In adjourned regular session of the Board of Trustees of the City of Lodi,the following trustees being present: J.M.Blodgett,_ F.O.Hale,G.E.Lawrence,C.A.Rich and L.Villinger. President Lawrence presiding. Attorney E.I.Jones and Engineer Tumelty were also present. The minutes of the meeting of Feb.20,1911,were approved. read and A petition signed by 15 property owners on Sacramento St., asking that the Board:poatpone the passing of the Resolution of Intention was read and filed. The following Applications for Building Permits were read and granted: M.F.Churc'-i,Basement Rooms under the C%:uech; R.B.McClure,Chieken House at 403 S.School St.; W.J.Robinson,Wagon Shed on lots 1&2 of Block 34; Attorney Jones then read the following resolution: RESOLUTION. RESOLVED: That the City of Lodi hereby accepts every dedication to public use and every offer to dedicate to such use (whether ex- press or implied) of all and singular such streets,highways or other public places as are shown,delineated or indicated by or upon the present official map Of the City of Lodi,which map was made by F.E.Quail,County Surveyor.and approved and declared to be the official map of said City.by the Board of Trustees of said City.on the 2nd day of March,1908: but this enumeration or designation of dedications or offers to dedicate to public use shall not be construed as evidence of either an acceptance or a refusal to accept other dedic- ations or offers to dedicate now or heretofore made,nor shall this formal acceptance detract from any previous express or implied accept- ance by the public or any public authority of any dedication or offer to dedicate to public use of any street,highway or other public place within the City of Lodi or of any part of such street,high- way or place. It was moved by Trustee Villinger and seconded by Trustee Hale that the resolution be adopted as read,which notion was carried ando the resolution adopted by the following vote: Ayes: Trustees J.M.Blodgett,F.O.Hale,G.E.Lawrence,C.A.Rich and L. Establishing Grades and Defining Cross -Sections and Other Incidental Matters for the Purpose of the Improvement of Sacramento Street from the North line of Lodi Avenue to the South line of Lockeford Street.of Elm Street from the East line of School Street to a line two feet west of the Westernmost rail of the Southern Pacific Rail- road.and Pine Street from the East line of School Street to the West line of Sacramento Street. RESOLVED: That a Mal) marked "Map of a Portion of certain Streets in the City of Lodi,showing Official Curb and Gutter Grades thereof", and signed "R.C.Tumelty,City Engineerv,and also marked "Filed this 23rd day of February,1911,J.M.McMahon,City Clerk" 1r hereby .ade and declared to be the Official Grade Map of the Streets of that portion of the City of Lodi shown thereon; and the grades indicated by the figures upon said Map areas hereinafter described,declared to be the official grades of that portion of the streets shown on said Map and of the curbs and gutters of the same. 1. The figures in red ink on said Map adjacent to certain points on the curb lines show. in feat and hundredths of a foot the elevations of the curbing at street or alley intersections at said points respectively. 2. The figures in blue ink on said Map adjacent to certain Points on the curb lines or said curb lines produced show in feet and hundredths of a foot the elevation of the gutters at said points respectively. 3. The curb and gutter grades for all points respectively between those hereinbefore fixed shall be in a straight line between the adjacent points of the curb and gutter grades. 4. The base of levels or elevations marked on said Map for the curb and gutter grades is a level plane distant 47.40 feet below a bench mark on a tree about fifty feet West of the Northwest corner of the intersection of Church and Locust.Streets in the City of Lodi. RESOLVED.further,that 1. At all points between main street intersections the surface grade of the crown of Sacramento Street from the North -line of Lodi Avenue to the South line of Lockeford Street and of Elm Street from the East line of School Strp=.t t.n tr,a wa.t ,i.,.. ,.F 136 Sacramento Street and from the East line of Sacramento Street to a line two feet West of the westernmost rail of the Southern Pacific Railroad shall be ten inches above the mean of the gutter grades,said mean measured on a line at right angles with the center line of the street. 2. The apex or crown of intersections included within the aforesaid portions of Sacramento and Elm Streets shall be ohe inch above the mean of the points where the aforesaid crown surface grades meet the boundary lines of satd intersections. 3. On Pine Street,from the East line of School Street to the West line of Sacramento Street the crown surface grade shali,at all points,be fourteen inches above the mean of the gutter grades. said mean to be measured on a line at right angles wit!a the center line of the street. 4. The cross-section of the surface grade of the roadway of all said streets shall be the arc of a circle passing through the crown and gutter grades. 5. The cross-section of the subgrade for paving the roadway of all said streets shall be the arc of a circle concentric with that of the surface grade (fixed as aforesaid); and the cross-section of alley crossings shall be parallel with the surface grade therefor (hereinafter fixed); and in all cases said subgrade shall be a depth below said surface grade determined by the thickness of the super - incumbent pavement ordered by the 3oard of Trustees. 