The aVcurned regular meeting of the Board of Trustees of the
ity of Lodi convened at 9.00 o'clock -?.Y. on the above date as per
adjourt
rnmetaken April 16th. and on call of the roll there were pres-
ent Trustees ;ontxomery, Crose, Hale, Hickok and Rich.
The minutes of the regular .mssting of ADr.l8th. were read
and approved without correction.
This being the day, date and hour set forth in Resolution
' of Intention No.31 for the hearing of protests azainst the work or
improvement described in that resolution, namely the improverent of
T.;ain Street, the Southern Pacific Company and the Southern Pacific
Railroad Company , jointly,by written protest, appeared in objection
to tae proposed improvement of this street for reasons fully set forth
in said written protest, which letter of protest is now filed in the
office of the city clerk with the proceedings taken under the res-
olution of intention above mentioned.
On motion of 'Trustee sale, seconded by Trustee Hickok,
the above protest was overruled by the adoption of the following
resolution: -

improved and the location and charaeterof said proposed work being
described in said Resolution of Intention, which is hereby expressly
refarred to for further particulars, and

for said work made written protest or objections in writing and del-
ivered the same to the Clerk not later then the hor set for hearing
such objaction., to-wlt,-S o'clock P.M. on Monday, t're 25th day of
April, A.D.1921. and

ions the Board of Trustees proceeded to hear the same, and all of said
protests or objections having been heard and duly considered, and said

i_:provecier_t be, and the same are hereby overruled and denied.
RESOLVED, further, that the said board finds that said pro-
tests are made by the owners of less than one-half of the area of
the property to be assessed for said improvaments.

to be done and improvement to be made in said City, which Resol-

as appears from the affidavit of publication in the LODI SENTINEL
made by C.E.Percivsl, nova on file in the office of the City Clerk
of said City of Lodi; and

RESOLVED, that the public interest and convenience require the
work herein described and the -Board of Trustees of the City of
Lodi hereby order the following work to be done and the improve-
ment to be made in said city, to wit: -
That Main Street, In said City, from
the south line of Lockeford Street to
the north line of Locust Street, and
from the south line of Locust Street
to the northline of Elm Street, and
from the south line of Elm Street to
the north line of Pine Street, and
from the south line of Pine Street to
the north line of Oak Street, and
from the south line of Oak Street to
the north line of Walnut Street, and
from the south line of Walnut Street
to the north line of Lodi Avenue BE
IMPROVED:
(1) By grading all portions of said
Main Street upon which work is to
be done and improvement made.
(2) By constructing hydraulic con-
crete curb and gutter along the east
side of the roadway of said Main
Street.
(3) By constructing a gutter fif-
teen (15) inches wide along the west
side of the roadway of said Main
Street, having an hydraulic concrete
foundation four (4) inches thick cov.
ered by an asphaitic concrete wearing
surface one and one-half (1%) inches
thick.
(4) By paying the roadway of said
}lain street between the gutter lines
wtth an asphaltic concrete pavement
consisting of an asphaltic concrete
wearing surface one and one-half
(11,) taches thick laid on an asphal-
tic concrete foundation three (3)
inches thick.
(5) By constructing a sidewalk on
the sidewalk area along the west
side of said Main Street from the
south line of Elm Street to the north
line Pine Street, and from the south
line of Pine Street to the north line
of Oak Street, and from the south line
of Oak Street to the north line of
Walnut Street, consisting of an
asphaltic concrete wearing surface
one and one-half (1%) inches thick
laid on the following foundation. to -
wit: For a strip fifteen (15) inches In
width adjacent to the curb line said
foundation shall be of hydraulic con-
crete four (4) inches thick, and for
the remainder of the sidewalk area
the foundation shalt be of asphaltiz'
concrete three (3) inches thick.
(6) By constructing an hydraulic
concrete sidewalk four (4) inches in
thickness on the sidewalk area along
the east side of said Stain street as
hereinbefore described; said sidewalk
constructed in front of blocks Num-
bered 25, 29 and 30 in said City of
Lodi shall have a width of 5 feet:
and said sidewalk constructed in front
of blocks Numbered 26, 27 and 28 In
said City of Lodi shall have a width
of seven and one -halt (7%) feet.
EXCEPTING, however, from all of
the herein above described work,
such portion as Is required by law to
be kept In order or repair .by any
person or company having railroad
tracks thereon; and excepting also
from all of the herelaabove described
work, any of said work already done
to the official grade.
All of said work shall be done in
accordance with the plans and spe-
cifications heretofore adopted for do-
ing said work and now. on file in the
office of the City Clerk
Excepting,ho.,ever,from all the hereinbefore described work,
such portion as is required by law to be kept in order and repair
by any person or comvany 'raving railroad tracks thereon; and
excepting also fro= all the hereinbefore described Mork any of said
cork already done to the official grade.
All of said work shall be done in accordance with the plans
and specifications heretofore adopted for doing said work and now
on file in the office of the City Clerk, and where certain work
proposed to be done on the respective- streets, avenues and high-
ways aforementioned, is described as being between wertain lines,
it includes the doing of all such work upon the street intersect-
ions and terminations between such lines, unless otherwise shown on
the plans; providing, however, that any duplication in such descript-
ion shall be ignored; and
VHEEHIR AS, said contemplated cork and improvement, in the opinion
of the Board of Trustees, is of more than local or ordinary public
benefit, said board hereby makes the expense of said work or improv-
ement, chargeable upon a district, which district said Board here-
by declares to be the district benefited by said work and improv-
ement, and to be assessed to pa, the test and expenses thereof; which
said district is bounded and described as follows:-
Commencing'at a point where the
west line of Block 24 of the City of
Lodi produced southerly intersects
the north line of Lodi Avenue, and
running thence northerly In a
straight Itne to the northwest corner
of Lot 1. in Block 22; running thence
easterly to the northeast corner of
Lot 2, in Block 30; running thence
southerly to the southeast corner of
Lot 7, In Block 29; thence southerly
to the northeast corner of Lot 1. In
Block 26; thence southerly to the
southeast corner of Lot 12, in Block
26; thence southerly to the northeast
corner of Lot 2, in Block 25; thence
southerly to the southeast corner of
Lot 7, In Block 25; thence westerly in
a straight line to the point of begin-
ning; all as said lots and blocks are
shown on the official map or plat of
said City of Lodi:

