Ir regular adjourned sessiar of the Board of Trustees of the
City of Lodi there were present Trustees Black, Hale, Keeney, Crose and
Montgomery.
Minutes of the meeting of December 2d were read and approved.
City Attorney Steele quoted the law governing the expenditure
of money by municipalities of the sixth class in cases of emergency such
as the epidemic of influenza:which has prevailed in tnis, locality for
several weeks.
The Board of Health submitted its detailed report of the
Etergency Influenza Hospital, whereupon the following resolution rati-
fying the informal action of the Board of Trustees and the Board of
Health was introduced by Trustee Keeney:
RESOLUTION NO. 29.
WHEREAS, since on or about the 15th day of November, A.D.1918,
there has existed in this City of Lodi, and epidemic of ',Spanish In-
fluenzau, and
=M AS, this Board, at an informal meeting held with the
Board of Health, on the 18th day of October, A_D.1918, recognizing that
public interest and necessity, demanded the immediate expenditure of
public money to safe -guard the health and life of the people, did unan-
imously authorize and instruct, said Board of Health of the City of
Lodi, to establish and maintain, during said epidemic, an Emergency
Hospital in said City, the expenses thereof to be paid by said City of
Lodi and the County of San Joaquin, and
WHEREAS, said Board of Health, pursuant to said authorizatien
and instruction by this Board, did establish and maintair__said Hospital
during said epidemic and the total expense thereof, was, and is, the
sumo of X2991.40, as shown by the verified report of the Secretary of
said Board of Health, filed with the Clerk of this Board, and
WHEREAS, the City of Lodi is resporslble for the payment of
said claim,
NOW THEREPORE, it is, by unanimous vote of this Board of
Trustees'cf the City of Lodi, resolved, declared and determined, that
public interest and necessity demanded the immediate expenditure of
said public money, to safe -guard life and health, and the action_ of
this Board, at said informal meeting, and the action of said Board of
Health, in establishing, conducting and operating said hospital, and
the expenditure of said money-, are hereby ratified and affirmed and
said sum iS hereby ordered paid, and the Clerk of this Board is hereby
authorized and directed to draw a warrant on the General Fund in favor
of J. C. Bewley, Secretary of the Board of Health, in full payment of
said decor d , and
WHEREAS, the County -of San Joaquin has agreed to pay a portion
of the expenses of said hospital, as hereinbefore set forth, -
IT IS PUP= ORDERED, that the Clerk of this Board immediately
ascertain the pro rata thereof to be paid under said agYeement by said
County of San Joaquin_, and present a proper -claim to the Board of Super-
visors of said County, for the amount of said pro rata.
Upon motion of Trustee Hale, seconded by Trustee Keeney, the
foregoing resolution was adopted by the following vote:
Ayes: Trustees Hale, Keeney, Crose, Montgomery and Black.

Absent; None.
President of the Board Black appointed the Board as a committee
of the whole to meet with Supervisor .newton Thursday, Dec. 5th to settle
the proportion of the emergency hospital expense to be borne by the City
of Lodi and County of San Joaquin_ respectively.
President Hopkins of the Board of Health thanked the Board of
Trustees for the hearty support and cooperation given the Health Board
during he serious influenza epidemic.
