Thursday, -February 15-1923.
Pursuant to adjournment taken from the regular meeting of
February 5th.,1923, the Board of Trustees of the City of Lodi met
in adjourned regular session at 8 oclock P.M. on the date above
written; President J. W. Shattuck presiding, Trustees Hale, Met-
tler, Spooner and Shattuck present, Trustee Hickok, absent.
The purpose of the meeting being, in the rain, the consider-
ation of bids received for the construction of the activated sludge
sewage disposal plant and it appearing that notice thereof had bee n
duly published, the Board proceeded to publicly open and declare the
proposals submitted which proposals were as follows: -
Chas. S. Ltabrey for the a =re=ate amount of $ 93,471.00
Goold & Johns " - 84,516.00
Shutes & Zinck " 89,217.40
Youdall & lTystedt " 84,744.00
Butte Elect. Equipment Co " .107,015.00
W.E.Graham & Co. if 83,188.90
Davis -Heller -Pearce Co. " 83,169.00
The Electric Equipment .Co and Mixer Electric Co. submitted bids
on contract leo. 5 alone but it bring evident that it was the beat
policy to include this contract with an award of the whole, their
bids were not considered. The original bids covering the items and
extra amounts bid on are on file in the office of the City Clerk.

After discussion of the several bids submitted and consult-
ation with. Zngineer Smith, it was determined that the proposal of
Davis -Heller -Pe arca Company was the lowest and best bid received
and the. contract for the entire construction of the plant as adver-
tised for :has let to them by the passage of
RESOLUTION 0:41 AIARD NO. 382.
- ""H'REAS, this Board of Trustees of the City of Lodi did
advertise in time, form and manner as by law required as evidenced
by copy of published notice attacked hereto and made part hereof
and by certain affidavits now on file in the office of the City Clerk

or proposals to be submitted for the performance of the work and
furnishing of the materials to construct an activated slud;e sewage
disposal plant for the City of Lodi except certain work and mater-
ials specified as already purchased or done; all of which work and
material to be according to plans and specifications heretofore
adopted;
AND 3HER IS, certain or000sals have been received an answer
to said notices and the sane have been publicly opened and declared
this 15th day of 2abruary, 1923, said date being the date set for
the reception and opening of said proposals;
3 IT R3301VED by the Board of Trustees of the City of Lodi
that all bids as above stated as received be and the same are here-
by declared rejected except that of DnYIS,H=ZR,PZAIRCB COMPANY who
are hereby declared to be the lowest and best bidders and to whom is
hereby a.aarded the contract to perform the wprk and furnish the
materials specified.
The Clerk is hereby directed to return the deposited checks
of all unsuccessful bidders. ^ ��
The above Resolution No. 382 was then adopted by the follow-
ing vote:-
AYES: Trustees, Hale, i:ettler, Spooner, Shattuck.
HOES: Trustees, None. BS IT: Trustee, Hickok.

Board still having jurisdiction , a-aard was made to the Lodi `mrd
ware & Implement Company by the passage of Resolution of Award No.363:

,Ihereas tris Board has given due consideration to the bids
received January 19th.,1923 to the proposals of the Simonds Y-aeh-
inery Co., the rixar -Electric Co. and The Lodi Vehicle. and Imple-
ment Company,
And T ereas, it is evident that the bid of the last named
biddsr is the lowest bid received,
And ',vhereas, on consultation with our en?ineer and others
versed in the merits of the -carious systems , this Board has become
convinced that the eq--Apnent proposed to be furnished by said bidder
is equal in efficiency to to others of the sane can_a.city and conforms
to the specifications,
Be it resolved by this 'Board of Trustees that a -.-hard of the
contract be and the same is hereby made to the said ,Lodi Implement
and Vehicle Company at the price named in their bid and all other
proposals are hereby rejected.
The above Resolution of Award Pio 383 ryas then adopted by the
foll--wing vote: -
AYES: Trustees Illettler-, Hata. Spooner, Shattuck.
PI03S: -Trustees, None. _`3SENT: Trustee Hickok.
City Engineer L.T.B arzellotti then presented his report of
the completion of the long desired system for drainage of the City
as well as the completion of an important unit in the sanitary
system, namely the completion of the Stockton Ave.-Hettleman Lane
drainage line and the Walnut Avenue sanitary serrer.
_. .;Yil'._inson again applied for a card -room license at 125
. Sacramento Street, and the matter was laid over for consideration.
A communication from the Lodi Business Men's Association in
regard to keeping the Clerk's office open Saturday Afternoons for
the payment of stater & Light Bills was read; the Clerk protested that
this :pas an injustice as all other public offices had the afternoon
off and the opening of the office for payment of bills would also
make it necessary to perform other acts in connection therewith as
well as allow the accumulation of large sums of money that could not
be safe-uarded or deposited. The Board agreed with the Clerk.
The Clerk read a long co-=unication from the Board of Trustees
of the Cityof Los Angeles asking endorsement of certain amendments
to the codes and the hastening of apportionment. No action taken.
On motion of Trustee Mettler, the Board adjourned until 8
o'clock P.JT_. of the 14th, that being the date and hour for the neat
regular meeting.
