence, presiding. The minutes of the meeting of Nov..G.1911,were read. and approved. C.I.Rice. was granted a permit to erect an addition to a dwelling at 419 E.Locust Street. A communication from A.,T.Wei -ert , Sec.of the Volunteer Fire Department.advisir.L the Board of the elction of E.a.atark as chief.was aaa read. Opon motion of Trustee Rich,seconded by Tr]]etee 31odgett.the election of E.H.Star1 as fire chief was approved.. Resolved,by the Board of Trustees of the City of Lodi.that upon further consideration of the matter of the protest filed October 26th., 1911,the hearing of which was continued to his meeting.which protest was filed by W.G.Corbin,with others joining in the sane protest,it satisfactorily appears that said protest is not signed or made by owners of a majority of the frontage included in Resolution Nc.2, approved Gct.5,1911.within the assessment district therein described. said protest be.and hereby is.over-ruled and denied. Upon motion.the foregoing resolution was adopted by the followin3 vote: Ayes:J.M.Blodgett.G.E.Lawrence.C.A.Rich and L.Villinger. Noes: None. Absent: F.G.Eale. The following resolution was then read and introduced: 10.? 1l ) 211 R_SCLUTIGN.GRLBRING STREET WORK. Resolved,by the Board of Trustees of the City of Lodi ,in the County of San Joaquin,State of Cali_'ornia,that the public inter- est and convenience require the doing in said City of the Street work hereinafter described.and that the same,in accordance with the Resolution of intention #b,adopted on the fifth day of Gctober,1911, should be chargeable for the coat and expense thereof2(:pon the assess- ment district hereinafter described.and the said Board of Trustees hereby orders that said street work be done.to-wit: That Sacramento Street from the north line of Lodi Avenue to the south line of Lockeford Street,excepting that portion thereof north of a curved line two feet south from the southernmost rail of the Southern Pacific Railroad;that Eln Street from the east line of School Street to the west line of Sacramento Street and from the east line of Sacramento Street to a line two feet west from the westernmost rail of the Southern Pacific Railroad; and that Pine Street from the east line of School Street to the west line of Sacramento Street ( except such portions thereof as are required by. law to be kept in order or repair by any person or company having akc railroad tracks. thereon and excepting,such portions thereof as are occupied by concrete sidewalks thereon) be graded to the official grade;that along the roadway sides thereof (excepting the south roadway line of said Pine Street immediately fronting lots 16.17 and 18 in block number 16) a concrete curbing six inches wide be con- structed; that alonE said above described roadway sides of ('acramento, El!_: and Pine Streets.except the rain roadway of said Pine Street,said curbing shall be of a depth extending; frbm curb rarade to the bottom of the abutting concrete foundation hereinafter provided for; that along the main roadway sides of said Pine Street,said curbing shall be of a depth extending from curb grade to the bottom of the abutting concrete gutters hereinafter provided for;that upon the sub -grade of the roadway of said first described portions of Sacranento.Elm and Pine Streets except the main roadway of said Pine Strcet,a con- i t � crete foundation f've irches„be laid;that along the main roadway sides only of said first described portions of Sacranento,Llm and Pine• Streets.concrete gutters twenty-four inches in width at culvert and fiftenn inches in width at all other places be laid;that at main street intersections.arched reinforced concrete culverts eight feet long,twenty-four inches wide and two inches thick be constructed over the gutters between the produced bounding lines of the sidewalk 22 spaces of each intersectinP- street; that along the roadway sides of said first described portions of Sacramento and Elm Streets.e6.1.4 s dcccribcd said above described gutterts shall be laid directly on said concrete foundation; that aloe: said above described portions of the roadway sides of Pine Street.said above described gutters shall be six inches thick; that for the main roadway of said Pine Street.tre present macadam surface shall be taken for a sub -grade and thereupon laid an asphaltic binder to a height and cross-section one and one-half inches below surface Erade;that over all of the road- way of said first described portions of Sacramento and Elm Streets, except all gutter areas heretofore provided for.an asphaltic binder course one inch thick shall be laid;thst over all of the roadway of said first described portions of Sacramento,Bl1 and Pine Streets,ex- cept all gutter areas heretofore provided for,an asphaltic wearing course one and one-half inches thick be laid. Excepting.however,such portion of Sacramento Street as is required by law to be kept in order or repair by any person or company having railroad tracks there- on. That in the opinion of the said Board of Trustees.the above described wore: is of more than ordinary public benefit.and it is by said Board hereby declared that the costs and expense of said con- templated work be,and hereby are made chargeable upon the assessment district hereinafter described,and that the exterior boundaries of such districts are described as foliows.to-wit:- Beginning at the northeast corner of block number 21,said corner being on the west line of the Southern Pcific Railroad right of way ,thence southerly along said west line of said right of gray to the north line of _lm Street;thence easterly along said north line of Elm Street to the center line of said right of way; thence south- erly along said center line of said right of way to the south line cf Elm Street;thence westerly along said south line of Elm Street to said west line of said right*;; of way; thence southerly along said west line of said right cf way to the north line of Lodi Avenue; thence southwesterly along said north line of said Lodi Avenue to a point half way between Sacramento and School Streets; thence northerly and parallel with said School Street to the center of block number 16, said center of said block being also the center of the junction of two alleys; thence westerly along the center line of one of said alleys to the east line of School Street; thence northerly along the east line of said School Street to the center line of the alieyr:nninig east 10RD 213 and west through' the center of bloc: nunber 14:thence easterly along said center line of said alley to the center of said block number 14; thence northerly parallel with said School Street to the south line of said Lockeford Street; t: -hence easterly aion said souVn line of said LocOzeford Street to te point of beginning; all of said lots, blocks,streets,allevs.avenues.right of way,etc.being as shown and delineated on the official m&p and plat of said City of Lodi by F.E.Quail.County Surveyor.approved as and declared to be the official map of said City by the Board of Trustees of said City on the second day of March,1908. That the aforesaid described district is hereby declared to be the district benefited by said work,and shall be assessed to pray the costs and expenses thereof. Said work shall be done in accordance with the plans and specifications adopted for the street work provided by Resolution No.Cne of this City and adopted July 17,1911. The City Clem cf said City is hereby directed to post Mx notice with speciflcations,conspicuously for five days,on or near the Council Chamber door of said Board of Trustees,invlting sealed proposals or bids for doing the said word: hereby ordered; and said City ;lerk is further directed to publish in "THE LOLL SENTINEL (Weekly Edition)" a weekly newspaper.publlshe:i and circulated in said City.notice inviting sealed proposals for said work.and referr— ing to the specifications posted or on file; and he shall :make such publication twice in said newspaper,by two consecutive insertions. Such sealed proposals or bids will be received up to the hour of 8:00 o'clock P.M. on the fourth day of December,1911,which hour is hereby fixed as the tine for opening such proposals or bids. Upon motion of Trustee nlodaett,seconded by Trustee Vii_'ntzer,the foregoing resolution was adopted by the following vote: Ayes: Trustees J.'..Elodgett.G.E.Lawrence and L.Vi11inger.
