Monday, July 26, 1937
Pursuant to the adjournment taken from the regular meeting
of July 19, 1937, the City Council met in adjourned regular session at 8:00 _
o'clock P.M. of Monday. July 26. 1937. Councilmen Clark, Graffigna,
Spooner, Weihe and Steele present, none absent.
No persons appearing the order of public hearings was passed
and the Council proceeded to hear communications.
The Clerk read a letter dated July 10, 1937 from the State
Board of T-qualization notifying the Council that it would be informed
of all applications pending before the Board for liquor licenses and
on motion of Mayor Steele, seconded by Councilman Graffigna the Clerk was
directed to answer the letter and furnish the information requested therein.
On motion of Councilman Spooner. seconded by Councilman Welhe
Resolution No. 925 was introduced. read by the Clerk and considered by the
Council.
RESOLUTION NO. 925
W-F—ERV3, Section 9-b of Chapter 362, Statutes of 1935 require
that all moneys received from the State of California from license fees
collected on motor vehicles be deposited in a special fund. said moneys
to be expended only for the purposes set forth in said section;
BE IT RESOLVED, that the City Treasurer be, and he is hereby
directed to set up in his accounts, a "special fund" to be designated
"In Lieu Tax Fund" and said City Treasurer shall deposit all moneys _
received from the State of California under the provisions of said section,
therein. Moneys accruing in said fund shall be transferred to the General
end only on resolution of this City Council, cibich resolution shall
specifically state and enumerate the items to be paid and that said transfer
is made to reimburse said General Fund for expenditures made in accordance
with said section.
The foregoing Resolution No. 925 was then padsed and adopted
by the following vote:
ATT- Councilmen. Spooner;.-7eI#e,.Clark, Graffigne. and Steele
NO'S: Councilmen. None.
ABSENT: Councilmen, None.
In the matter. of the infozmal application of C. Denevi living
outside of the city for permission to connect with the city sewer. the Council
decided that no more outside sewer connections would be granted until the
newly annexed subdivisions have been given service.
The clerk read a letter from the Division of Highways in regard
to the care of 26 pin oak trees planted along the highways now located in
the City in which the Coami.ssion stated that it could no longer take care of
these trees. The Clerk was directed to write a letter to the engineer in
charge abating that the Council supposed that the care of these trees were
included in existing maintenance agreements. The Clerk was also directed
to get an estimate of the cost of having elm trees sprayed which were
attached by the Elm Leaf Beetle.
Mr. Don A. Clark applied by letter for the position of Building
Inspector. The application was laid over for further consideration.
Resolution No. 926 was introduced on motion of Councilman
Clerk, seconded by Councilman Graffigna, read by the clerk and considered
by the Council.

IRMSCLUTICN OF AWARD : LEGAL PUBLICATIONS
SAS, this City Council has heretofore adopted specifications
for the publication of legal notices required by law to be published in a
newspaper of general circulation printed and published in this City;
AND WHEREAS, as directed by the City Council, the City Clerk has
had published, a notice inviting sealed proposals for said publication to
be received, opened and publicly declared on the 6th day of July, 1937, as
more fully appears from the affidavit of D. B. Rinfret now on file with
the City Clerk;
AND, MEREAS, in accordance with said notice, the following sealed
proposals have been submitted; to -wit,
The proposal of TM LODI TIVES, bidding 300 per column
inch for first publication, 240 per column inch for the
next three (3) publications and 180 per column inch for
each publication thereafter.
The proposal of = LODI XM*SMrMT!M, bidding 4" per
column inch for first publication, 200 per colrmmn inch
for next five (5) publications and 150 per column inch
for all publications in excess of six (6) publications;
NOW THMI— ORE, this City Council having publicly opened and
considered the bids aforesaid, finds that the proposal of THE LODI TIE,.T+S.
to be the lowest and best proposal received and hereby awards the contract
for said publication to the said newspaper at the price named in its proposal
and hereby rejects all and any other bids or proposals received.
The foregoing Resolution No. 926 was then passed and adopted
by the following vote:
AYES: Councilmen, Clark, Graffigna, Spooner, V4ihe and Steele
NOES: Councilmen, None.
ABSV"Ir: Councilmen, None.
The Council then proceeded to the consideration of recommendations
for public improvements as submitted by the City Engineer and at the direction
of the tkyor, the City Engineer was asked to arrange the proposed projects
in the order of their immediate necessity.
No further business appearing and on motion of Mayor Steele,
seconded by Councilman Graffigna, the City Council adjourned.
