HomeMy WebLinkAboutMinutes - April 1, 1935183 COUNCIL CHAMBERS - -CITY COUNCIL CITY HALL CITY OF LODI April lst.,1935 T::is regular meeting of to City Council of the City of Lodi was cal- led to order by the Mayor at 8:00 o'clock P.M. on the day first above written, Councilmen Clark, Spooner, Weihe and Steele present, Councilman Keagle absent. The minutes of the last meeting held March 18th.,1935 were read, approved as read and so endorsed by the Mayor. No persons appearing at this time, the order of Public Hearings was passed and the Council proceeded to hear communications and reports: The Report of the Secretary and Chief of Lodi Volunteer Fire Depart- ment was received, read at length and ordered filed. Reports of the Chief of Police and of the City Poundmaster were also read and ordered filed, both covering the month of March, 1935. A letter from the Gasoline Tax Committee of the League of California Municipalities stating its stand on pending highway legislation was read. The General Committee on Public Schools Week asked that the Mayor Issue a proclamation calling attention to the observance of this period In order to create interest in the public school system; Mayor Steele stated that he would issue such a proclamation and give copies to the press. A petition was received from Adam Hoff, owner of a fifty foot lot in Lot 37 of the Lodi Barnhart Tract over which an alley easement had been given by deed in 1919. The following resolution was introduced: - RESOLUTION NO. 762 ?3SOLUTION DECLARING THE INTENTION OF THE CITY COUNCIL OF THE CITY OF LODI TO ABANDON A CERTAIN ALLEYWAY IN LOT 37 OF THE LODI BARNHART TRACT IN SAID CITY MaREAS, ADAM HOFF has f:Ied a verified petition requesting the abandon- ment of that certain alley dedicated to public use in that certain deed dated November 19,1918, executed by R.3.0'Dell and Florence OwDell, his wife, to Jacob Yanks and recorded January 15,1919 in Book "A" of Deeds, Vol. 355, page 182, San Joaquin County Records, a copy of which petition Is hereto annexed and made part hereof for all purposes; BE IT ABSOLVED, by this City Council of the City of Lodi that it is the Intention of said City Council that said alley be abandoned, in that the same has never been opened to public use nor Is the use of the same essential In the development of the lands adjoining it, nor Is it an essent- ial means of ingress or egress to any of the lands appertaining thereto; The said alley herein proposed to be abandoned is particularly described as follows: A portion of Lot 37 of the Lodi.Bernbart Tract as said lot is delineated and so designated on that certain map or plat entitled "Lodi Barnhart Tract" filed for record November 5,1906 and recorded in Vol. 3, Page 48 of Book of Maps and Plats, Sal; Joaquin County Records, being the Northerly ten (10) feet of the following tract of land, commencing for the same on the intersectlon of the East line of Washington Avenue and the Worth line of Vine Street, running thence easterly on and along the said North line of Vine Street s distance on one hundred thirty (230) feet, running thence northerly and parallel to the Bast line of Washington Avenue a'distance of two hundred (200) feet, thence westerly and parallel to the North line of Vine Street a distance of one hundred thirty (130) feet to the East line of Washington Avenue, thence southerly on and along the said east line of Washington Avenue a distance of two hundred(200) feet to the point of beginning; - BE IT FURTHER RESOLVED, that the Street Superintendent of the City of Lodi be, and he is hereby directed to post/notice hereof at the time and in the manner required by law, such publication to be had in "THE LODI NEW, a newspaper of general circulation hereby designated as the newspaper in which notice shall be published. The foregoing resolution was thereupon passed and adopted by the fol- lowing vote: - AYES: Councilmen, Clark, Spooner, Weihe and Steele. 'ids S: Councilmen, None. ABSENT: Councilman., Keagle. 