In regular session of the Board of Trustees of the City of Lodi,the following trustees being present:Blaek,Deaver,Folendorf, Hale and Keeney.President Hale•presiding.City Clerk,H.S.Clark,being absent, E.M.Keeny acted as Clerk Pro Tem. The minutes of the previous meeting were read and approved. C.C.Woodworth,G.L.teissner.,H.E.Welch and a number of mem- bers of the Chamber of QEmerce appeared before the Board and asked that the matter of a subway under the Southern Pacific tracks at Pine StrePt be taken up at once with the Railroad Company. It was.moved by Trustee Black and seconded by Trustee _olendorf that the public interest and necessity demand the con- struction of a subway under the Southern Pacific tracks at Pine Street; and that the Southern Pacific Company be requested to have its gngineer in consultation with the City Engineer of Lodi to estimate the cost of same•. Said motion was carried unanimously. The following resolution declaring the intention of the, Board of Trustees of the City of Lodi to take an official census,look- ing toward the adoption of a Freeholders Chaiter,was introduced by Trustee Deaver,and on motion of Trustee Folendorf,seconded by Trustee Black was adopted by the following vote: Ayes:T.ruStees Folendorf, Blaek,Deaver ,Bale and Keeney,. RESOLUTION. Declaring intention of the Board of Trustees of the City of Lodi,to have an official census taken of the City,to asertain if the population is sufficient to intitle the City of, Lodi to a freeholders charter. wHER_;AS:The Constitution of the State of California *has a law providing that Cities having a population of 3500,may if they so eiect,adopt a freeholders charter,w•hich if approved by the Lagis- lature of the State,will become_ the organic law of the City.And, WHERAS:It is the opinion of this Board,that a freeholders charter could give a better form of ,government than we now have and would be in the line -of progression. Therefore be it RESOLVED:That it is the intention of this board to have a census taken of the City's population,and if it is found that the population is 3500 or more,this board will direct that a Board of Fr=eholders be elected by the people at the next municipal election: to draft a charter to be submitted to the electors of this City at a special election,for their approval or disapproval. The Report of the City Plumb_ng Inspector was read r:nd ordered Med.