6. The surface grade of the sidewalk space of said streets, whether sidewalked or not.shall be a plane sloping downward from the boundary line of the street to the curb line and grade at the rate of one fourth of an inch to each foot. 7. The surface grade,crown.and cross-section of alley crossings shal be as follows: a. Along the boundary line of the streets and along the alley sides to four feet back of the curb lines the surface grades shall conform to the abutting sidewalk grades or such grades produced. b. At the center line of the gutters produced across the alley, the alley crossing shall have a crown four incjes above the grade of the gutter thereon abutting,and the cross-section of the alley crossing along said gutter line shall be the arc of a circle passing through the said crown surface grade and the grades of the abutting gutters. From the aforesaid surface grade at the outer line of the street the surface grade of the alley shall slope.so as to con- form to the circular cross-section fixed in "b" aforesaid and thence said surface grade shall be produced on said slope to meet the surface grade of the main roadway. d. The curb lines for alleys shall coincide with the side lines of the alleys. It was moved by Trustee Hale and seconded by Trustee Blodgett that the resolution be adopted as read,which notion was carried and the resolution adopted by the following vote: Ayes: Trustees J.M.3lodgett.F.0.Hale,G.E.Lawrence,C.A.Rich and L.Villinger. Noes: None. Attorney Jones then read the following resolution: RESOLUJTION OF INTENTION N0.1. RESOLVED,That it is:the intention of the Board of Trustees of the City of Lodi,County of San Joaquin.State of California,to order the following Street Work to be done in the City of Lodi: - That Sacramento Street from the north line of Lodi Avenue to the south line of Lookeford Street.excepting that portion thereof north of a curved line two feet south from the southernmost rail of the Southern Pacific Railroad; that Elm Street from the east line of School Street to the west line of Sacramento Street and from the east line of Sacramento Street to aline two feet west from the westernmost rail of the Southern Pacific Railroad; and that Pine Street from the east line of School Street to the west line of Sacramento Street (except such portions thereof as are required by law to be kept in order or repair by any person or company having railroad tracks thereon and excepting also such portions thereof as are occupied by concrete sidewalks thereon) be graded to the official grade; that along the roadway sides thereof (excepting the south roadway line of said Pine Street immediately fronting lots n number 16.17 and 18 in block number 16) a concrete curbing six inches wide be constructed; that along said above described roadway sides of Sacramento,Elm and Pine Streets,exeept the main roadway of said Pine Street,said curbing shall be of a depth extending from curb grade to the grade of the bottom of the abutting concrete foundation hereinafter provided for; that along the main roadway sides of said Pine Street.said curbing shall r n -F a runt» AvtonAi,-c. 138 from curb grade to the bottom of the abutting concrete gutters here- inafter provided for; that upon the sub -grade of the roadway of said first described portions of Saorarnento,EL?r and Pine Streets.exeept the main roadway of said Pine Street,a concrete foundation five inches thick be laid; that along the main roadway sides only of said first described portions of Sacramento,Elm and Pine Streets,concrete Butters twenty-four inches in width at culverts and fifteen inches in width at all other places be laid; that at main street intersect- ions,arched reinforced concrete culverts eight feet long,twenty-four inches wide and two inches thick be constructed over the gutters between the produced bounding lines of the sidewalk spaces of each intersecting street; that along the roadway sides of said first de- scribed portions of Sacramento and Elm Streets,said above described gutters shall be laid directly on said concrete foundation; that along said above described portions of the roadway sides of Pine Street, said above described gutters shall be six inches thick; that for the main roadway of said Pine Street,the present macadam surface shall be taken for a sub -rade and thereupon laid an asphaltic binder to a height and cross-section one and one-half inches below surface grade; that over all of the roadway of said first described portions of Sacramento and Eln Streets,except all gutter areas heretofore provided fro,an asphaltic binder course one inch thick shall be laid; that over all of the roadway of said first described porions of Sacramento, Elm and Pine Streets,except all gutter areas heretofore provided for, an asphaltic wearing course one and one-half inches thick be laid. That in the opinion of this Board of Trustees, the above described work is of more than ordinary public benefit; and it is hereby de- clared that the costs and expenses of the aforesaid work and improve- ment are to assessed upon a district hereinafetr particularly describ- ed, and it is declared and ordered that the exterior boundaries of the district affected and benefited by the aforesaid work and im- provement,and within and upon which said district an assessment shall be levied and assessed according to law, to pay the costs and expenses of such work and improvement,are,by this Board of Trustees,found and declared to be and are particularly described as follows,to-wit: Beginning at the northeast corner of block number 21,said ccrner being on the west line of the Southern Pacific Railroad right of waY,thence southerly along the west line of said right of way to the north line of Elm Street; thence easterly along said north line of Ft1`R D 139 Elm Street to the center line of said right of way; thence southerly along said center line mf said right of way to the south line of Elm Street;thenee westerly along said s•uth line of Elm Street to the said west nine of said right of way;thence southerly along said west line of said right of way to the north line of'Lodi Avenue; thence southwesterly along the said north line of said Lodi Avenue to a point half way between Sacramento and School Streets; thence norther- ly