Monday, July 2-1923
The regular meeting of the Board of Trustees of the City
of Lodi for the first Monday in. July was called to order by
President J..V.Shattnek at 8 o'clock P.M. and on call of the
roll, Trustees Hale, Hickok, Mettler, Spooner and Shattuck
were present.
The minutes of the regular meeting of the Board held on
June 18th were approved without correction.
This being the date set by notice duly published in com-
pliance with Resolution ordering the work No. 406, Washington
Street, inviting sealed proposals for doing the work ordered;
the Board proceeded to publicly open and declare the bids
received, said bids being as follows:

lineal foot)
It appearing thatthe bid of the last named contractor was
the best received; the Board awarded them the contract by the pas-
sage of Resolution of Award No 407 by the following vote:
AYES: Trustees, Spooner,Hickok,Hale,Mettler,Shattuck
NOES: Trustees, None ABSENT: Trustees, None.
RESOLUTION OF AWARD 407
WASHINGTON STREET
: RAS, the Board of Trustees of the City of Lodi did, in
open session on the 2nd day of July, A.D. 1923, publicly open,
examine and declare all sealed proposals or bids for doing cert-
ain street work in said City, under and pursuant of the "Improv-
ement Act of 1911", the names of the streets and highways pro-
posed to be improved and the location and characterof said pro -
posed work and the district to be assessed therefore being des-
cribed in the Resolution of Intention No. 63. which Resol-
ution of Intention is hereby expressly referred to for further
particulars.
R3SOLVED. that the said Board of Trustees hereby rejects
all of said vroposals or bids except the next herein mentioned, .
nad hereby awards the contract for doing the said work and imp-
rovement to the lowest responsible bidder. viz: -CLARK & HENERY
CONSTRUCTION COMPANY at the prices named in its bid. The City
Clerk is hereby directed to post notices of this award consp-
icuously for five days, on or near the chamber door of this
Board of Trustees and also publish said notice three times in
"the Lodi News, a tri -weekly newspaper published and circul-
ated in said city and hereby designated for said purpose by
said Board.
BE IT YURTEEE RESOLvED, that notice be given and is hereby
given that serial bonds to represent unpaid assessments and bear
interest at the rate of seven (7) per cent per annum, will be is
sued hereunder in the manner provided by the Improvement Bond
Act of 1915, the last installment of which bonds mature nine months
from the 2nd day of July next succeeding nine months from their •
date
Members of the City Mayground-Com<aission appeared before
the Board and applied for a donation of $300.00; on motion of
of Trustee Hickok, seconded by Trustee Spooner, payment of
not exceeding the above amount on properly presented vouchers
was ordered.
Yr G.L..ieissner of the playground Commission asked that
the Board include the stm of $2,000 in the next tax levy, for
4 playground purposes.
I Ur L.O.Wisler presented a proposition for the install-
ation of several changes in accounting methods; this matter
was taken under advisement.
Mr A.V.Guillou of the State Railroad Commission addressed
the Board in regard to existing electric rates; his charts of
the Lodi rate compared with private power company rates in
similar fields demonstrated effectively that the local rate
for installations of less than 50 K.W.H. is much less than the
others,but in comparisons made for installations of more than
50 K.V.H., the rate in Lodi is somewhat in excess of that
charged in Stockton and Sacramentobut not enough to make the
charge good that a large user of power would find its cost
prohibitive. No decision in the matter of reduction of rates
to the larger users was made at this time.
Reports from the Poundmaster and City Marshal were read
and ordered filed.
On motion of Trustee Hale, the City Clerk was instructed.
to advertise for chlarin control apparatus for the sewage
disposal plant.
The Clerk was directed to notify the owners of temporary
structutres on School Street between Pine and Elm to remove
the same.
On motion of Trustee Hickok, seconded by Trustee Mettler,
bills approved by the finance committee amounting to $$21,513.51
were allowed and ordered paid.
Ten building permits aggregating $5,980.00 were granted.
On motion of Trustee Hickok, seconded by Trustee Mettler,
the curb line on the Bast line of Hutchins was ordered to be
placed in accordance with the plans and specifications here-
to -fore adopted.
On motion of Trustee Hale, the Board adjourned to the date
of the next regular meeting, viz: .Monday , July 16th.,1923
