RECOMMENDED ACTION: That the City Council approve a $4,000 non-interest bearing loan to
the Lodi Sports Foundation for non -site specific renderings to be
repaid to the City within three years.
BACKGROUND INFORMATION: The City of Lodi, at the request of the Lodi Sports Foundation, has
undertaken a Feasibility Study to ascertain the viability of
constructing and operating an indoor sports facility in the
community. The Lodi Sports Foundation has indicated that renderings are essential for marketing
the project to potential funding sponsors and have therefore requested a $4,000 loan from the
City (see Attached letter). The renderings will be used by City staff and by Foundation members
while making presentations to service clubs, businesses, and other interested parties. The
renderings will be conceptual in nature and will not be site specific.

RE: A request for a loan to complete conceptual plans for the indoor sports center
Dear Ms. Keeter:
I have been authorized by the board of the Lodi Sports Foundation (the "Board") to request that
the City of Lodi make a loan in the amount of $4,000 to the Lodi Sports Foundation. The
proceeds of the loan will be used to obtain non -site specific conceptual plans for the proposed
indoor sports center. These plans will serve as the Board's primary marketing tool for the indoor
sports center.
The Board is requesting that the loan have no set term and that it be interest free. The Board will
use its best efforts to repay the loan as soon as possible.
As you know, the indoor sports center is the primary goal of the Board and we hope that the City
will support us with this effort. The Board believes that funding the conceptual plans in this
manner will eliminate the use of City funds and City staff time for a project that is, at the very
least, many years from completion.

At its regular meeting of December 17, 1997 the Lodi City Council approved a loan in the
amount of $4,000 to the Lodi Sports Foundation. The proceeds of the loan are to be used
to obtain non -site specific conceptual plans for the proposed indoor sports center.
The funding is in the form of a non-interest bearing loan to be repaid to the City of Lodi
within three years. All invoices should be submitted for payment to the following:

Lodi Sports Foundation Board Members:
As you may know, the Lodi City Council approved our request for a $4,000 interest-free
loan. Janet Keeter, Deputy City Manager, has told me that the funds will be available in
early January. When the City prepares the documents, I will execute them on behalf of the
Foundation, assuming the terms are as we agreed.
With regard to spending the $4,000, 1 am recommending that we select architect Scott
Dasko to prepare the conceptual drawings for the indoor sports center. I am recommending
Scott because he is a local architect, he has expressed interest in the project, and he was
the lowest bidder among three firms. Scott's fee for this project is slightly less than the
$4,000 loan.
The drawings Scott will prepare will include a conceptual floor plan as well as conceptual
"snapshots" of different parts of the center. These drawings will be in color and will be on
one large paper, which can be used for reproductions of the whole or the "snapshots".
From my discussions with Scott, I believe that the drawings will serve as a very good
marketing tool for the project.
Scott is forwarding a contract for his services and unless there is a majority objecting to his
selection, I will execute the contract and begin working with Scott to complete the
drawings. I anticipate the drawings will be completed in mid-February.
With regard to repaying the loan, we now have an obligation to raise funds. I have
scheduled a meeting for Wednesday, January 14 at 7:00 a.m. in the Recreation Office. The
first order of business will be to elect officers for 1998 and take nominations for new
members of the board. I would also like to discuss fundraising ideas and opportunities. I
will be recommending that we hold a golf fundraiser in 1998.
Please complete the enclosed postcard and return it to the Parks and Recreation office by
January 9. Should you have any questions or if you object to the selection of Scott Dasko,
please call me at 369-1451. Should you object to Scott's selection, I would expect that
you would be prepared to provide a qualified alternative. Thank you very much for your
