Monday, November 13, 193',.
he City Council of the City of Lodi met in regulate
session at 3:00 o'clock P.M. of _ cnday, november 15, 19.37.
Co..ncilmen, Clark, Graffizna, Spooner, ,.e=he and Steele present,
none absent.
The minutes of the last regular meeting held november 1,
1937 were read, approved as read and so Indorsedby the thayor.
Mr. =..arvel =utnam addressed the Co;;:ncil in retard
to decorating streets in the business portion of the City for the
Chirstmas ::olidays, presenting a letter of approval from the
Lodi Business Hen's Association. Cn motion of Councilman Spooner
seconded by Coi:ncilman Gra.firna, the sum of ,100.00 was allowed
to pay for the decoration of the streets in accordance with :.r.
9utr:am's croposal.
Mr. E. F. Flem-ming,Jr., Assistant Treasurer of the
Electric - cne and Farr.: Authority addressed the Council in retard
to the federal plan for financing the purchases of electrical
apparatus and presented a tentative form of contract to be
entered into between the Authority and the City. On motion of
Councilman =+eihe, seconded by Councilman Graffi=na, Resolution
No. 932 was introduced and finally gassed and adopted by the
assenting votes of all ;embers cf the City Council.

W7EHEAS, in order tc increase sales of electric ererzy
it is advisable to assist local dealers in the firancir_r of sales
of electric apparatus, and;
':i2EREAS, an a-reement with the Electric Federal home
and Farm Authority would furnish a reasonable method for such
f in.-.ncinz;
3E IT RESOLVED, that this City enter into an agreement
with the said Electric tome and ='arm Authority, a copy of which
agreement is annexed hereto and rade part hereof and the "payor
is hereby authorized and directed to execute said a: ee tent
for and cn behalf of this City.
r. F. J. De Andries of the State Commission of
Immigration and Housing addressed the Council in regard to the
necessity of some law irforcing authority in the City that would
take care of infractions of the State Housing Law.
Yr. David Gray being in attendance his application.
Lo. 1329 for permission to erect a sales room within the fire
zone was brought up and after some discussion denied on notion
of Councilman Oraffigna, seconded by Councilman Spooner,
Councilman Clark voting no.
In the matter of the attempted annexation of a tract
cf land called "Beckman Addition" the clerk filed a report on
the election held November 2, 1937 in that district and on
motion of Councilman sra:fi . a, seconded by Councilman :Veihe
and passed by the unanimous vote of the Council, Resolution
+o. 933 was adc::ted.

1EAS, a special annexation election, was held and
ecrducted within the territory hereinafter described upon the
question h eregfter stated on 'Tuesday, the 2nd day of Iiovember,
1937 in accordance with proceedings duly and regularly had
before this City Co-ncil and after due ±ublication of notices
thereof as is evidenced by affidavits of publication on
file and cf _ scord with the City Clerk of� this City, all in
accordance with the "Annexation Act of 1913" and ar.+er_dmerts
thereto. The territory mentioned herein and desi^:ated
"3=.1-.:1:1.; .-=Di MCI:" for the lrposes hereof is particularly
rounded and deocribed as follows:
all of the lands included within the exterior bound-
aries of that certain tract of land desi;-nated on a
certain Wap or --!at entitled "ILA OF B=C: Sr1?'S SUB-
DIvISICIv Cr A ?CdTIC1; O T-7, SW �K OF SECTIC ; 12, T31:

record February 11, 1392, in the office of the County
iecorder of San Joaquin Co nty, California.
The question so submitted at said election was as follows:
"Shall "3ecYcnar. Addition" be annexed to, incorporated in and
made a part of the City of Lodi and the property therein be
after such annexation subject to taxation equally with the
property within such municipal corcoration to pay that portion
of the bcnded indebtedness of the City of Lodi issued and
outstanding at the date of the filing of the petition_ for
annexation, to -wit: issued and outstandinz on the loth day
of August, 1-37";
this City Council has this evening canvassed
the votes cast at said election and as a result of such canvass
hereby find;, determines, and declares that the whole number
of votes cast thereat in said district was Thirty -ore (31),
that Thirteen (13) votes were cast for the proposal and in
favor o: annexation to the'City of Lodi and that Eighteen (18)
votes were cast against the proposal and against annexation
to the City of Lcdi and that said -p_roposal failed to obtain a
majority of the votes cast at said election and that therefore
the voters in said district decided acainst annexation to the
City of Lodi. A copy of this resolution shall be spread in
full on the minutes of this reetins.7.
Transfer of certain mcneys from funds in the City
Treasury to Cer.= ral 2 and was authorized by the adcption of
resolution 1-c. 934.

A petition for the installation of lights on the
300 block of 'lora Street was referred to the City _-_i-neer
to, -ether with a proposal for the installation of lighting
standards on Lorth Rose °trset and West Locust Street, tae

fixtures.
Claims in themount of X10,543.17 as approved

.'Mayor Steele at this time stated that he desired
to make a test of the effectiveness of maintaining a city
wood rile for transient beggars and on motion of himself,
seconded by Council an ,ei_:e, the sum of 4=75.00 was
appropriated to try the e:c_ ire =ent.
The Cit:>_neer, Clinton_ rennin`, asked that he
be allowed srace inthebasement for stora?e of soil samples.

esti-atesVof the cost of the building to be erected in the
uuniciral Corroration `ward for the storage of city property.
The Council on advise of attorney decided that it
was necessary to appoint a relief driver in the :ire "epart=ert,
but the a_..ointment was withheld until Councilman Graffigna,
Chairman of the Comm. ttee of public -ealth and Safety,
ccald retort back to the board on the best ::ethod such a
relief driver could be em;loved.
Cn motion of Councilman ',Veihe, seconded by Council-