184 (M -mutes of Apr 1-1935,continued) COUNCIL CHAMBERS --CITY COUNCIL CITY HALL - - CITY OF LODI Ten applicaticns for building permits were ordered granted 'being for structures to cyst $1,160.00. The City Clerk reported that there was considerable agitation for the opening of the alley North of Block 1 of the "Willow Tract" but that the westerly end of the alley way was blocked by a lot facing Garfield Street only thirty feet wide, He stated that the owner of this lot, & John Thomas, would consider an exchange of land providing ten feet could be aquired north of his lot, to be exchanged for the ten feet necessary for opening the alley. However, the owner of the land necessary to be acquired would sell only eight feet and had fixed a price of $100 on this amount of Isnd, which he, the City Clerk, deemed to be excessive. The matter was left in the hands of the City Clerk for further negotiations. Mr Clinton O.Henning, Acting City Engineer, reported on the necessity of thoroughly painting the buildings and superstructures at the Sewage Disposal Plant; also on applications received for installation of curbs aid gutters, materials to be furnished by the property owners and labor by the S.E.R.A.; also an a proposal to bring sewer man -holes to grade In various parts of the City. Submission of projects to the State Emergency Relief Administration in accordance with the above recommendations was authorized by the adopt- ion of the following resolutions, copies of which with certificates of their several adoptions are appended at the close of these minutes: - Resolution No. 763 Li the matter of painting at the sewer farm; Resolution No. 764 authorizing application for curb & gutter construction. Resolution No. 765 for bringing man -holes to street grade. Clal=s in the total a=ount of $14,430.21 as approved by the Finance Commltt:e were allowed and ordered paid on motion of Councilman Clark, ,Neihe secbnd. W. G. Hurrie, Manager of the City Baths submitted a proposition for reduced admission charge to adults furnishing their own suits and towels and on motion of Courellman Spooner, Clark second, admission charges in such cases +vas ordered reduced to 15d per person. Ur Hurrle was also authorized to purchase an office desk at as reasonable price as he could obtain. At 9:32 otclock P.M. the City Council adjourned at the order of the Mayor, none dissenting. RESOLUTION AUTHORIZING THE MYOR TO SIGN All A?PLICATION FOR A?FRO'IAL OF EIERGsMNCY P.ELIEF AD11INISTF3TION PROJECT. WHEREAS, this City Councilor the City of Lodi, County of Sen Joaquin, State of California ."Inds it to be to the best interests of said City that appl- ication be made to the State Emergency Relief Administration to do certain work not hitherto provided for In the annual budget but which is essential and necessary to the preservation of properties of this City and will also further the purposes of said Emergency Relief Administration, to -wit: - THE A_'PLICATION OF PAINTS AND RUST RESISTSNT•MATERIALS TO i,'.E BUILDINGS AND SUPERSTRUCTURES AT THE CITIVS SEWAGE DISPOSAL PLAINT, INCLUDING TF.E �+ LLING HOUSE OF T:R OPERATOR OF SAID PLANT, AND THE REPLACEMENT OF STRUCT- URAL PARTS THAT MAY BE FOUND TO S3 BADLY DAv1GED BY THE ACTION OF GASES AND EXPOSURE TO 133 ELEMENTS: and it is now desired that su,h application be made for said project; NOW, T?-73_7RCP-3, BE IT RESOLVED, that application be so made to the State Emergency Relief Administration for California and that the Mayor be, and he is hereby authorized and directed to sign said application for and on behalf of this City, and, that Kr Clinton 0. RESOLUTION NO. 754 RESOLUTION AUTHORIZING 1'3 MAYOR TO SIGN AN APPLICATION FOP APPROVAL OF URGENCY RELIEF ADMINISTRATION PROJECT. IFEREAS, this City Council of the City of Lodi, County of San Joaquin, State of California finds and determines that it is to the best interests of said City, in order to facilitate drainage, that the construction of curbs and butters be favored. -and encouraged on earth streets where the property owners will pay for the cost of the materials therefore and for the supervision of the work of installing the same; EE -IT RESOLVED, that applization for a project to construct concrete curbs and gutters on and along such streets as the City Engineer shall designate be made to the State Emergency :Relief Administration under the supervision of Mr Clinton 0. Henning, Acting City Engineer of this City in the event of the approval of such project by said Emergency Relief Administration; -HEREFORE, BE IT ALSO RESOLVED, that Hr G.M.STERLE, Mayor of this City be, and he is hereby authorized and directed to prepare and sign such an application for and on behalf of this City.
