HomeMy WebLinkAboutMinutes - September 8, 1936349 COUNCIL CHAMBERS -- CITY COUNCIL CITY HALL - - CITY OF LODI Tuesday, September 8, 1936 The City Council of the City of Lodi met in regular session on Tuesday, September 8, 1936 at 8:00 o'clock P.M. In the absence of the City Clerk, Deputy City Clerk Griffin called the roll: Councilmen Clark, Graffigna, Spooner, Teihe and Steele present, none absent. The minutes of the last regular meeting of August 17, 1936, were read, approved as read and so Indorsed by the Mayor. Mr. Leroy Nichols of the Lodi Union High School appeared before the Council and gave an oral discussion on the tentative plan of the School Board to close Walnut Street at Rose Street. He had a chart showing the location of the contemplated agricultural -machine shop. He also spoke of the traffic hazard to the students, as also did Mr. Locke of the School Board. Informal discussion followed, Mr. W. A. Spooner and Mr. C. Hieb voicing objections to the plan. The Council took no action on the matter. At the Acting City Englneer's suggestion, Mr. Nichols also told of a WPA project to move the High School fence on the North side out to Oak Street, thus giving an additional 8 or 10 foot strip to the school. No action taken. Mr. Clinton Senning, Acting City Engineer was Instructed to take up with the gold dredging operators the matter of pollution of the Lake Water with mining debris. The reports of the Chief of Police and the Poundmaster for the month of August were read and ordered filed as was also the Annual Report of the City Clerk for the Fiscal Year ended June 30, 1936. A letter from the City Clerk re the Lodi Academy Water Supply was read. The matter was referred to Mr. John A. Henning, Superintendent of Public Utilities who was asked to investigate and report back to the Council at their next meeting. A communication from Mr. and Mrs. J_ H. Welch asking that Central Avenue be made a boulevard on account of traffic hazard was read. The consensus of opinion was that more active policing would solve the trouble. The application of Kenneth Hopper for a dance permit for September 18 and 209 1936 was allowed on motion of Councilman Spooner, seconded by Councilman Graffigna. A comminlcation from Attorney Robert M. Searls was received. City Attorney Glenn West reported that Mr. Searls would like to have a conference of the 8nglneers and Attorneys some time soon. On motion of Councilman Spooner, seconded by Councilman Clark, Attorney West was authorized to meet with the Engineers and Mr. Searls. Councilman +Neihe reported that he and Councilman Clark met with the Lodi Japanese American Citizenis League and they appreciated the fact that the City was represented. Resolution No. 855 directing the cancellation of certain outstanding warrants was authorized by the adoption of said Resolution. RRiNTS WHEREAS, Treasury Warrant No. 21589 issued April 16, 1934 in the amount of $2.25 and Treasury Warrant No. 22637 issued October 15, 1934 in the amount of $6.00 have not teen presented for payment; BE IT RESOLVED, that the said warrants be, and the same are hereby ordered cancelled. The City Clerk will credit the General Fund of this City with the amounts of these warrants. 5v COUNCIL CHAMBERS --CITY COUNCIL CITY HALL -- CITY OF LODI The foregoing Resolution No. 855 was then passed and adopted by the following vote: AYES: Councilmen, Clark, Graffigna, Spooner, We1he and Steele NOES: Councilmen, None ABS3NT:Councilmen, None. The Council then proceeded to the consideration of the annual bud- get, preliminary to setting the Tax Rate for the Tax Year 1936-37. Council- man Weihe moved the adoption of the Budget, seconded by Councilman Spooner, which motion was carried unanimously. Ordinance No. 228 entitled nAN ORDINANCE LEVYING TAXES FOR TAR FISCAL YSIR BEGINNING JULY 1ST, 1937,n was introduced on motion ::f Councilman Graffigna, seconded by Councilman Clark and read in full by the Clerk. By the same motion, it was laid over for the statutory period of not less than five days by the following vote: AYES: Councilmen, Graffigna, Clark, Spooner, Weihe and Steele NO3S: Councilmen, None ABSENT: Councilmen, None Under unfinished business, the plaque for Lawrence Pioneer Tree In Lawrence Park was discussed. It was decided to investigate further. Fifteen applications for building permits Nos. 1530 to 1544 Inclusive for structures to cost $27,965.00 were allowed and ordered granted. Claims Nos. 27,137 to 27,283 inclusive as approved by the Finance Committee in the amount of $14,536.06 were allowed and ordered paid on motion of Councilmen Weihe, seconded .by Councilman Spooner. On motion of Councilman Graffigna, seconded by Councilman Clark, the board adjourned to and until eight ofelock P.M. of Monday, September 14, 1936. Motion carried unanimously.
