A special meeting of the Board of Trustees convened on the data above written for consideration of the appointment of a sanitary engineer. the members having been notified of such meeting in time form and manner as by law and ordinance required. The following'members werein attendance: Trustees J. S. Mont- gomery, .O.Hale, J. D. Grose. A. D. Hickok; Trustee Rich abs- ent on account of illness. Ur Clyde F. Smith appeared and his references being satin- -factory both as to training and experience it was moved by Tr- ustee Hickok, seconded by Trustee Crose that Mr Smith be employ- ed by the City as Consulting Sanitary Engineer to design and construct a sewage disposal plant in accordance with the proposal made by him under date of April 3. 1922 as filed in the office of the City Clerk which proposal in words and figures is as fol- lows: - 102 Civil Engineering Building Berkeley, California. April 3, 1922. Board of Trustees. Lodi. Calif. Gentlemen: As assistant engineer of the Bureau of Sanitary Eng- ineering, California State Board of Health. I have become well acquainted with your sewage disposal problem and the suggested remedies. I feel therefore very well qualified to help you to solve this problem. On a separate sheet will be found a record of my education and experience. If an engineer has not already been appointed. I should like to make application for the position of Consulting Sanitary Engineer of the City of Lodi. .LY duties as Consulting Sanitary Engineer would be: (1) To review the whole problem and make definite recom- mendations as to the best solution, with estimate od cost. (2) To design and d.faw up specifications of plat finally agreed upon. (3) To have general supervision of construction of the plant. (4) To have general.supervision of operation of the plant after construction. (5) To act as mediator between the city and possible com- plainants. (6) To confer with the Bureau of Sanitary Engineering as to their requirements and see that the plant as constructed meets these requirements. &v fee for this work would be $25 a day and all expen- ses in the field, with a minimum of $250 per month based on ten working days. The minimum is to be paid from the time the contract is signed until the plant is accepted by the city. All work over ten days per month to be paid for at the daily rate. A working day in the office is to be eight hours and in the field twenty-sfours or fractions thereof. For overhead charges, such as rent, stenograph- ic work, supplies, etc.,there would be an additional charge of $50.00 per month. It would be my intention to co-operate fully with the City Engineer and Superintendent of Public Works and all work pos- sible would be performed by their departments. Such work as surveys inspection, etc. could be done better by them then by anyone else. However, if it is necessary for me to employ additional help, any expense incurred is to be paid by the City. plus 15%. After the plant is built, the supervision of o eyatioa would not require as much time so that the minimum ontin_rdrdet would be materially reduced.
