?his regular meeting of the City Council of the City of Lodi
was called to order at 8:00 o'clock PX. of Lfonday, iiay 3, 1937.
Councilmen Clark, Graffigna, Spooner and Weihe, present, Uayor Steele
absent. On motion of CounciLen Spooner, seconded by Councilman Graffigna
Councilmen Weihe was chosen 14ayor protein and opened the meeting.
The minutes of the regular meeting of April 19th and those of
the adjourned regular meeting of April 20, 1937 were read, approved as
read and so indorsed by the Uayor.
Pio persons appearing at this time the order of public hearings
was passed and the Council proc4eded to the opening and canvassing of
proposals received for the furnishing of voltage regulators. The Clerk
reported due publication of the Notice and that three proposals had been
received from the folloaina_, firms: General Electric Company, :"estinghouse
Electric L_anufacturing Corporation and vallis -Chalmers Uanufacturing Company.
At the direction of the L:a7or all proposals received were referred to LS.
J. A. Henning, Superintendent of Public Utilities for study and report to
the Council at its next regular meeting .
Applications for business licenses Nos. 8446 to and including #8452
were allowed and licenses ordered issued.
The report of the Chief of Police for the month of April and that
of the City Foundmaster for the same period were received, read and ordered
filed.
A communication was received from Anthony Panetta of San Rafael
in regard to the condition of street trees in the City of Lodi. No action
taken.
Application for a Works Progress administration project to
construct curbs and ,-utters on Louie Avenue and a portion of Pleasant
Avenue was authorized by the adoption of Resolution No. 910.
!MSOLUT_ION NO. 910
'NHEREAS, public convenience and necessity require that the following
work be performed in and for this City, to -wit:
The installation of concrete curbs and gutters and the
grading and oiling of the traveled roadway on Louie
Avenue from Church Street to Lincoln Street and on
Pleasant Avenue from Louie Avenue to its northerly
termination;
AND, %"!".REAS, the owners of real property facing said portions
of Louie Avenue and Pleasant Avenue have guaranteed to pay for the cost
of the materials necessary to construct said curbs and gutters. and,
S9PT�F-..AS, the cost of the City's part of this vrork will be in
excess of funds available and no amount kms been provided in the annual
budget to accomplish this purpose without supplimeatary assistance;
By IT RESOLVED, that application be made to the Federal Emergency
Relief Administration of Public -.orks for the assistance necessary to do
the work centemplated;

and J. F. BL;,S.'_% City Clerk thereof, be, and they are hereby authorized
and directed to approve and sign said application in the name of this City
as sponsor of this project, said !ayor and City Clerk to act as "Sponsor's
Agent" and "Fiscal Cfficer^ respectively.

The foregoing Resolution No. 910 was then passed and adopted by
the following vote:
Ayes: Councilmen, Graffigna, Clark, Spooner and Weihe
Noes: Councilmen, None.
Absent: Councilnan, Steele
The Clerk read bulletins furnished by the California Linicipal
Association on proposed legislation.

was brought up for final passage on motion of Councilman Graffigna, seconded
by Councilman Spooner, second reading omitted and finally passed, adopted
and ordered to print by the following vote:
Ayes: Councilmen, Graffigna, Spooner, Clark and Weihe
Noss: Councilmen, None.
Absent:Councilnan, Steele.

Seven building permits for structures to cost $14,400 - Mos.
1691 to and izcluaing 'To. 1699 were allowed and ordered ,granted.
Claims No. 26922 to and including No. 290?0 with the exception
of Claim No. 29035 in the total amount of $21,136.42 were allowed and ordered
granted on motion of Councilman Graffigna, seconded by Councilman Spooner.
Resolution No. 912 was introduced on motion of Councilman Graffigna
seconded by Councilman Clark.
RESCLIT'"ION NO. 912 - A
IFSF.AS, this City Council has firmly committed itself to the doing
of the following work and improvement and to the acquisition of the lands
necessary therefore, to -wit:
The opening of South Church Street from its present southerly
termination to the Kettleman Lane -Terminous Road, and the
opening add widening of Tokay Street from the '.;est line of
Stockton Avenue to the Nest line of South Church extended.
NOV, TMREFORE S IT RESOLVED, that this City Council proceed
itmediately to acquire the proporty necessary to perform said work and
improvement either by direct purchase, or by condemnation proceedings
regularly undertaken under appropriate acts of the Legislature and also
to i;;.prove said portions of said streets as may be necessary to out then
in good and transverable condition.
The City F4gineer, the City Attorney and the City Clerk are hereby
authorized, empowered and directed to make the nedessary plans, surveys
and estimates and to subrAt rec�:endations to this City Council as to the
best methods to be a opted to accomplish the purposes hereof;

they are hereby authorized, and directed to hake application to the Oepart-
=ent of Public forks of the State of California for authority to expend
funds accunimilated from gasoline tax apportionments to pay the cost and
expense of such portions of said work and improvement as may be law-
fullp an thereto. �._.
The foregoing Resolution No. 912 was then passed and adopted
by the following vote:
Ayes: Councilmen, Craffigna, Clark, Spponer and S+eihe
Noes: Council:ren, None.
Absent: Councilman, Steele.
