The regular meeting of the Board of Trustees of the City of Lodi met on the date above written at 8 o'clock P.M. and on call of the roll Trustees Shattuck, Hale, Hickok, Mettler were present, Trustee Rich absent. The minutes of the regular meeting of April 17+..h and the adjourned regular meeting of April 24th were read and approved upon correction of minor clerical errors. • W.n.Faust representing the Lodi Business Men's Association addressed the Board in the matter of the employment of the Tokay Band for a.series of concerts for the coming summer; the Clerk read aa communication from Mr. John Bauer statin the same facts stated by Mr Faust, namely, that the band wanted $1150.00 for their services of which the City was expected to contribute $800.00. Concerts are proposed to start June 3rd and continue until fall.This matter_was taken under advisement.. Attorney A.L.Levinskey addressed the Board presenting the petition of F. J. Schleef for an ordinance granting him a spur track from the Valley Spring branch of the Southern Pacific Railroad beginning at a point 100 feet west of Cherokee Street and continuing across: -Cherokee Street easterly to lots 1 and 2 in block 42. The petition was received and notice of intention to grant the above franchise was given and ordered published by the adoption of a resolution to that effect, Trustees Hale, Hickok, Mettler and Shattuck voting "Aye", none, "No", Trustee Rich Absent. In the matter of the proposed improvement of Sacramento St- reet, the Clerk reported that he had consulted with Attorney G.M.Steea and that Mr Steele advised that no action be taken at this time but that he was assured that action could be had at the next meeting. W.C.Brown presented a numerously signed agreement from various prop- erty owners on Sacramento Street in which all signers state that they would.be willing to.have the curb line fixed by the lines of existing side walks. A numerous delegation from the territory aff- ected addressed the Board but no action was raken. Dr. S.W.Hopkins, City Health Officer asked and was granted one'weeka leave of absence to attend the G.A.R. encampment at Riverside. _ . W.H.Faust sated that the present garbage situation in the City was satisfactory but that the company now in business was threatened with new competition and if some action was not taken, the City would find that, there being work for but one company, the situation would be the same as last fall. On recommendation of the City Attorney, Trustee Hickok, seconded by Trustee Mettler, moved that the Clerk be authorized to issue a card of endorsement in the name of the Board to the "Sanitary City Scavenger Company" as being weal worthy of patronage. Communications were read from the Salem Evangelical Church asking that the park s_osces in Central Avenue north of:El.m Street be omitted from the improvement and the space paved, and from the Superintendent of Plant of the Pacific Telephone and:Teleg:aph Co. stating that his Company would not cut into the trees on Church St. north of Elm but would attempt to find another way into the City. The matters asked for being beyond the power of the Board in the matter of the rare: spaces, the Clerk was instructed to inform the Church that the natter would be taken up with the contractor. On notion of Trustee Hale, seconded by .Trustee Hickok, the ;minutes of 11ay 1st cont) following appointLents of deputy marshals made by Marshal Christ- eser_ were ordered approved: John Raid, F. Shealor, D.H.Acker, Le Boy Cross, L.H.Rinn, George Lennart, D.N.Whittaker The Superintendent of Public Utilities recommended that the City purchase from the W.S.G. & E. Company a one-half interest in three Boles on Hutchins Street for the sum of $ '; and an motion of trustee Hale, the President and the Clerk were authorized to enter into a contract for the purchase. Motion unanimously carried. Application. of Frank Buell for fire truck driver and of Yrs Eva Cochran for matron at the baths were receiped and ordered fil- ed. il- ed. --- Reports from the Fire Chief anf City Marshal for the past month were read and ordered filed. On motion of Trustee Hale, seconded by Trustee Hickok, bills- amounting to $9,567.73 were allowed and ordered paid. Sever. Building permits were ordered granted for buildings at an estimated cosj: of $39,500.00 Trustee Hale addressed the Board on behalf of the City Rec- order, Mr. H. F. Ellis, stating that the duties of his office were now so onerous and demanded so much of his time that the present salary of -$20.00 per month was entirely inadequate and that he was of the opinion. that Mr Ellis should receive at least $50.00 per month; the Board concurred :lith Mr HaleAs opinion but it ap- pearing that Mr•EYlis salary had boon fixed by ordinance, the natter was referred to,the City Attorney for the preparation of an ordinance to that effect. President of the Board J.W.Shattuck brought up the matter of a new and.`complete building ordinance, stating that it appear- ed to be time lost in consulting ordinances of small cities and suggesting that co es of the building codes of a few large cit- ies be obtained an adapted to the needs of the City of Lodi; City Attorney G.M.Steele stated that the search for a workable ordinance of t - s nature had been pursued for some=months but that the lack o expert arcitectural help and criticism had pr_vcnted a comrleteordinance being prepared.He stated that Mr F.G.Cary was supposed to assist him in the technical details but that to date he had received no assistance.. Superintendent Henning asked the pleasure -of the Board as to the charges to be made the Peppers Fruit Company for sewer correction to their lease on the corner of Oak and Main Streets, this location being on the Railroad Reservation and not provided with se"rs; he was instructed to bill the actual cost,and construct sewer in the manner he thought beat fit. On motion of Trustee Hale the Board adjourned to the hour of 8 o'clock P. M. April 8th.,1922. Attest:- Clerk.
