RECOMMENDED ACTION: That the City Council release funds in the amount of $32,500, from the
97-98 budget, for the purchase of a California Law Enforcement
Telecommunications System (CLETS), Journaling Program,
BACKGROUND INFORMATION: CLETS has mandated that all transactions be journaled, or
recorded, at the point of origin and that these records be
maintained for three (3) years with indexed access. The Lodi
Police Department must have the capability to log and record all
transactions that go through CLETS. We must then be able to identify the individual and the device, or
terminal, that initiated the transaction for auditing purposes per the U.S. Department of Justice (DOJ)
mandate. DOJ will continue to audit all CLETS users to ensure the integrity of the database. At the
present time there is one vendor, Level II, Inc. who has a product that fulfills all the DOJ requirements.
Therefore, we recommend sole source funding to Level II, Inc. for the purchase of this CLETS
enhancement.
FUNDING: Approved in the 1997-1998 City of Lodi Budget, page E-11, in the amount of $32,500 under
the Capital Improvement Requests. (Please see the attached page.)

REQUEST TITLE: California Law F.xiforcement Technology System (CLETS) Enhancement
Project Description
The City has been notified mandated changes are being made to the California Law Enforcement Technology
system (CLETS). This system enables the Police Department to access Department of Justice database via
computer.
Project Oboes
The primary objective to remain in compliance with requirements for our CLETS Interface. This interface with
the Department of Justice database is a valuable tool used in the operation of the Police Department.
Existing Situation
Periodically changes to the are mandated by CLETS. This year the required change involves the maintenance of
transaction journals vAwb are used to ensure the integrity of the database.
Historically the state has maintained journals of all transactions for use in investigation of misuse. They are
mandating that each message switch maintain the journals themselves starting next year. The journal function
must be capable of searching by terminal or operator by day and hour for at least one full year of transactions.
