This City Council hereby declares said proposal to be the lowest and best proposal received. Cn the recor--en-ation of the City Engineer and on motion of Councilman Sraffigna, seconded by Councilman :deihe, the City Clerk was authorized to contract with the County of San Joaeuin for use of a road oiler ® 5.50 per hour. Kr. Sidney Halsey of the Lodi Union ria$ School Band and Orchestra appeared before the Council at this time and asked that provision be made for the annual series of band concerts. On motion of Councilman Weihe, seconded b,r Council --,an Clark, the sum of y300.00 �a s appropriated in the budget was assured to L:r. Halsey for this rurpose.
