The Board of Trustees of the City of Lodi convened in regular session at 8:00 p.m. There were present Trustees Hale, Black, Keeney, Deaver and Folendorf. Minutes of.the previous.meeting were read and approved. Report of the City Marshal for the month of December, 1915, was read and ordered filed. The report of City Treasurer Lorenz for the quarter ending Dec. 31, 1915, was read and ordered Piled. A communication was read from Supt. C.. H. Ketcham,. regarding the water rate charged the Southern Pacific Company, stating the company would entertain a proposal from the City for a contract at a reduced rate, and.maintainingthat the company can put in its own plant and pump water at a cost of 4 to 5 cents per 1000 gallons. The matter was referred to a committee of the whole. C. E. Longton presented a petition signed by property owners representing 64 gb of the frontage or. West Oak street, from the east line of School street to the east line of Hutchins street, requesting that the. said street be improved by paving with a Warrenite pavement. Trustee Keeney moved, seconded by Trustee Black, that the City Engineer be instructed to prepare and submit to the Board at its next regular meeting plans and specifications for improving, with Warrer:- ite pavement, under the Vrooman Act, oak street, from the east line of School street to the east line of Hutchins street, in the City of Lo di. The motion was carried by the following vote: Ayes -Keeney, Black, Dea- ver and Folendorf. Nays -Hale. Absent -Bone, Perrin Brothers, in a communication, proposed to sell to the City of Lodi a piece of land adjoining the City's property in block 29, for *700. Referred to Utilities Committee. Trustee Black moved, seconded by Trustee Deaver, that the City Clerk be instructed to communicate with the proper railroad authori- ties regarding the placing of a flagman or a tower and gates at the Pine street crossing of the Southern Pacific tracks. The motion was carried. Miscellaneous claims amounting to $2747.96 having been passed by the finance committee were presented. Objection being made by Trustee Folendorf to paying the claim of the Southern Pacific Company for $1.00 rental for ground upon which the Tokay arch stands, Trustee Keeney moved that all other bills be allowed and ordered paid. The motion carried unanimously. Trustee Keeney then moved that the claim of the Southern Paci- fic Company for *1.00 annual rental or the ground upon which the arch stands be paid. The motion received a second and was carried, Trustee Folendorf voting "No." The question of submitting to a vote at the April election the advisability of the adoption of a freeholders' charter by the City was again taken up for discussion. The first requisite for the adoption of such a charter being a population of at least 3500, and the U.S.census of 1910 crediting the City with a less figure, it was moved by Trustee Folendorf, seconded by Trustee Keeney, that Trustee Deaver be authorized to Supervise the work of taking a special cen- sus. The motion carried unanimously. The board adjourned. A Attest: City Clerk.
