CITY HALL -- CITY OF LODI
Yonday, October 19, 1936.
The City Council of the City of Lodi met in regular meeting at
8:00 o'clock r.:1., Yonday, October 19, 1936; Councilmen Clark, Graffigna,
Spooner and Weihe present, Mayor Steele absent. In the absence of the
R:ayor and on motion of Councilman Spooner, seconded by Councilman Graffigna,
CounciL�an Clark was elected Mayor protein and opened the meeting.
The minutes of the last regular meeting held Monday, October 5, 1936
were read, approved as read and so indorsed by the Mayor.
The Clerk reported that Mr. M. R. Channell had completed inspection
for fire prevention at all the public and private schools in the City and
had also covered most of the business district and was now proceeding to
inspect residential hazards.
light building permits for structures and alterations to cost
$$19,910.00 were allowed and ordered granted.
The approval of several Works Progress Administration projects
was ordered by the adoption of Resolution No. 860.
RESOLUTION NO. 860
RESOLVM), by the City Council of the City of Lodi, County of
San Joaquin, State of California:
That 1. *r.. ST'EMPLE, Mayor of said City of Lodi, be, and he is
hereby authorized and directed to make application to the Works Progress
Administration for approval of the projects hereinafter mentioned, and that
T. F. SLARvrLY, City Clerk of this City be, and he is herein authorized and
directed to certify to such papers as may be necessary to put such projects
into operation, said Mayor and said City Clerk to act as Sponsor's Agent
and Fiscal Officer, respectively;
The projects for which application is herein authorized are
as follows: -
The grading of the roadway of the following named portions of
streets and avenues in the City of Lodi, the treatment thereof
with an asphaltic oil coating to prevent dust and erosion and
the installation of concrete curbing and gutters:-
Cn North Pleasant Avenue from Olive Court to the North
line of Lockeford Street;
On Redwood Street from Stockton Avenue to Washington
Avenue;
On Maple Street from Stockton Avenue to Cherokee Lane;
On Lockeford Street from North Cordier Street to
Hutchins Street;
On Lockeford Street from the East line of Lawrence
Park to the West line of Cherokee Lane highway;
On Cherry Street from the Nest line of "Central Tract"
to the last line of South Garfield Avenue.
The fo^egoing Resolution No. 860 was adopted by the following vote:
Ate: Councilmen Graffigna, Weihe, Clark and Spooner

In the xattar of the erection of boulevard stop signs on Centra!
Avenue, the :Layor and the City Clerk were authorized to execute a project
for the expenditure of the second one-quarter cent of gasoline tax moneys
by the adoption of Resolution No. 861.
RESOLUTION NO. 861
RESOLVEM- by the City Council of the City of Lodi, County of
San Joaquin, State of California:
That 3. M. ST= , LSayor of the City of Lodi and J. F. B1,41MY,
City Clerk of said City be, and they are herein expressly authorized,
empowered and directed to sign and execute for and on behalf of this
City, a project statement and application to expend moneys accruing
to the City of Lodi from the-¢ Gasoline Tax for use on Streets of
?Major importance, in the purchase and installation of traffic control
signs as more fully set forth in said project statement, a cozy of
which statement is enrexed hereto and rade part hereof for all purposes.
The foregoing Resolution No. 861 was then introduced by Councils. -an Spooner
and seconded by Councilman Graffigna and finally passed by the following
vote:
AYES: Cctincilmen, Spooner, Graffigna, Clark and Weihe
NOES: Counci'-en, None.
ABS—PdT: Councilman, Steele.
On the recommendation of Councilman Clark and on motion of Council-
man Graffigna, seconded by Councilman Spooner, a agree=ent was authorized
between J. P. Liebig and the City for the replacement of the roof over the
dwelling and shed at Lake Park, such work to cost the sum of $61.00.
The quarterly reports of the City Clerk and City Treasurer
for the quarter ended September 30, 1936 were received, read and ordered
filed on motion of Council -en sibs, seconded by Councilman Graffigna.
In the matter of the proposed annexation of new territory to
be called "Academy Addition", the Clerk filed the following report:
REPORT 0? THE CITY CLERK
To the Honorable, the City Council,
City Qf Lodi, California.
Gentlemen:
Pursuant to your instruction given in regular meeting of the
City Council held October 5, 1936 (minutes of Cctobdr 5, 1936. Page 355,
Volume 5) I have carefully compared all purported signatures appended to
the petition filed on that date, asking that "Academy Addition" be
annexed to the City of Lodi with the affidavits of registration of record
with the County Clerk of San Joaquin County at Stockton, California and
report as follows:
1. - There are one hundred eighty-three (183) registered electors
in ""Elkhorn Precinct No. 2" within which precinct all the territory
sought to be annexed is situated, of whom, ninety-two (92) have
legal residence within the boundaries of the territory t oposed to
be annexed.
2. - The patition, first herein mentioned was signed by thirty-
five (35) persons, twenty-nine (29) of whom are qualified registered
electors residing within the territory proposed to be annexed.

3. - That one fourth (1) of the qualified electors residing
within the boundaries of said territory is twenty-three (23) and
therefore, that said petition is sufficient in that it is signed
by twenty-nine qualified electors resident in said territory as
shown by the list of registered electors in the office of the
County Clerk of San Joaquin County.