and parallel with said School Street to the center of block number 16,said center of said block being also the center of the junction of two alleys; thence westerly along the(center line of one of said alleys to the east line of School Street; thence northerly along the east line of said School Street to the center line of the alley running east and west through the center of block number 14; thence easterly along said center line of said alley to the center of said block number 14; thence northerly parallel with said School Street to the south line of said Lockeford Street; thence easterly along said south line of said Lockeford Street to the point of beginning; all of said lots,blocks,streets.alleys,avenues,right of vray,etc.,being as shown and delineated on the official map and plat of said City of Lodi by F.E.Quall,County Surveyor,approved as and declared to be the official map of said City by the Board of Trustees of said City on the second day of March,1908. The said above described property bounded as described above shall be and is hereby constituted and designated the assess- ment district within which there shall be levied and upon the lands. lots or portions of lots therein situate,shall be assessed and im- posed an assessment to cover the total amount of the costs and ex- penses of such work.as provided by law. There being no daily,semi-weekly. or weekly newspaper of general circulation.published and circulated in said City,printed in the English language,the Lodi Sentinel,published tri-weekly,a newspaper of general circulation,published and circulated in said City.is hereby designated as the newspaper in which this Resolution of Intention shall be published for two days,and the notice thereof for six days,as often as said newspaper is issued therein. Noes: Trustee C.A.Rich. Absent: None. Whereupon the resolution was attested by the Clerk and approved by the ?resident of the Board. Attorney Jones then/ read the following resolution: RESOLVED: that the City Engineer be,and he hereby is directed to make a diagram of the property affected or benefited by the proposed work or improvement as described in Resolution of Intention No.1,and to be assessed to pay the expenses of said pro— posed work or improvement. Sald diagram is to be amde in accordance with the provisions of Subdivision 12 of Section 7 of an Act entitl— ed "An Act to provide for work upon Streets,Lanes,Alleys,Courts,iiix ?laces and Sidewalks,and for the Construction of Sewers within M1nicipalities",approved March18.1885,and all Acts amendatory thereof, Lod.,California.Feb:23rd,1911. It was moved by Trustee Viilinger and seconded by Trustee Hale that the resolution be adopted as read.which motion was carried and the resolution adopted by the following vote: Ayes: Trustees J.M.3lodgett,F.O.Hale,C.A.Rich and L.Vlllinger. Noes: None. Absent: None. Attorney Jones then read the following resolution: RESOLUTION. Whereas, The Board of Trustees of the City of Lodi has heretofore,by Ordinance No.5 of said city,with a title providing for a Superintendent of Streets,required and ordained that the iiaax Marshal of said city have general supervision of the streets of said city,and in Ordinance No.44 of said city,provided a monthly salary_or compensation for the Superintendent of Streets of said city,and Whereas. H.B.Coleman is now the duly elected,qualified and acting Marshal of said city,whose term of office will not expire until the third Monday in the month of Apri1,1912,and_ Ft%RD 14 Whereas, The Board of Trustees of said city is about to cause certain street work to be done and improvements to be Made in and upon the public streets of said city,under and by .virtue of the Act of the Legislature commonly known as the "Vrooman Act" and which is hereinafter more accurately rsentioned,and Whereas, It is imperative,in view of that Act and said con— templated street work.that some person be clearly and abundantly authorized to discharge the duties laid down in said Act of the Legislature as those of Street Superintendent or Superintendent of Streets,now,therefore,by the 3oard of Trustees of the City of Lodi, acting as well under the authority of said Act as under Sections 851 and 852 of the Chapter provided for cities of the sixth class, be it RESOLVED: That the said H.B.Colenan.is a suitable person to discharge the duties laid down as those of Street Superintendent or Superintendent of Streets in and by the said Act of the Legislature, entitled,"An Act to provide for work upon streets.lanes,alleys,courts) places and sidewalks,and for the construction of sewers within m1nicipalities."approved March 18,1885,inclusive of all acts amend— atory thereof or supplemental thereto; and that the said H.B.Colenan be and hereby is appointed to discharge the duties in said Act or Acts laid down as those of Street Superintendent or Superintendent of Streets,in,of and for said City of Lodi unto all the purposes and with all the powsrs.duties and authority of the Street Superin— tendent or Superintendent of Streets in said Act or Acts contemplated and until this his appointment be revoked,he to take the oath of office as such Superintendent of Streets. It was gloved by Trustee Blodgett end seconded by Trustee XIII Villinger that the resolution be adopted as read,which motion was carried and the resolution adopted by the following vote: Ayes: Trustees J.M.Blodgett,F.O.Hale,G.E.Lawrenoe,C.A.Rich and L.Villinger. rrl es: Noe. Whereupon the oath of office was administered bythe City Ciers to St. Supt.H.3.Colertan. The matter of placing Street Lights on Central Avenue was taken up and the Clerk was instructed to write the Pacific Tel.& Tel.Co. in regard to a joint line. l 142 Fire Chief Welch was authorized to rig for the drying of the fire hose. The Clerk was instructed to employ an assistant for a week. On motion,the Board adjourned till Feb.27,1911,at the usual hour and place. City Clerk.
