Monday, November 1, 1937
The Cit.4- of the City of Lodi met in regular
session at 9:00 o�cloc': P.M. of Monday, November 1, 1937.
Cc::ncilmen Clark, Graffiti a, Weihe, Spooner and Steele present,
none absent.
The minutes of the last regular meeting of October
18, 1937 were read, approved as read and so indorsed b; the
Mayor.
Several bidders being in attendance, and the
Clerk reporting due publication of Notice to Bidders for
the purchase of power factor correcting apparatus, the Mayor
directed that the bids be prcyerly opened and tabulated.
Proposals were received from the Electric Machinery Manufacturing
Corporation, the General electric Company, the Westinghouse
Electric and Manufacturing Company and the George 1 Hohn
Company, all of .:.an Francisco. On account of the complexity
of the proposals, all bids received were referred to Mr. J.A.
H ennine, Suceri_ntenden_t of Public Utilities, for a report
to be rendered later in the evening.
The report of the Chief of : olice for the month
of 'ctober and likewise that of the City Poundmaster for the
same period were received, read and ordered filed.
A letter from the Sank of America complaining
about the condition of the curbing on the 'outh side of -
their building was ordered referred to the City Engineer.
In the matter of the opening of Tokay Street and
South Church Street, Resclution No. 931 was introduced on
motion of Councilman Graffirna, seconded by Councilman:
Spooner and read at length by the Clerk.

STREETS.
WHEREAS, this City Council deems it to be for the
best interests of the City of Lodi, that Tokay Street be
opened and improved from the west line of Stockton Street
to the proected west line of South_ Pleasant Avenue and
that South Church Street be opened and improved from its
present termination at the south line of Sturla Street to
the Kettlemen-Terminous Road (South City Limit); and,
WHEREAS, both of said Streets are designated and
approved by the Department of := ublic •'orks of the State of
California as "Major Streets" upon which it is lawful to
expend this City(s allocation of _asolirie taxes:
3E IT RESOLVED, that this City Council hereby
approves an ap.lication to the Department of Public Works,
Division of Hithways, of this State for the ex endit re of
the amounts necessary to acquire rights of way, improve the
traveled way of seid streets when opened and do such other
things as may be necessary to open said streets as public
highways, including the plans and specifications therefore,
all as set forth in the application numbered "Project
Statement No. 2" attached hereto and Lade part hereof,
The Mayor shall sign aaid statement in evidence of this
approval and the City Clerk shall attest his signature and
affix the seal of the City in the .wanner provided by law.

and adopted by the following vote:

"emir-„ reported at this time that he would recommend that
all rids received for power factor correction be rejected.
This was dere on motion_ of councilman '.'.'eihe, seconded by
Councilman GraffiSna, wit: the addition that the City
elected to purchase tae equipment as desired in the open
market. :notion carried by unanimous vote of the Council.
Business Licenses No. 3537 to and including No.
3539 were ordered granted.
Claims :1-o. 30236 to and includin-- No. 30381 in
the total a:.o :nt of w23,435.66 as ap;zroved-by the Finance
Co=ittee were allowed and ordered paid on motion of
Courciiman Clark, seconded by Co--z^:cil-.an '.etre.
Several salesmen_ being in attendance, the Cc;Lncil
discussed the matter of the Fire Chief's application for the
Purchase of additional firs rose and at the direction of the
jdayor,
the matter was referred to the Cori ittee on Public
Health and Safety. Later in the evening on motion of .Y:ayor
Steele, seconded by Ccuncila-an Spooner it was authorized
that the City purchase $500.00 of 22 inch fire hose at the
best figure available, such. purchase to be made by the
Coymmittee on Public Health. and Safety.
The Clerk reported that '+:r. L. T. ='.'ason desired
to tap the lake water line oposite the past entrance to
the l -,e and the =atter was ordered referred to the Co=ittee
on °ublic utilities.
Sixteen building permits No. 1804 to and including
1320 with the exception of Do. 1813 were allowed and ordered
=ranted. The total value of the structures so applied for
to be constructed bei z X5,725.
iY�ayor Stesle asked that so:se action be tarn as
soon as possible in regard to filling the tree space around
the Fedecal Building with concrete. Cn motion of Councilman
sraffi_na, seconded by tiouncilman '.eche, the City Council
then adjourned out of resect to the memory of the late
Charles A. Black, ex -councilman and ex -mayor of this City.
