Regular meeting of the Board of Trustees of the City of
Lodi called to order at $.00 o'clock P.2i. and,on call of the roll,
Trustees Croke,Hale, Hickok, Rich and itortcorery were present.
The minute of the regular adjourned :meeting :held on
aonnay the 2St . day of February were read and approved as read. -
Two coc unicatlons.from lar. L.J.Locke, Executive Secret—
ary of the League of California :iunicipalities, regarding pei iirp
bilis in the Assembly of the California legis lature were read. It
was ordered that no action be taken in regard to Assembly Bills Nos.
230 and 231 but in regard to Assembly bill No.227; the clerk was
directed to communicate with the Assemblyman for this district and
also ;Trite the Governor that the board dissaproved of this measure
which would take the power of appointing the City :aarahall out of
t Heir ;iar...s and aaai n make it an elective office . A motion to thin
effect was put by Trustee Croke, seconded by Trustee Hickok and
unanimously carried.
T:.e reports of the City 1arshall and Fire Chief were
submitted, real and ordered filed.

conditions at t._e septic tanks was read and representatives of the
signers• beim; :resent, toe President of :lie board assured them that

complaint would soon be eliminated. - •

BAY OF FEBRUARY, 1921.
WHEREAS, a special election was held on the 15th. day of
February 1921, in accordance with t e provisions and requirements
of Ordinance No.117, of said city, calling, providing for and giv—
ing notice of such election, reference to said ordinance for fur—
tr_er particulars being here made; and
WHEREAS, it tas been determined by a, canvass of the ret—
urns of said election ay the Board of Trustees of said City, made
iior_day, February 21st.1921, and entered upon the minutes of said board,
that at said special election the incurring of a bonded indebt—
edness by said city for all the purposes and to the amounts..stated
in said Ordinance No.117 was authorized by an affirmative vote of
more than two—thirds of all the voters, voting thereat on each of
said purposes, now be it therefore
nESOLVED, by the Board of Trustees of the City of Lodi
as follows:
Section 1. T::at the bonds of the City of Lodi, state
og California, will be issued in accordance with the result o1' the
special election held in said city on the 15th. day of February,
1921, and in compliance with the statutes of the State of California
and the ord finances of said city, to the amount of Two Hundred Thou—
sand Doilars(4200 000.00), for the purposes stated in said Ordin—
ance No.117; that said bonds Shah be called 'Irnprovenent Bonds ,
sda;.l be two hundred in number, of the uenomination of One Thousand
Dollars (41,000) each and shah be numbered consecutively from one •
to two hundred, both incluaive, and scall be payable in nume.,ca1
order conaevutively, con ening with the lowest numbers in t e man—
ner following, that is to say: Five of said bonds each year for
forty :Consecutive years co:I:.anein& ;.[arch 1,1922, and until all of
said bonds snail oe paid.
A: -,of said bonds issued as herein provided shall be of
the fora and ca.racLer r:nown as 'Serials'. Trey =shall be aated
:•arch 1, 1921, shall bear interest at the rate of five and one-fourth
per centum per aurum, payable semi—an ually on the first days of

interest and principal thereof shall be payable in gold coin of the
United States, at tee office of the Treasurer of said city, or, at

For value received, the City of Lodi, a municipal corpor-

of California, hereby acknowledges itself indebted and
promises to pay to the bearer on the first day of aarch,
19_, One Thousand Dollars (4i000.00) with interest t ers-
on at the rate of five and one-fourth per centum per aznuz,
payable semi-anraally,March-lat. and September lat., on
p'r'esentation and surrender of tie coupons hereto attached
as they respectively become due; both principal and int-

Sec. 4. For the purpose of paying the princl_al a.,.d interest

the time' of fixing the general tax7levy provided, levy and collect
for tae fund r,ereinafter provided for, a_7�ually each year, until
said bonds are paid or until there shall be a sum in the treas-
ury of said city, set apatt for t. -.at purpose, sufficient to Iaeet
all sums becoming due for the principal and interest on said bonds,
a tax sufficient to pay the annual interest on said bonds, and also
such part of the principal thereof as srall become, due°before the time
for fixing tre' neat general tax levy. Said tax shai.l be in addition
to all other taxes levied for municipal purposes, and shall be col-
lected at the same time and in the same manner as other municipal
taxes are collected, and as collected she'll forthwith be paid into.

Sec.5. The President of the Board of Trustees and the Treas-

sec.6. The Board •.f Trustees may s ell said bonds at such
times and in such amounts: as it may determine, a.^.d the proceeds arising to
from any such sale shall be placed in the treasury to the credit of
the "Irprovemert Construction Fund", which fund is :.eraby created;
and such proceeds shall be used exclusively for the purposes for which
the bonds were authorized aid issued.

RESOLVED, trat sealed bids for the purchase of improvement
bonds of the City of Lodi, authorized to be issued at an election
:geld in said city on the 15th. day of February, 1921, to the amount
of g200,OOO.00, or so much thereof as ti:e Board of Trustees shall
deem it necessary to dispose of , will be received on 31onday the
21st. day of J:arch, A.D.1921.
Bids spall be addressed to the City Clerk, endorsed °Proposals
for tee Purchase of Bonds", and each proposal shall be accompanied
by a. certified check to the amount of 10lj of the amount bid cond-
itioned tzat the purca:aser will take and pay for any and all bonds
that Hay be sold and awarded to him, otherwise to be forfeited to
and become the: property of the City )f Lodi, provided that no cert-
ified check need f_rnished by the State of California.
The City Clerk is. hereby directed to publish, •for one week,
a notice of such sale in the Lodi Sentinel, a tri -weekly newspaper
of general circulation, published in said City of Lodi. ;,aid notice

that the right to re ect a_W and all bids is reserved by the Board

enter into a contract for transformers submitted by the General -
Electric Company.
The report of City Engineer B.rzelloti coucerring projositiola
-of the Southern Pacific Company in re&pxd to the paving of main
Street ,raeraby tre city, in return for a twelve foot strip along;
t_le east edge of !.ain St. from Ella to Walnut St. , the city would

deemed impracticable, no action was taken.
