Public Hall,Lodi.California.April 17,1911.
In regular session of the Board of Trustees of the City
of Lodi.the following trustees being present: J.M.B'_odgett,F.O.Hale.
G.E.Lawrence and C.A.Rich. Absent: Trustee L.Villinger. President
Lawrence presiding.
The Minutes of the meeting of April 10,1911,were read and
approved.
The following applications for Building Permits were read
and granted:
L.Vil1inger,rernodelling of dwelling lot 4 bloc; 35;
W.J.Robinson.addition to mill & other impr. lot 1 blk 34;
S.A.Shinn.dance platform cor.Lodi and Sac.St.;
Hop Lee Co..iml.rovements to bldg.at 30 N.,Sain;
J.C.Ferguson.add.to dw,.,lot 1 alk B.Barnhart Trat;
J.G.Thorapson.dwg.lot 19 block 1 W.Lodi.
The application of H.Ligrthouse for permission to erect
a motion picture house cn lot 7 block 14 was laid on the table.
The application of E ^.Nickel for permission to erect a
wooden chicken coop on lot 7 block 14 was refused for the reason that
it is against the policy of the 3oard to allow any more frame bldgs.
in that block.
Warrants were ordered draw in favor of J.M.McMahon for
the apo nt of $G22.45,being the amount paid by him for labor.
The following resolution was then read by Attorney F.I.
Jones:
RESOLUTION DIRECTING THE CITY ENGINEER TO
FURNISH PLANS,SPECIFICATIONS AND ESTIMATES
OF COSTS AND EXPENSES OF THE WORK DESCRIBED
IN RESOLUTION OF INTENTION N0.1.
RESOLVED: that R.C.Tumelty.City Engineer of the City.be and
hereby is directed to furnish plans,specifications and careful
estimates of the costs and expenses of and for the construction of
the street work proposed and described in Resolution of .Intention
No.l.
Upon lotion the resolution was adopted by the affirmative
votes of Trustees J.M.Blod?ett.F.O.Hale,G.E.Lawrence and C.A.Rich.
Absent and not voting:Trustee L.Villinger.
Mr.R.C.Tumelty.City Engineer,then presented the plans and
specifications,readirg the specifications.
The following resolution was then read by the Clerk:
RESOLUTION ADOPTING PLANS.SPECIFICATIONS AND
ESTIMATES OF COST FOR STREET WORK UNDER
RESOLUTION OF INTENTION N0.1.
RESOLVED: that the Board of Trustees of the City of Lodi hereby
approves and adopts the plans,specifications and estimates of costs
and expenses of the construction of the street work described in
and to be done under Resolution of Intention No.1 heretofore passed

of this Board,by R.C.Tumelty,City Engineer of the City,the same to
be marked for identification "Approved April 17,1911," over the sign-
ature of 'the City Clerk.
Upon"riotion,the resolution was adopted by the following
vote: Ayes:Trustees J.M.Blodgett.F.O.Hale,G.E.Lawrence and C:A_.Rich.
Noes: None. Absent: Trustee L.Villinger.
Attorney Jones presented the. Affidavit of Proof of'Public-
ation of Resolution of Intention No.1,the Affidavit by the Clerk of
posting of Resolution of Intention No.1.Affidavit of Proof of Public-
ation of Notice of Street Work,and Affidavit of Proof of Posting
Notice Of Street Work by the Marshal.
Upon motion,the Clerk was instructed to file in his office
all papers in connection with the street work.
The following resolution was then read by Attorney Jones:
RESOLUTION ORDERING STREET WORK N0.1.
RESOLVED: that the public interest and convenience require
the work herein described,and the Board of Trustees of the City of
Lodi hereby orders the following street work to be done according to
the specifications therefor adopted:'..
That Sacramento Street from the north line of Lodi Avenue
to the south line of Lockeford Street.exoepting that portion thereof
north of a curved line two feet south from the southernmost rail of
the Southern Pacific Railroad: that Elm Street from the east line of
School Street to the west line of Sacramento Street and from the
east line of Sacramento Street to a line two feet west from the
westernmost rail of the Southern Pacific Railroad; and that Pine
Street from the east line of School Street to the west line of
Sacramento Street (except such portions thereof as are required by
law -to be Kept in order or repair by any person 'or company having
railroad tracks thereon and 'excepting Also such portions thereof
as are occupied by concrete sidewalks thereon) be graded to the offic-
ial grade; that along the roadway sides thereof (excepting the south
roadway line of said Pine Street immediately fronting lots number 16,
17 and 18 in block number 16) a concrete curbing six inches wide be
constructed; that along said above described roadway sides of Sacra-
mento,E'lm and Pine Streets,excebt the main roadway of said Pine Street,
said curbing shall be of a depth extending from curb grade to the
grade of the bottom of the abutting concrete foundation hereinafter
provided for; that along the main roadway sides of said Pine Street,
said curbing shall be of depth extending from curb grade to the bot-
tom of the abutting concrete gutters herein after provided for; that
upon the sub -grade of the roadway of said first described portions
of Sacramento,glm and Pine Streets,except the main roadway of said
Pine Street,a concrete foundation five inches thick be laid; that
along the main roadway sides only of said first described portions
of Sacramento,Elm and Pine Streets,concrete gutters twenty-four inch-
es in width at culverts and fifteen inches in width at all other
places be laid; that at main street intersections,arched reinforced
concrete culverts eight feet long,twenty-four inches wide and two
inches thick be constructed over the gutters between the produced
bounding lines of the sidewalk spaces of each_ intersecting street;
that along the roadway sides of said first described portions of
Sacranento.and Elm Streets,sald above described gutters shall be
laid directly on said concrete foundation; that along said above de-
scribed portions of the roadway sides of Pine Street,said above
described gutters shall be six inches thick; that ofr the main road-
way of slid Pine Street,the present macadam surface shall be taken
for a sub -grade and thereupon laid an asphaltic binder y0 a height
and cross-section one and one-half inches below surface grade;
that over all of the roadway of said first described portions of
Sacramento and Elm Streets,except all gutter areas heretofore_pro-
vided for.an asphaltic binder course one inch thick shall be laid;
that over all of the roadway of said first described portions of
Sacrarsento,Eln and Pine Streets,except all gutter areas heretofore
provided for,an asphaltic wearing course one and one-half inches
thick be laid.
That in the opinion of this Board of Trustees,the above
described work is of more than ordinary public benefit; and it is
hereby declared that the costs and expenses of the aforesaid work
and improvement .are to assessed upon a district hereinafter partic-
ularly described,and it is declared and ordered that the exterior
boundaries of the district affected and benefited by the aforesaid
work and improvenent.and within and upon which said district an
asessnent shall be levied and assessed according to law,to pay the
costs and expenses of such work and inproveaent,are,by this Board
Of Trustees,found and declared to be and are particularly described
as follows,to-wit:
Beginning at the northeast corner of block number 21,said

