RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract
for the above project to Crutchfield Construction Company, of Stockton, in
the amount of $177,000.00 and appropriate funds in accordance with the
recommendation shown below.
BACKGROUND INFORMATION: This project consists of installing a City -furnished Smith & Loveless
sewer pumping station, furnishing and installing a natural gas
electricity backup generator, installing approximately 750 linear feet of
aggregate base road, 390 linear feet of 8 -inch diameter force main,
130 linear feet of chain link fence with gate, and other incidental and related work as shown on the plans
and specifications for the project.
This sewer pump station is designed to serve the area bounded by WID Canal on the north and east,
Kettleman Lane on the south, and Tienda Drive on the west. The pump station also serves Sunwest 12
subdivision which is now served by a smaller temporary sewer pump station. A number of
developments have been approved or are pending approval for this area; all are waiting for the
completion of the sewer pump station. In order to speed up the completion of the pump station, the City
has purchased the Smith & Loveless pre -fab sewer pumping station ahead of time so that the contractor
does not have to wait fourteen weeks for the pump station fabrication and delivery. The contractor for
this project is required to finish the pump station installation portion of work as soon as possible so that
the proposed developments can be served by the pump station. Weather permitting, the pump station
will be operational by the end of February.
Plans and specifications for this project were approved on September 3, 1997. The City received the

This project will ultimately be funded by development fees. The City has already committed $98,000.00
from the Wastewater Development Impact Mitigation Fee Fund.
Several developers/property owners have indicated they will prepay their share of the pump station fees
to fund the project. However, if we wait to formalize these payments, the project will not be completed in
time to serve developments already under construction. Staff will prepare the necessary reimbursement
agreements, seek developer contributions and come back to the Council for approval of the agreements
in early 1998.
Additional funds above the contract amount are requested to cover construction staking, contract
administration, and contingencies.

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE CONTRACT FOR TIENDA DRIVE AT
MILLS AVENUE SANITARY SEWER PUMP STATION
IMPROVEMENTS
WHEREAS, in answer to notice duly published in accordance with law and the order of this City
Council, sealed bids were received and publicly opened on December 3, 1997 at 11:00 a.m., for Tienda
Drive at Mills Avenue Sanitary Sewer Pump Station Improvements, described in the specifications
therefore approved by the City Council on September 3, 1997; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed
with the City Manager as follows:

Avenue Sanitary Sewer Pump Station Improvements, be made to the lowest responsible bidder,
Crutchfield Construction Co., of Stockton, California; and
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the contract
for Tienda Drive at Mills Avenue Sanitary Sewer Pump Station Improvements, be made to the lowest
responsible bidder, Crutchfield Construction Co., of Stockton, California in the amount of $177,000.00.