After the reading of the foregoing report, the following
resolution was introduced on motion of Councilman Spooner, seconded
by Councilman Craffigaa, read and considered by the Council.
RESOLUTION NO. 862
VEME EAS, this City Council of the City of Lodi did receive oil
the 5th day of October, 1936, a petition asking that the lands herein-
after described be annexed to and made :art of said City of Lodi; and,
WFLREAS, acting under the direction of this City Council, the
City Clerk comg,ared the signatures annexed to said petition with those
on original affidavits of registration on file in the office of the
County Clerk of San Joaquin County and as a result of such comparison,
the said City Clerk has this evening presented his written report wherein
he states that said petition is signed by more than one-fourth of the
qualified electors residing within the territory so petitioned to be
annexed to the.City of Lodi, now therefore,
8E PT RESCLVED, that this City Council of the City of Lodi
does hereby declare its intention to order to be called and to call
an election within said territory and does hereby give notice that such
election will be called and held not less than fifty (50) days from
the date of the edo--tion of this resolution for the purpose of sub-
mitting to the qualified electors residing within sAid territory the
question whether said territory shall be annexed to said City and
after said annexation, shall be taxed equally with property within the
present City of Lodi for the payment of bonds issued and outstanding and
the interest thereon at the date of such election; the territory described
in said petition and in which such election is to be held and which is
herein proposed to be annexed to said City of Lodi is bounded and described
as follows and for the perposes of said election shall be designated as
"AC?DM7 -ADDITION'";
Cc=.encing on the nest line of Cherokee Lane (as said west line
now exists) at a point where said 'Nest line of Cherokee Lane is
intersected by the North line of Poplar Street in the "Lodi
3arnhart Tract", thence Southerly on and along the now existing
Nest line of Cherokee Lane to a point where the same intersects
the North line of Kettleman Lane as said gettlwen Lane is
delineated and so designated on the official map of 'Lodi
Barnhart Tract", +.fiance Westerly on and along the North line
of said Kettleman Lane to a point 269 feet Easterly and 25
feet Northerly from the Southwest corner of Section 12,
Township 3 North, Range 6 East, M.D.B.PM, such point being
the Southwest corner of "Bewley Suburban Acres" as per the
official nap thereof, thence .northerly on and along the West
line of said Bewley Suburban acres and its northerly continuation
to the intersection of the same with the North line of the
Southwest one:quarter (4) of Section 12, Township 3 North, -
Ranse 6 Fast, M.D.B.&LI., thence Nesterly on and along said -
North line of the Southwest one-cuarter (4) of Section 12, a
distance of 301.6 feet more or less -to a point 30 feet East
from the northwest corner of said Southwest one-quarter (4)
of Section 12, such point being on the East line of Quimby
Avenue, thence Northerly on and along said East line of
duinby Avenue a distance of 706 feet more or less to the present

boundary line of the City of Lodi, thence Easterly on and
along said boundary line to a point on the East line of
South School Street in "Hutchins Addition", thence South-
erly along said East line of South School Street to the
intersection of the same with the Siesterly extension of
the North line of Poplar Street, thence Easterly along
the said Northerly line of Poplar Street and its West-
erly extension to its intersection with the present West-
erly boundary line of Cherokee Lane and the point of
beginning first in this description mentioned. The lands
herein described and sought to be annexed to the City of
Lodi are delineated and designated on or form a tart of
lands included in the following maps and plats, San Joaquin
County records:
Lodi Barnhart Tract, Filed November 5, 1906
Acacia Tract, Filed June 28, 1921.
A. 1. Larson's Subdivision of a Portion of SWll
Section -12, T3N, R63, Filed December 8, 1391.
Bewley Suburban Acres, Filed Larch 7, 1921
Hutchins Addition to the Town of Lodi, Filed
April 10, 1897.
HE IT ALSO RESOLYn , that notice be hereby given, and
notice is hereby given, that this City Council does hereby designate:
Monday, November 9, 1936 at the hour of 8:00 o'clock P.L. of said
day and the Council Chambers of this City Council in the City Hall
of the City of Lodi as the time and place when and where owners of
property within said Proposed district will be heard in objection
to the annexation of said territory to said City. Such objections
must be in writing and may be filed at any time prior to the -
hour herein set for hearing. j
The foregoing Resolution No. 862 was then adopted by the following
vote:
AYE'S:-Coun^i1men, Spooner, Graffigna, Clark and Weihe
IvOE'S: CounciLen, None.
ABS: Councilman, Steele.
All applications for business licenses filed to date with
the City Clerk were ordered granted.
On motion of Councilman Spooner, seconded by Councilmen
Graffigna, the City Engineer was directed to investigate the need of
pavement immediately North of the Armory so as to make it safe
for the passage of guns and trucks.
Claims Nos. 27541 to and including 27592 in the total
amount of *3,295.77 were allowed and ordered paid on motion of Council-
man Graffigna, seconded by Councilman Spooner.
The City Council then
adjourned on motion of Councilman Wsihe,
sec-nded by Councilman Spooner
to the day and hour of its next regular
meeting.