corner being on the west line of the Southern Pacific Railroad right
of way,thence southerly along said west line of said right of way
to the north line of Elm Street; thence easterly along said north
line of Elm Street to the center line of said right of way; thence
southerly along said center line of said right of way to the south
line of Elm Street; thence westerly along said south line of Elm
Street to said west line of said right of way; thence southerly
along said west line of said right of way to the north line of Lodi
Avenue; thence southwesterly along said north line of said Lodi x
Avenue to a point half way between Sacramento and School Streets;
thence northerly and parallel with said School Stre6t to.the center
of block number 16,said center of said block being also the center
of the junction of two alleys; thence westerly along the center line
of one of said alleys to the east line of School Street; thence
northerly along the east line of said School Street to the center
line of the alley running east and west through the center of block
number 14; thence easterly along xkn said center line of said alley
to the center of said block number 14; thence northerly parallel
with said School Street to the south line of said Locke£ord Street;
thence easterly along said south line of said Lookeford Street to
the point of beginning; all of said lots.blocks.streets,alleys,
avenues,right of •,'ay,etc.,being as shown and delineated on the of-
ficial map and plat of said City of Lodi by M.E.@uail,County
Surveyor,approved as and declared to be the official map of said
City by the Board of Trustees of said City on the second day of March,
1908.
The said above described property bounded as described
above shall be and is hereby constituted and designated the assess-
ment district within which there shall be levied and upon the
lands,lots or portions of lots therein situate,shall be assessed
and imposed an assessment to cover the total amount of the costa
and expenses of such work,as provided by law.
The City Clerk is hereby directed to publish this
resolution for two days and upon the completion of the publication
of this order as required by law,said City Clerk is further ordered
and directed to publish notice inviting sealed proposals or bids for
doing the work and referring to the specifications ?posted or on
file,also for two days,hoth in The Lodi Sentinel.a tri -weekly news-
paper of general circulation,published and circulated in this City
of Lodi,hereby designated for that purpose,to-wit,for said public--

ationl,the said newspaper being published on Tuesdays,Thursdays and
Saturdays,and being the only newspaper printed in the English lang—
uae published and circulated in said City. Said notice shall re—
quire a certified check or a bond.,either as prescribed by law and '
for an amount not less than ten per cent. of the aggregate of the
proposal. He is also directed to post said rotice,with specificat—
iona,conspicuously for five days,on or near the Chamber door of the
said Hoard of Trustees.
Upon notion,the foregoing resolution was adopted by the
affirnative votes of Trustees J.M.3lodgett,F.O.Hale,G.E.Lawrence
and C.A.Rich. Noes: None. Absent: Trustee L.Villinger.
ORDINANCE NC.54.
Ordinance No.54,entitled,"An Ordinance Amending Section
Five of Ordinance No.44",was read and upon motion the ordinance was
introduced and laid on the table for not, less than five days ex—
clusive of the dya of introduction.
On motion,the time for opening bids for street work was
fixed at May 15,1911,at 8 o'clock PAL
On motion, the 'Board then adjourned until April 24,1911,
at the usual hour and plane.