Provided, nevertheless, that the streets, avenues and alleys
situate within said district shall be -omitted from any assessment
made or levied for paying the costs and expenses of the above ment-
ioned work and improvement, the said streets, avenues and alleys
belonging to said city, and being in use for the performance of
a public function, to wit, in use as public streets, avenues and
alleys.
And it is further ordered and notice is hereby given, that
serial bonds to represent unpaid assessments, and bear interest at
the rate of seven per cent(7F/o) per annum, will be issued hereunder
in the :canner provided by the Improvement Act of 1915, and Acts
AmeA&atory thereto, the last installment of which bonds shall mature
nine years from the 2nd. day of July, next succeeding nine months
from their date.
The City Clerk is hereby directed to post a notice of said
work, together with plans and specifications therefore, conspic-
uously for five days on or -near the council chamber door, inviting
sealed proposals or bids for doing the work ordered. He is also
directed to'publish three times a notice inviting such proposals
and referring to the specifications posted or on file, in the LODI
SFUNTIHEL, a tri -weekly newspaper published and circulated in said
City of Lo::i, and hereby designated for the purpose, said paper
being the official newspaper of the said City of Lodi.'
The foregoing resolution Ho.131 was thereupon adopted by the
following vote, to -wit:
Ayes, Trustees, Rich, Hickok, Crose, Hale and Montgomery.
Noes, Trustees, None.
Absent, Trustees, None.
This being the date set by motion and stated in advertisement
published for the receivig of bids for water pipe, valves, fittings
and hydrants, the Board proceeded to open and canvass the bids
received; proposals from the following named companies were found
to be in proper order and accompanied by the required deposit: -

Water Works Supply Co.,
U.S.Cast Iron Pipe & Foundry Co.,
fm. P. Horn Co.,
Kennedy Valve Mfg., Co.
Crane Company
American Machinery Co.,
Sacramento Pipe 'works
San Francisco Steel Products Co.,
Central Foundry Company
American Cast Iron Pipe Company.
Owing to the technical nature of the matters involved, it was
decided to postpone action on the above proposals to a later date
such date being set at 1.30 P.L. on April 26-1421
John Thomas Guilfoyle appeared before the board and applied
for permission on behalf of Lodi Post of the American Legion to
hold an exhibition of fire -works at Lawrence Park. Decision in
this matter was postponed to Apr.Uth. in order to consult with
the fire chief.
The a, -.)plication of the Lodi Lumber Company for permission
to run a -spur track to its sheds on Lockeford and Dain Streets
from the Valley Springs branch of the Southern Pacific Company
ryas granted, it being shorn that the entire length of the spur
would be on property of the rail -road company and of the petit-
ioner; permission to be conditional on the company accepting the
insertion of the following clause in the letter granting such
permission, to -wit: rs

At the order of the board, the clerk was instructed to have
the premises at the S.'J.Correr of Lockeford Street and Pleasant
Avenue inspected by the vire Chief as complaint had been filed
that the partly destroyed building thereon is a menace to ptblic
safety.

