In regular session of the Board of Trustees of the City of Lodi,the following trustees being present: C.A.BlacY.,J.M.Blodgett. G.L.Lawrence and CC.A.Rich. Absent:..0.::ale. President Lawrence presiding. approved. The minutes of the meeting of Aug.12,1912,were read The following applications for Building Permits were read and granted: A.J.Larson.concrete building on lots 1&2 block 20; Mrs.D.Kellar.dwellinv on lots 2&3 of block 10,Hutch.Add.; A.Lilienthal,woodshed.on lot 8 block 8,3arnhart Tract. A communication from the State Board o: Health,recom mending that the Haelth Officer be sent to the Convention of Health Officers at Berkeley.and his expenses paid by the City,was read. On notion of Rich.seconded by Blodgett,it was ordered that the railroad fare and hotel bills of the Health Officer be paid by the City if he attend the convention. A petition from property owners of E.Walnut St—asking that the city have the lots surveyed to establish the true line of the street,was read and referred to the street committee. Dr.s.W.Hop;iins,Preside: t of the Board of Health.advocated the immediate passage of a muzzling ordinance. A letter from the Fire Association of the Pacific.informing the Board that the next convention of Fire Chiefs would be held in Los Angeles Sep.9-13.and suggesting that we be represented,was read and laid on the tabs. An ordinance granting a franchise to Central California Traction Company for a spur tract on N.Sacramento Street,was read. John F.Stein,John W.Dougherty,John "rr.Ensminger and E.D. Ware addressed the Board it opposition to the grantin: of the same and a petition signed by many property owners opposing the grant was read. General Manager H.M.Mitchell of the Traction Company spore for the granting _= the franchise. The Board then resolved itself into a committee of the whole for the purpose of duly considering the matter. The Board resumed its session as a Board of Trustees. The report of the committee of the whole.recon:mending that the franchise be denied.^,as read. It was roved and seecnded that the o_diance granting the franchise be adopted as read,which motion was lost.and the petition denied,by the following vote: Ayes:None. Nes: Trustees Black, 3lodgett,Lawrence and Rich. Absent:F.O.Hale. The muzzling and fire ordinances were referred to the committee of the whole. The St.Conzr,ittee and Engineer reported that on E.Walnut St.the grade could be had into the sewer without raising the natural grade of the street. Engineer Meffee recon ended that the manhole cover Jack of the Beckman store be changed to a grate.Referred to St.Committee. Superintendent Henning reported that the rebored well had been tested to his satisfacti0n.and would produce over 600 gallons per minute. The matter of perforating the casing at the 108 foot and 155 foot stratas was left i:. the Superintendent's hands. It was ordered that a warrant be drawn in favor of J.M. McMahon for 825.O0,money advanced by him to Inspector Hepper on acct.cf August salary. 284 It was ordered that the Board of Health ,ire Department.
