The City Council of the City of Lodi met in regular meeting at 8-00 o'clock Y."?. of t�onday, ''-.arch 1, 1937, Councilmen Clsr}c, +9eiae, 3reffi¢na, _ Spooner and Steele, present; none absent. The minutes o' the last regular meeting held Febru".ry 15, 1937 were read, approved as read and so indorsed by the bleyor. Ur. R. Fena appeared before the City Council in regard to the placing of concrete curbs and gutters on Pleasant Avenue South of Lodi Avenue statin¢ that there appeared to be an encroachment on his property. This matter was referred to the City Err.inser and Councilman Graffigna at the order of the 1%Fror. Mr, H. 1. Ecker, 325 Enst Pine Street, Stockton, addressed the Council in rezgrds to the erection of a building on the island at Lake Park for the use of the Sea Scouts. At the direction of 11eyor Steele, 1LT. Ec'lm r was told that the City would zive full cooperation if and when a troop of Sea Scout4 was regularly orl-anized. A petition for the installation of concrete curbs end gutters on both sides of Lincoln Avenue between Daisy Avenue and Louie Avenue was received and read by the Clerk. On motion of Councilman Spoor, r, seconded by Councilman Neihe, Resolution No. 885 ams introduced, reed and considered by the Council. Resolution No. 885 %:�AILS, public convenience and necessity require that the following work be performed in and upon certain portions of Lincoln Avenue being those portions of said Avenue lying between Daisy Avenue and Louie Avenue, such work to consist of the installation of concrete curbing and gutters, the grading of the traveled way of said portions of said Avenue and levelling of the sidewalk spaces adjacent to the curb lines in preparation for the laying of sidewalks; IEMF ,S, the cost of this work is in excess of the funds available and no amount thereof has been provided in the annual budget edecuate to accomplish this purpose without supplimentery assistance; 33 IT RESCL�J, that application be made to the Federal Emergency Relief Administration of Public Works for the assistance necessary to do tie work contemplated; BE IT ALSO RESOL70, that G. L4. Steele, Mayor of this City and Z. F. Blakely, City Clerk thereof be, and they are hereby authorized and directed to approve and sign said application in the name of this City as sponsor of this project, said Mayor and said City Clerk to act as "Sponsor's Agsmt" and "'Fiscal Officer" respectively. The foregoing Resolution No. 885 was then passed and adopted by the following vote - Ayes: Councilmen, Spooner, :9eihe, Clark, Graffigna, and Steele `lope: Councilmen, None. Absent; CounciLmen, None. Applications for business licenses Nos. 386 to and including 397 inclusive were approved and ordered granted on motion of Councilman Spooner, seconded by Councilmen Weihe. _ The report of the City Youndmaster for the month of February was received, read and ordered filed. 418 COUNCIL CHAMBERS • -CITY COUNCIL CITY HALL -- CITY OF LODI In the matter of the dangerous condition of the building owned by the Capital Comnsny on the Southeast corner of Locust Street and School Street the Clerk rend a report submitted to him by the Acting City Engineer and on motion of Coun^_ilmen Snooper, seconded by Councilman Weihe the _ City Attorney was directed to tale any action he might deem necessary. The City Clerk reported that he had received a promise from Mr. G. 'T. ^.aylord, Superintendent of the Southern Pacific, that his company would repair the trscks on Lockeford Street as soon as possible. Counci>man Craafigna reported that the Company had dumped some oiled rock slona the tracks, but it appeared to him that they had left the tracks in a worse condition than before. Mr. A. L. Amstrong who was Dresent stated that the work was only tem^orary and that the company was preparing estimates for the Droner reconstruction of the pavement. On notion of Councilman Spooner, seconded by Councilman ,':eihe Mr. Tohn A. Henning was directed to attend the meeting of the California Public Utilities Association to be held in See emento on March 5_1937. 13 building permits for structures to cost W,0'75.00 were granted on motion of Councilman Spooner, seconded by Councilman Weihs. Conforming to the provisions of Ordinances #230 and #231, the followinv_ resolutions were introduced on motion of Councilman ripooner, seconded by Councilman Weihe, read and considered by the Council. California, that CLINTCN TIMING be and he is hereby appointed to the office of City Engineer of the City of Lodi for a term ending on the 31st day of December, 1937, and that he shall become such City Engineer for said term upon qualifying as provided by Ordinance No. 230. The fo-regoing Resolution No. 886 was then passed and adopted by the following vote: Ave s: Councilmen, Spooner, Weihe, Clerk, Graffigna and Steele Noes; Councilmen, None. Absent; Councilmen, None. 7Lw3OLU T ION LAO. 887 'ST IT RESfLVr_D, By the City Council of the City of Lodi, California, that GL?^Ri 77 -ST be and he is hereby appointed to the office of City Attorney of the City of Lodi for a term ending on the 31st day of Deceirber, 1937, and that he shall become such City Attorney for said term upon aralifying as provided by Ordinance No. 231. The foregoing Resolution No. 887 was then passed and adopted by the following vote ; Ave 9: Councilmen, Spooner, Weihe, Clark, Graffigne and Steels Noes: Councilman, None. Absent: Councilren, None. On motion of Lleyor Steele, seconded by Councilman Clark, it was directed that all City Employees receiving regilar s_l.eries or wages be maid once a month. Lotion cerried. Wti.S served this City from the date of its incorrorstion to 1930 as a City Councilman and as Leyor of this City, devoting twenty-four years of his life to civic betterment end retiring voluntarily in 1930, having accomnlished much in the making of this City beautiful and prosperous; and, ,V?—,T_7AS. it has been the policy of Cities to honor those who have been outs`andina in their communities by naming parks, playgrounds, or buildings in their honor; now therefore, BE IT P.SS(7L•.'Hfl, that the mark first herein mentioned be and the same is hereby named 'n--= PAox" and shall hereafter be designated by this name in honor bf !:s. Henning the automobile ello mnces given tlr. Robert McLane, and ;.:r. Clifford Setzert were increased to 7� a mile effective March 1, 1937 on account of t`:e extreordinary uses to which their automobiles were put. On motion of Counci'-man Weihe, seconded by Councilman Spooner the Council decided to proceed with the construction of the rest rooms in Hale Park as the project had been approved by the Works Progress Administration. At the direction o" the Layor, the ClE)rk Was directed to write to the Diz-:cion of Highways in regard to the purchase of road oiling e(ruipment or the rental of the same, of a sufficient capacity to take care of the earth streets of the City. Claims #28477 to and including #28585 with the exception of claim Zto. 28479 in the total amount of 07,071.47 were allowed ani ordered granted on motion of Councilman Spooner, seconded by Councilman Graffigna. In the ^attar of the application of 1Ts. C. -. Suess to move in an old dwelling on the premises at 704 South Central Avenue, permission was ordered granted with the rrovisio that the dwelling be remodeled and repainted, The enplication of 71. P. Lancaster for the abandonment of a 10 foot 81187 between Church and Plessant Avenue was denied. In the matter of the opening of en elley through Block 13 of the Lodi Barnhart Trams E's. Glenn "re_, stated t'at :e believed it nossible to settle with the holdou!_ own -r4 w4thout legal rroceedings.
