The Board of Trustees of the City of Lodi convened in regu-
lar session at 8:00 p. m. There were present Trustees Hale, Black,
Keeney, Deaver and Folendorf.
Trustee Keeney acted as Clerk of the Board pro tem.
Minutes of the previous meeting were read and approved.
Attorney A. L. Levinsky, representing the California Trac-
tior. Company and W. J. Robinson appeared before the Board rela-
tive to the construction of a spur track on Lodi Avenue to accom-
modate lots 7 and 8, Block 25, City of Lodi. The attorney presented
a petition on behalf of W. J. Robinson asking permission to build
such spur track.
W. H. Faust, representing the fire department, stated the fire
alarm apparatus was out of order and complained about the•lack of
care of the fire truck: also suggested a number of amendments and
additions to the present fire ordinance. Mr. Faust was requested
to present a rough draft of the proposed amended ordinance.
President of the Board of Health Dr. Hopkins suggested a gen-
eral cleanup of rubbish in order to rid the city of mosquitos:also
asked that the water of the new city well be analyzed. Referred
to committee of the whole.
Jas. T. Langford submitted a favorable report as to the ad-
visability of continuing the Mason Brothers contract for electri-
cal energy. Trustee Black moved, seconded by Trustee Folendorf,
the report be accepted and placed on file. The motion carried un-
animously.

Removal and building permits were granted to the following:
F.W.Gilbeau, to move building six feet north at ,114 North
Schcol street.
0. A. Schroeder, to move dwelling from lot west of the lib-
rary on Pine street to lot north of the library on Pleasant Ave.
H.F.riiis, private garage 309 East Locust street.
John Hepper, addition to dwelling 221 Rush avenue.
X. V. Thompson, to tear down building at 17 North School St.
J.D.Crose, add to building at 7 North Sacramento street.
Superintendent Henning presented a proposed contract with
the General Electric Company for the purchase of transformers,
recommending that the city enter into the same:, also contract with
the same company for the purchase of lamps through their local
agent., Wallace & Smith, Upon motion of Trustee Deaver, seconded'
by Trustee Black, the execution of the above mentitaned contracts
were authorized.
F. E. Wright's application for permit to install a Bowser
pump and gasoline tank under the sidewalk on North School street
was referred to the Committee on Public Health and Safety.
Engineer Barzellotti and Superintendent Henning recommended
construction of storm sewers to relieve storm water conditions
on Sacramento street between Locust and Lockeford streets, and
Pirie street at Church. On motion of Trustee Folendorf, seconded
by Trustee Black, they were authorized to proceed with the work

at once as outlined in the recommendation.
The report of City Marshal Colemen For the month of lanuary
was read and ordered filed.
The report of Sewer Inspector Henning for the month of Tan-
uay was read and ordered filed.
The Pacific Telephone & Telegraph Company requested the City
to sell a one-half interest in two 30 -ft city poles, north line df
alley next south of Chestnut street, between School and Sacramento
streets; and one 35 -ft city pole, northwest corner Sacramento and
Walnut streets. Superintendent Henning was authorized to ascertain
value and send bill.
In the matter of the Southern Pacific's request for reduction —�
in rate for water supplied Trustee Deaver moved, seconded by Trus-
tge Folendorf, the company be notified that hereafter the City will j
'eurp_isr water at ten cents per one thousand gallons. The motion
was carried.
WHEREAS, One of the essential elements in the progress and
development of a modern city is a proper provision for the recre-
ation , pleasure and happiness of its people; and
WHEMS, A city, having a salubrious climate, fertile soil and
an abundance of water, is in a position -to make such provision at a
minimum of cost; and
W -REAS, The City of Lodi, being so fortunately situated, yet
has no public park, although possessing.sufficlent land at the gate-
way to our city by both lines of rail transportation; therefore be it
RESOLVED, That the public health, pleasure, convenience and ne-
cessity require at least one public park within the city;.
That the municipally owned land at the southwest corner of Sac-
ramento street and Lodi Avenue, and designated as lots One, Two and
Three of La.rson's Addition to Lodi, is a fit, suitable and convenient
location for a public park;
That said land—be—and the same is hPreby.declared to be and is
set aside for use as a public park to be known as Park;
That the necessary steps be promptly taken to clear said lot
and plant and park the same.
The above resolution providing for a public park was adopted
by the following vote. Ayes: Hale, Folendorf, Black, Deaver and .
Keeney. Nays: None. Absent: None.
Declaring intention•of�fhPVBoard of Trustees to call for an
election of a Board of Freeholders to frame a charter for the City
of Lodi.
4=�RFAS, The Constitution of the State of California provides
that cities having a population of 3500 may adopt a freeholders
charter, and this board having taken the matter under advisement and
made investigations and having ascertained and determined that the
City of Lodi exceeds 3500 inhabitants, and the Board so finds, and
believes that it is for the interest of the people of tris city,
that they be permitted to vote upon the election of a Board of Free-
holders; therefore beat
RESOLVED, That at the general municipal election to be held in
said City of Lodi on Monday the 10th day of April, 1916; there be
elected a Board of fifteen freeholders who shall possess the quali-
fications and shall be elected in accordance with the provisions of
Section 8 of Article AI of the Constitution of the State of Califor-
nia providing for the election of free -holders to prPpare•and propose
a charter -for municipalities.
And it is further ordered that the City Clerk of the City of
Lodi in the notice of election to be prepared, posted and published
by him smecify among the other officers to be elected, the said
Board of fifteen free -holders, and the fifteen free -holders voted 1
for at said election who shall possess the qualifications prescribed
by law and the fifteen receiving the highest number of votes cast - -
shall constitute the Board of Free—hold?r9, whose duty it shall be
to prerace and propose a charter for the said City of Lodi in ac-
cordance with the said _provision of the Constitution of the State
of California.
The foregoing resolution introduced by Trustee Deaver was
a.dor:ted as read by the following vote: Ayes -Trustees Hale, Black,
Fol?ndorf, Deaver and Keeney. Nays -None.
Trustee Deaver,having been delegated by the Board of Trustees
to supervise the taking of a census of the city, presented'his written
report showing as a result of such census a population or 3512. The
report was accompanied by certificate and affidavit of enumerators.
Upon. motion regularly made, seconded and carried, the report was
adopted and ordered filed.
Bills amounting to t3066.93, having beer. approved by tho fin—
ance co=ittee, upon motion were allowed and ordered paid.
The Board adjourned to meet again Monday, February 14th.
