June 7, 1937
The City Council of the City of Lodi set in regular session at
8:00 o'clock P.T1. on B'onday, Tune 7, 1937. Councilmen, Clark, Craffi? a, —
Spooner, Ila -the ani Steele present, none absent.
The minutes of the last regular meeting held Liey 17, 1937 stere
read, approved as read and so indorsed by the Kayor.
Public Hearings: Lir. H. J. Tolliver, representing a comrittee
from the Lodi Business ',?en's Association, addressed the Council in regard
to better street lights in the business district and asked that the 14eyor
appoint a committee to cooperate with a similar corrsittee from the Association
to work toward this end. The +mayor appointed lir. J. A. Henning, Lur. 3. F.
3raffigna, and ".•:r. Otto A. ',7eihe as a special committee of the City Council
to so meet and to inaesti?ate the feasibility and costs of making the
additions proposed.
The report of the Chief of Police for the month of 1 -ay and that
of the Poundraster for the same period were received, read and ordered filed.
The Clerk presented Decision No. 29826 of the Railroad commission
of the State of California in the matter of the application of the Central
California Taction Company for authority to construct a spur track at
grade across Tokay Street and South Lain Street. The decision was ordered
filed.
The report of A. F. Harrison, C.P.A., employed by the Council
as a special auditor covering the fiscal year July 1, 1934 to June 30,
1935 and for the year July 1, 1935 to June 30, 1936 was received and ordered
filed. Cn notion o: Councilmen Spooner, seconded by Councilmen :;eihe,
:�. Harrison was re-emaloged to audit the City's accounts for the fiscal
year July 1, 1936 to Tune 30, 1937 at a fee of $450.00, thus bringing the
audit of the City's accounts up to date.
A petition was presented from owners of real property bordering
on the alley in Block 7 of the Loran-Hardel Tract, asking that the Southerly
110 feet of this alley be opened so that it would reach De Force Avenue.
The petition was ordered referred to the Clerk to investigate -the cost and
method of pro -rating the costs for report to the Council at its nest
meeting.
Applications for Business Licenses #8467 to and including #8474
were ordered granted with exception of Application ;8469 which was ordered
referred to the chief of Police for his recommendation. In the matter of
Application No. 8470 for a restaurant license at 145 North Sacramento
Street, Covncilnan �7eihe called attention to the fact that dancing was
beim conducted with the sale of beer and wine on these nremises.
The Clerk read legislative bulletins 14 and 15 from the League
of California i.unicipalities.
In the matter of taxes now alien against the property of Jules
Perrin and tEry Ann Perrin, his wife in Block 29 of the original City of
Lodi, Resolution `jos. 917 and 918 were introduced on motion of Councilman
;raffi.gna, seconded by Councilman ",eihe, read by the Clerk and considered
by the Council.

Resolved by the City Council of the City of Lodi that all taxes
and penalties assessed against 'Lots 3 and 4 in Block 29, excepting therefrom
the :Westerly 2� feet of Lot 3" as said lots and blocks are delineated and
so designated on the official map of this City be and the sane are hereby
ordered cancelled inasmuch as said lots are now the property of this City.
The City Clark will credit the Tax Collector vrith the amounts of
the taxes ena penalties so cancelled.

The foregoing Resolution :io. 917 was then passed and adopted by
the following vote:

TTE:M43, the City of Lodi did, by deed recorded :ioveraber 12,
1936, purchase from Tules rerrin and Lary Ann Perrin, his wife, the
follo::zng parcels of land particularly described as follows:-
CIT`_ 0± LCI - Lots 3 & 4, B1k 29
Ex W 24 Ft of Lot 3.
and,
WE -21,21-13, the lien for county taxes levied and assessed as of the
first Monday, of :=arch, 1936 against such property amounted to Twenty Two
and thirty-three one hurdreths ($22.33) Dollars including penalties for
delinquencies, and,
':FERUS, said lands now being the property of this City and not
subject to sale fo- delinquent taxes;
' BE IT RES01:7ED, that the i-ayor of t his City be, and he is hereby
authorized and directed, to petition the Board of Supervisors (by and with
the consent of the District Attorney) to cancel said tax in the amount of
Twenty Txo and thirty-three one hundreths ($22.33) Dollars in accordance
with Section 3804-a of the Political Code of this State.
The foregoing RResolution No. 918 was then pasoed and adopted by
the following vote:
Ayes: Councilmen, Sraffigna, ::eche, Clark, S-pooner and Steele
Noes: Counci?^ea, None.
Absent: Councillnen, lone.
mile Clerk presented a copy of Resolution :+o. 3 of the City
Plannira Co.^nission transmitting the tentative zoning ordinance and the
map accompanying the sane. This resolution stated that the legal hearings
necessary had been had and that the ordinance and map in their amended form
were now placed ^•ith the City council for such ection as might be necessary
before their final adoption. On motion. of Councilman 3raffigna, seconded
by Councilman lfeihe, the hour of 8:00 o'clock PAL of June 21, 1937 was set
as the date for hearing of any protests or applications for charges in
zoning boundaries. Lotion carried.
10 applications for building permits #1710 to and including #1719
for structures to cost $36,725. were allmered and ordered granted. In the
matter of the boundaries of the City property leading to -Lodi Lake Perk,
the Clerk was instructed to ascertain if the portions of the old highway
ad'oining the City's property had been formally abandoned by the state and
also if the state 'mould oil the shoulders along the new highway so as to
out down the dust nuisance.
The Clerk was directed to notify the Chief of the Fire Department
that he should select official numbers for districts in the new annexations
so that proper asps might be prepared by the City Ehgineer's Office.

On motion of ilayor Steele, seconded by Councilran Spooner, the City
Attorney was directed to write to the persons conducting mining operations
along the tackeiumne River, that this City Council desires them to refrain
from dumping debris in the D:okelu.ne Fiver during the su.�er. months. Carried
by unanimous vote.
Claims No. 29101 to and including No. 29316 in the total asou^
of x37,509.13 were allowed and ordered grarite . r 4-^--')
Cr. motion. of Uayor Steele, seconded by Councilmmn Spooner, the 'City
7-'--nineer was directed to cooperate vrith the U. S. G. S. in moving the present
weather bureau station to a more suitable and more protected site, preferably
near the Armory and at the i-ortheast corner of the present softball court.
On motion of Councilman '7eihe, and carried unanimously, the Board
then adjcurhed to arc'. until the day and hour of its next regular =eeting.
