HomeMy WebLinkAboutMinutes - December 18, 1922CITY HALL, CITY OF LODI, Monday, December 18,1922. The regular meeting of the Board of Trustees of the City of Lodi for the third Monday ir. December was called to order by President of the Board, J.W. Shattuck, at 8 o'clock P.M. on the date first above written. Trustees Hale, Hickok, Mettler,Spooner and Shattuck present. The.minutes of the regular meeting of December 4th were read and approved. PUBLIC BEARINGS AND PROTESTS: It being brought to the attention of the Board that traffic was unnecessarily blocked by the Central California Traction Co's cars standing in station on Sacramento Street North of Elm Street, the Clerk was instructed to ask the Company that these cars be held near Lockeford Street until near the hour of departure. Fire 2"a.rshal, W. H. Faust, addressed the Board anent the necessityfor amending Ordinance No. 122 so that the moving of frame structures into the fire limits would be prohibited. John C. Bewley asked that sidewalks be laid on the School and Pine Street sides bf Lot 5 in Block 10, and was informed that the Board already had the matter in hand aryl expected a proposition from the owners shortly. 41.E -- 1:r. Bewley also offered to have a survey made of frontages in the City not provided with sidewalks, but no action was taken. He also asked that some action be taken looking forrard to the a n- rexaticn of the Northern portion of "Be*::ley's Suburban Acres",but t'. -:.e Board not being assured of the legal requirements and of the advisability of such wction at this time, postponed the ratter to the date of the next regular meeting. This being the date set for the opening of the proposals for fire hose under advertisement dated Dec. 6,1922,the Board pro- ceeded to open and publicly declare the bids received, which were as follows: 1. ;7. 'This being also the date set in notice dated December 5th, for the rece=ption of proposals for furnishing 800 feet of 16 inch, 1000 feet of 10 inch, and 2000 feet of 6 inch S.G.V. sewer pipe, also 75 6 x 4 inch oyes, the Board proceeded to openly canvass the bids received, which were as follows: Price per foot stated. 16" 10" 6" Wyes TotalBid 1. Muddox Co. r ; was the lowest and best bid received, award was made to that firm by the passage of Resolution of Award No. 362 by the following vote: AYES: Spooner, Hickok, Mettler, Hale, Shattuck NOES: None ABSENT: None The Board having advertised in time, form and manner as by law required for proposals for furnishing a light truck for use of the Department of Electricity, bids were then opened from the f ollowirg : Krieger Motor Company Ford Complete $743.20 F.ice & Johnson Reo 1625.00 Z. Bridge Chevrolet 810.00 J.D.Christner G.K.C. 1675.00 In order to investigate the merits of the several trucks on which bids as above were submitted. award hereunder was postponed to Wednesday, December 20,122. ir. Freeman Smith proposed to supervise all proceedings in connection with the proposed issue of sewage disposal plant bonds and contract to purchase bonds at present market if issued to bear interest at 5.. No action taken. 3� Trustee Hale then moved the adoption of Resolution No. 363 entitled "A Resolution Rescinding Ordinance No. 136 of the Board of Trustees",and the said resolution was then passed and adopted by the following vote: AYES: Hale, Hickok. :settler, Spooner, Shattuck NOES: None ABSE1,7 : None . ORDIIiANCE No. 138, entitled, "AN ORDIP:AtiCE ORDE.RING,CALLING 416 AND PROVIDING FOR, AIM GIVING ITO'TICE OF i SPECIAL ELECTION, TO M FMIn IN Tia CITY OF LODI, STATE OF CALIFORNIA, ON TUIMSDAY, the 16th day of JANUARY, 1923, FOP, THE PURPOSE OF SUMLITTII.G TO 'iH3 zUALIFIED VOTERS OF SAID CITY, THE PROPOSITICIT TO INCUR A BOITDED I2DEBTEDPESS BY SAD CITY FOR l.HZ ACaUISITION, CONSTRUCTION AiID COITIETION OF A CERTAIN MUNICIP:;L I2dPR0VX ENT", was introduced and on motion of Trustee Spooner, seconded by Trustee Hickok, laid over until Tuesday, December 26th,1922. OP.DINAITCE No. 137, entitled, "AN ORDIMITCE REGULATING TRLFFIC ASID PA.YEING OF AUTOMOBILES UPON THE STREETS IN THE CITY OF LODI, PROVIDIITG A PENALTY FOR THE VIOLATION THEREOF, ASID RE- PEALING ALL ORDINANCES IN CONFLICT THEIMjVITH," having been regular- ly introduced at a regular meeting of the Board held December 4, 1922, and thereat laid over for not less than five days, was in- troduced for passage, passed and adopted by the following vote: AYES: Hale, Hickok, Mettler, Spooner,Shattuck. NOES: None ABSr"INv : None. Resolution No. 359 was then introduced, the same extending the time for the reception of bids on the mechanical features of the proposed Sewage Disposal Plant to Thursday,January 18.1923, and thereupon adopted by the following vote: AYES: Settler, Hickok, Hale, Spooner, Shattuck. :30ES : None ABSEIT : None. Resolution No. 361 authorizing issue of bonds to be secur- ed by the unpaid assessments on Sacramento Street was then intro- duced and adopted, there being no protests filed• by the following vote: AYES: Hickok, Spooner, :settler, Hale, Shattuck. NOES: None ABSENT: None. There being no protests against the issuance of bonds to be secured by the unpaid assessments on Stockton Avenue, the bonds were ordered issued by the passage of Resolution No. 360 by the following vote: AYES: Mettler, Hickok,Hale, Spooner, Shattuck. NOBS: : Pone ABSM71 : None . On motion of Trustee Hickok, seconded by Trustee Mettler, nine (9) building permits for buildings at a total estimated cost of $23,575.00 were ordered granted. Superintendent of Public Utilities Henning was directed to remove the cross -arms from the three -light electroliers in the busi- ness district, about 60 in number, and replace same with single lights. He was also authorized to make certain changes in incor- rect house numbers now existing in various parts of the City. On motion of Trustee Spooner and at the request of Superin- tendent Benning, the Clerkwas directed to advertise for 10,000 pounds of No.6 D.B.l.P. wire for re -wiring primary circuits. It being the concensus of opinion of the Board that the new truck should not leave the City Limits, the Fire Chief was in- structed that it should rot respond to outside calls. R. W. Bentley applied for a reduction in nater rates. The matter was left in the hands of the City Clerk and superintendent.