Petitions praying that the board reconsider and repea ord-
inance No.118, signed with the names of one hundred ar_d t,.*,enty-
nine persons purported to be duly qualified electors of the City
of Lodi were presented and on reading of the sane, they were
referred to the -City Clerk for verification of the signatures
thereto affixed with direction that he file the result of his
findings with the board rithin ten days from the date that the
above petitions were received.

is so similar to the name of Cherokee Lane, which bounds said
City on the East, that confusion open arises therefrom, there-
fore, -
BE IT RESOLVED, that the name of said Cherokee Street, be,
and is hereby, changed to, and shall be hereafter lesignated
and known as, WASHINGTON AVEMME .
The above Resolution No.132 was thereupon adopted by the
following vote, to -wit: -

IM AS, the Board of Trustees of the City of Lodi, did on
the 21st. day of &larch A.D.1921, pass its Resolution of Intent-
ion To. 30, to order certain street cork to be done and improv-
ements to be made in said city, under and in pursuance of the
^Improvement Act of 1911", the names of the streets and high -
w s proposed to be improved and the location and character of
said proposed work being described in said Resolution of Intent-
ion, which is expressly referred to for further paxticulars,and

for said work made written protest or objections in rriting
and delivered same to the Clerk not later than the hour set for
hearing such objection, to -wit; -G o'clock P.M. on 11orday the

After the adoption of the preceeding resolution, Trustee 3ic!:ok,
seconded by Trustee Cross, introduced the following resolution for

RESOLVED, that whereas the Board of Trustees of the City of
Lodi, did on the 21st. day of Yarch A.D.1921, pass its Resolution
of Intention Nc. 3O. -to order the hereinafter described work to
be done and improvement to be made in said City, which Resolution of
Intention eras duly and legally rublished as required by law, as
appears from the affidavit of publication in the NODI SENTINEL,
made by C.E-PERCIVAL, now on file in the office of the City Clerk
of said City of -Lodi; and

posted along the line of said contemplated work and improvement
and in front of all the property liable to be assessed therefore,

personally posted the same, and who, upon the completion of the

The matter of J.Langinini's application for permission to
operate a sca;-anger :wagon in the City ras postponed for one meek.

The consideration of bids on pipe,fittings,:-alves and hyd-
rants was then taken up: ara&rd on pipe,gate-valves Gad fittings was
deferred until :he 5th. inst.
In the matter of fire hy= ants, the board having received
positive information that these could be purchased in the open market
cheaper than at the prices ordered, Trustee Cross introduced the
follov- ng resolution,

Resolved that all bids on fire hydrants be rejected and the
same purchased in the open :market, bidders certified checks to be
returned to the senders.
The above resolution No.137 was thereupon adopted by the fol-

The City Fin ineer ."as instructed to prepare plans and spec-
ifications for the improvement of the following streets:-
Lockeford Street from '.jest Line of S.P.Co. to lest Line of
Pleasant Avenue.
Pleasant Avenue from the Sout^ line of Lockefor& Street to
'-he north Line of Lodi d;-enue.
E.Elm Street from the Eaat Line of '.Bain Street to the hest
Line of Cherokee Lane
Church Street from the north Line of Sturla Street to the
Northerly City Limits.
Trustee Cross addressed the board rega.rUng the separation of
the offices of City M—ershal and Superintendent of Streets owing to the
increasing duties of the oft -ices.
The bill of the Stockton & iokelunne Canal Company for the
Construction of one of the syphons on their canals ::as referred to
the Finance Committee as it :as in excess of the P -mount stated in the
agreement with the company.
On motion of Trustee Rich, seconds& by Trustee aickoh, and
unanimously carried, bills to the amount of $6632.33 having been
approved by the .inane Committee were ordered raid.
