HomeMy WebLinkAboutAgenda Report - January 7, 1998 E-14AGENDA TITLE: California Law Enforcement Telecommunications System (CLETS) Enhancement DATE: January 7, 1998 PREPARED BY: LARRY D. HANSEN, CHIEF OF POLICE RECOMMENDED ACTION: That the City Council release funds in the amount of $32,500, from the 97-98 budget, for the purchase of a California Law Enforcement Telecommunications System (CLETS), Journaling Program, BACKGROUND INFORMATION: CLETS has mandated that all transactions be journaled, or recorded, at the point of origin and that these records be maintained for three (3) years with indexed access. The Lodi Police Department must have the capability to log and record all transactions that go through CLETS. We must then be able to identify the individual and the device, or terminal, that initiated the transaction for auditing purposes per the U.S. Department of Justice (DOJ) mandate. DOJ will continue to audit all CLETS users to ensure the integrity of the database. At the present time there is one vendor, Level II, Inc. who has a product that fulfills all the DOJ requirements. Therefore, we recommend sole source funding to Level II, Inc. for the purchase of this CLETS enhancement. FUNDING: Approved in the 1997-1998 City of Lodi Budget, page E-11, in the amount of $32,500 under the Capital Improvement Requests. (Please see the attached page.)
